About measures for further optimization of structure of the medical organizations and enhancement of wages system of health workers of health care system of the Republic of Uzbekistan

For the purpose of further increase in efficiency, quality and availability of medical attendance to the population, optimization of structure of the medical organizations with ensuring rational use of the available capacities and bed fund, strengthening of personnel capacity of medico-social organizations, rural medical Items and family polyclinics, and also the Cabinet of Ministers decides strengthenings of material work incentives of separate categories of health workers depending on degree of complexity and intensity of the work performed by them:

1. Approve offers of the Ministry of Health, the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan on further optimization of structure of the medical organizations of system of the Ministry of Health of the Republic of Uzbekistan in the period of 2016 - 2020 providing:

accession of the separate medical organizations to district (city) medical associations and the regional multi-profile medical centers, with the corresponding transfer of their functions and the number of staff, according to the list according to appendix No. 1;

optimization by reorganization and liquidation of the separate medical organizations for the list according to appendix No. 2;

reducing bed fund of TB facilities in process of completion of works on construction and reconstruction according to the schedule according to appendix No. 3;

step-by-step increase in the separate medical organizations of share of bed fund and throughput containing due to off-budget receipts from rendering medical services on paid basis for the list according to appendix No. 4.

2. To the Ministry of Health of the Republic of Uzbekistan in coordination with the Ministry of Labour and the Ministry of Finance in two-month time to review and approve updated regular standard rates of the medical organizations, having provided:

review of regulations of load of medical personnel of the central district (city) multi-profile clinics, services of "emergency medical service", departments of blood transfusion, and also the centers of the state sanitary and epidemiological surveillance in coordination with the level of their equipment the modern medical equipment, taking into account implementation of advanced technologies and methods of diagnostics, treatment and laboratory researches;

strengthening of the medical care provided by medico-social organizations at the expense of the organization of the round-the-clock medical observation, proceeding from specifics of the served contingent, with allocation for the specified organizations in addition 246 units of positions of medical and 149 average and junior medical personnels.

3. To provide to the Ministry of Health together with the Ministry of Finance of the Republic of Uzbekistan till December 1, 2016 fitting of rural medical Items and family polyclinics with patronage nurses, proceeding from the regular standard rate of 1,5 of unit of position on 2,0 thousand people of the attached population.

4. Determine that the means released as a result of optimization of structure of the medical organizations go on:

covering of expenses on introduction of additional number of personnel in medico-social organizations, rural medical Items and family polyclinics;

improvement of security of the medical organizations by medicines and reactants, stock, consumable materials and spare parts to the equipment in coordination with the relevant financial bodies;

wages increase to separate employee categories of the medical organizations due to increase in grades in compensation for advanced scale of charges, and also the amount of surcharges for special working conditions and special monthly allowances to the tariff charges (salaries).

5. Approve and enact since November 1, 2016:

grades in compensation on advanced scale of charges of separate employee categories of the medical organizations according to appendix No. 5;

the amount of surcharges to the tariff charges (salaries) in connection with hazardous to health and especially severe conditions of work and special monthly allowances to the tariff charges (salaries) of separate employee categories of the medical organizations according to appendix No. 6.

6. Approve the Package of measures for optimization and increase in efficiency of activities of the medical organizations, strengthening and rational use of their material and technical resources and strengthening of personnel potential for 2016 - 2020 according to appendix No. 7.

Assign to the Ministry of Health, the Ministry of Labour, the Ministry of Finance, the Ministry of Economics of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of areas and Tashkent interested the ministries and departments responsibility for providing timely and high-quality implementation of actions included in approved by this resolution Package of measures.

7. To the Ministry of Health together with the State committee of the Republic of Uzbekistan on architecture and construction, the State committee of the Republic of Uzbekistan on privatization, demonopolization and development of the competition, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent:

in two-month time to provide technical inspection of the released buildings and constructions of the reorganized and liquidated medical organizations, with subsequent their transfer to the order of public authorities on places;

in accordance with the established procedure to make offers on step-by-step realization at the biddings of the medical organizations which passed to complete self-financing with priority preserving profile of activities for rendering medical services to the population.

8. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 8.

9. In a month to provide to the Ministry of Health, the Ministry of Labour, the Ministry of Finance of the Republic of Uzbekistan, other ministries and departments reduction of the regulatory legal acts adopted by them in compliance with this resolution.

10. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R. S. Azimov and the deputy prime minister of the Republic of Uzbekistan A. I. Ikramov.
