About approval of the Regulations on State Final Examination of pupils (pupils) in system of general secondary education

According to article 34 of the Law of Ukraine "About general secondary education", No. 778 "About approval of the Regulations on general education educational institution" I order to the resolution of the Cabinet of Ministers of Ukraine of August 27, 2010:

1. Approve Regulations on State Final Examination of pupils (pupils) in system of general secondary education which is applied.

2. Declare invalid the order of the Ministry of Education and Science of Ukraine of February 18, 2008 No. 94 "About approval of the Regulations on State Final Examination of pupils (pupils) in system of general secondary education", registered in the Ministry of Justice of Ukraine on February 27, 2008 for No. 151/14842.

3. To management for public relations and ensuring activities of the Minister (patronage service) (Zagoruyko Yu. A.) make mark in cases of archive.

4. To department of general secondary and preschool education (Kononenko Yu. G.) provide state registration of this order in the Ministry of Justice of Ukraine in the procedure established by the legislation.

5. To impose control over the implementation of this order on the deputy minister of the Polyansky Item B.

6. This order becomes effective from the date of its official publication.

Regulations on State Final Examination of pupils (pupils) in system of general secondary education

I. General provisions

1. This Provision determines procedure for holding State Final Examination of studying (pupils) of general education educational institutions I, II, III of degrees and professional educational institutions, Ukraine which is carried out according to article 34 of the Law "About general secondary education".

2. The State Final Examination of pupils (pupils) (further - certification) is form of control of compliance of educational level of graduates of general education educational institutions I, II, III of the degrees and professional educational institutions providing senior secondary education, to the state requirements.

3. Certification joins in structure of academic year.

4. Control of observance of requirements to the organization and carrying out certification by educational institutions is assigned to local authorities of management of education.

II. Carrying out certification

1. Certification is carried out on subjects which list annually is determined and affirms the Ministry of Education and Science of Ukraine.

Certification for Ukrainian is obligatory.

Studying (pupils) initial (the 4th class) and the main (the 9th class) schools of general education educational institutions (classes, groups) with training at languages of ethnic minorities which arrived from abroad and began to learn Ukrainian current academic year instead of certification for this subject can according to the statement of parents (one of parents) or their legal representatives and according to the decision of faculty meeting to undergo certification for training language.

2. Certification in educational institutions is carried out in writing. Tasks for carrying out certification are constituted by educational institutions according to approximate requirements to content of the certification tasks approved by the Ministry of Education and Science of Ukraine.

3. Certification can be carried out in the form of external independent estimation. In that case the procedure for its carrying out is determined by procedure for carrying out external independent estimation and monitoring of quality of education which is established by the Cabinet of Ministers of Ukraine.

4. Results of certification are estimated on 12-mark scale according to the Criteria of estimation of educational achievements of pupils (pupils) in system of general secondary education approved by the order of the Ministry of Education and Science, youth and sport of Ukraine of April 13, 2011 No. 329, registered in the Ministry of Justice of Ukraine on May 11, 2011 at No. 566/19304, and Approximate requirements to assessment of educational achievements of pupils in system of general secondary education in objects of invariant component of the curriculum given in appendices 1 - 12 to the order of the Ministry of Education and Science, youth and sport of Ukraine of August 30, 2011 No. 996.

5. Estimates for certification are entered in the Protocol of State Final Examination in the form given in appendix to this Provision, and the corresponding school documentation (the cool magazine, the personal record of studying (pupil), the book of accounting and issue of documents on receipt of appropriate level of education); are exposed: in the sheet of educational achievements (upon termination of elementary school); appendix to the certificate on basic general secondary education (further - appendix to the certificate); appendix to the certificate about complete general secondary education (further - appendix to the certificate) which form is approved by the resolution of the Cabinet of Ministers of Ukraine of November 12, 1997 No. 1260 "About education documents and academic statuses".

6. Results of certification are not considered in case of exposure of annual estimates in objects in which studying (pupil) undergoes certification.

7. Studying (pupils) of evening general education educational institutions are granted the right to undergo certification for all objects determined by the Ministry of Education and Science of Ukraine of the place of study.

To pupils (pupils) of evening general education educational institutions at will as certification results of external independent estimation on those objects, certification for which is carried out in the form of external independent estimation, can be offset.

8. Studying (pupils) of general education educational institution I-III of steps "The international Ukrainian school" are granted the right to undergo certification in the territories of the countries of their stay.

9. Studying (pupils) who were ill during certification provide the medical certificate based on which by the decision of faculty meeting of general education educational institution and the relevant order of the head of educational institution they are granted the right to undergo certification in other terms.
