About the Federal Service of troops of national guard of the Russian Federation

(as amended on 24-10-2018)

1. Approve the enclosed Regulations on the Federal Service of troops of national guard of the Russian Federation.

2. Permit to have seven deputy directors in the Federal Service of troops of national guard of the Russian Federation, including: the first deputy director of the Federal Service of troops of national guard of the Russian Federation - the commander-in-chief of troops of national guard of the Russian Federation; the chief of General staff of troops of national guard of the Russian Federation - the first deputy director of the Federal Service of troops of national guard of the Russian Federation - the commander-in-chief of troops of national guard of the Russian Federation; the secretary of state - the deputy director of the Federal Service of troops of national guard of the Russian Federation - the commander-in-chief of troops of national guard of the Russian Federation.

3. Determine that in troops of national guard of the Russian Federation in accordance with the legislation of the Russian Federation about military service military positions, in accordance with the legislation of the Russian Federation about service in law-enforcement bodies of the Russian Federation - position of the employees having special ranks of police, in accordance with the legislation of the Russian Federation about the public civil service of the Russian Federation - position of federal government civil servants, according to the labor law of the Russian Federation - positions of workers are entered.

5. This Decree becomes effective from the date of its signing.

Regulations on the Federal Service of troops of national guard of the Russian Federation

I. General provisions

1. The Federal Service of troops of national guard of the Russian Federation (Rosgvardiya) is the federal executive body performing functions on development and realization of state policy and normative legal regulation in field of activity of troops of national guard of the Russian Federation (further - troops of national guard), in the sphere of traffic in weapons, in the sphere of private security activities, in the sphere of private detective activities and in the sphere of private security.

Rosgvardiya is the central governing body of troops of national guard.

Rosgvardiya for accomplishment of the tasks assigned to troops of national guard, and ensuring their activities creates: structural divisions of central office of Rosgvardiya; territorial authorities of Rosgvardiya; military units of troops of national guard; divisions (bodies) of troops of national guard in which persons having special ranks of police serve (further - divisions (bodies) of troops of national guard); organizations of troops of national guard.

2. The main objectives of Rosgvardiya are:

1) development and realization of state policy in the established fields of activity;

2) normative legal regulation in the established fields of activity;

3) organization of participation of troops of national guard in protection of public order and ensuring public safety;
