About some questions concerning issue of the certificate on powers on carrying out checking of means of the measuring equipment which are in operation and are applied in the sphere of legislatively regulated metrology

According to the Law of Ukraine "About metrology and metrological activities", to Items 3, 4 Procedures for issue or refusal in issue, renewal, issue of duplicates, cancellations of the certificate on powers on carrying out checking of means of the measuring equipment which are in operation and are applied in the sphere of legislatively regulated metrology, the Cabinet of Ministers of Ukraine approved by the resolution of February 24, 2016 No. 117, I order:

1. Approve enclosed:

1) Requirements to structure and contents of the documents enclosed to the application for issue of the certificate on powers on carrying out checking of means of the measuring equipment which are in operation and are applied in the sphere of legislatively regulated metrology;

2) the Project of industry of power on carrying out checking of means of the measuring equipment which are in operation and are applied in the sphere of legislatively regulated metrology;

3) the Audit certificate on metrology;

4) the Certificate on powers on carrying out checking of means of the measuring equipment which are in operation and are applied in the sphere of legislatively regulated metrology.

2. In accordance with the established procedure to submit to department of technical regulation this order on state registration to the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the deputy minister according to distribution of functional obligations.

Requirements to structure and contents of the documents enclosed to the application for issue of the certificate on powers on carrying out checking of means of the measuring equipment which are in operation and are applied in the sphere of legislatively regulated metrology

1. The charter of the scientific metrological center, state company which treats the sphere of management of the Ministry of Economic Development and Trade of Ukraine and performs metrological activities of testing laboratory (further - the applicant) shall contain provisions according to the Economic code of Ukraine and other regulatory legal acts.

2. The passport of structural division of the applicant who will perform works on checking of measuring instruments which are in operation and are applied in the sphere of legislatively regulated metrology (further - means of the measuring equipment), shall consist of the prolog and forms given in appendix to these Requirements.

Introductory part shall contain data about:

the legal entity (the full name reduced (in the presence), the name in foreign languages (in the presence) and identification code);

location of the applicant (postal index, area, area, settlement, area of the settlement (in the presence), street, house number, cases (in the presence), office (in the presence)) and means of communication (long-distance code / code of mobile operator, phone number, telefax (in the presence));

applicant's head (surname, name, middle name, position);

venue of checking (postal index, area, area, settlement, area of the settlement (in the presence), street, house number, cases (in the presence), office (in the presence) and means of communication (long-distance code / code of mobile operator, phone number, telefax (in the presence)).

means of the measuring equipment and service equipment in form 5 (appendix);

workplaces in form 6 (appendix);

standard samples of structure and properties of substances and materials in form 7 (appendix).

According to the declared area of power the applicant fills forms 1 - 7, given in appendix to these Requirements.

The passport of the applicant or his isolated structural division which will perform works on checking of measuring instruments affirms the applicant's head.

3. The quality manual of structural division of the applicant or his isolated structural division which will perform works on checking of measuring instruments shall contain the complex description of the quality system of measuring instruments of the applicant and the data relatively:

powers and the resources of personnel necessary for accomplishment of the obligations assigned to it, in particular implementation, maintenance and enhancement of the procedures necessary for carrying out checking of means of the measuring equipment;

constant control behind carrying out checking of means of the measuring equipment, and also internal recurring inspections;

registration and storage of requests for carrying out checking of means of the measuring equipment and materials by results of its carrying out;

the implemented and documentary system of accounting of the claims which arrived from customers of works on checking of measuring instruments;
