Approve the Provision of the Government representative for investments, attraction of financial aid in conditions of warlike situation, forming of fund of recovery and transformation of economy, fund of support of small and medium business, fund of recovery of property and the destroyed infrastructure, fund of servicing and repayment of public debt, fund of support of army, humanitarian fund which is applied.

Provision of the Government representative for investments, attraction of financial aid in conditions of warlike situation, forming of fund of recovery and transformation of economy, fund of support of small and medium business, fund of recovery of property and the destroyed infrastructure, fund of servicing and repayment of public debt, fund of support of army, humanitarian fund

1. The government representative for investments, attraction of financial aid in conditions of warlike situation, forming of fund of recovery and transformation of economy, fund of support of small and medium business, fund of recovery of property and the destroyed infrastructure, fund of servicing and repayment of public debt, fund of support of army, humanitarian fund (further the Government representative) is the authorized Cabinet of Ministers of Ukraine the official to who coordination of activities about investment attraction, financial aid in conditions of warlike situation, forming of fund of recovery and transformation of economy, fund of support of small and medium business, fund of recovery of property and the destroyed infrastructure, fund of servicing and repayment of public debt, fund of support of army, humanitarian fund is assigned, task performance concerning activization of work on development and realization of investment potential of Ukraine, increase in amount of foreign investments, supports of priority investment projects, improvements of the investment climate in the state, ensuring protection of the rights of investors, and also interactions of investors, relevant organs of foreign states and the international organizations for investment attraction with state bodies and local government bodies.

2. The government representative is appointed to position and dismissed by the Cabinet of Ministers of Ukraine on representation of the Prime Minister of Ukraine and submits to the Cabinet of Ministers of Ukraine.

3. The government representative in the activities is guided by the Constitution and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine accepted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other acts of the legislation, this Provision.

4. The main objectives of the Government representative are:

1) coordination of activities for investment attraction, financial aid in conditions of warlike situation, forming of fund of recovery and transformation of economy, fund of support of small and medium business, fund of recovery of property and the destroyed infrastructure, fund servicing and repayment of public debt, fund of support of army, humanitarian fund;

2) preparation of offers on development and realization of investment potential of Ukraine, support of priority investment projects, improvements of the investment climate in the state, ensuring protection of the rights of investors.

5. The government representative according to the tasks assigned to him:

1) servicing and repayment of public debt, fund of support of army, humanitarian fund performs coordination of activities for investment attraction, financial aid in conditions of warlike situation, forming of fund of recovery and transformation of economy, fund of support of small and medium business, fund of recovery of property and the destroyed infrastructure, fund;

2) submits to the Cabinet of Ministers of Ukraine and the Prime Minister of Ukraine offers concerning improvement of the investment climate in the state, realization of investment potential of Ukraine, ensuring protection of the rights of investors;

3) is developed by the action plan concerning improvement of investment appeal of Ukraine and gives it for consideration to the Prime Minister of Ukraine;

4) prepares offers of rather priority directions of investment and the approximate list of priority investment projects for the purpose of their attraction in economy of Ukraine;

5) participates in preparation and project development of acts of the legislation on the questions which are within its competence;

6) interacts with central and the local executive bodies, other state bodies, temporary consultative, advisory and other facilitative branches formed by the Cabinet of Ministers of Ukraine and also with local government bodies, public organizations, national banks, the state companies, organizations and the organizations for improvement of investment appeal of Ukraine;

7) interacts with relevant organs of foreign states and the international organizations for investment attraction.

6. The government representative has the right:

To receive 1) in accordance with the established procedure from central and local executive bodies, other state bodies, local government bodies, national banks, the state companies, organizations and the organizations information, documents and materials necessary for accomplishment of the tasks assigned to it;

2) to involve representatives central and local executive bodies, local government bodies, national banks, the state companies, organizations and the organizations (in coordination with their heads), and also experts, scientists and specialists to study of the questions which are within its competence;

3) to initiate creation of working groups on the questions which are within its competence;

4) to participate in meetings of boards of the ministries, others central and local executive bodies by consideration of the questions which are within its competence;

5) to convene meetings on the questions which are within its competence.

7. The government representative has the right to participate with the right of advisory vote in cabinet meetings of Ukraine during consideration of the questions which are within its competence.

8. Ensuring activities of the Government representative is performed by the Secretariat of the Cabinet of Ministers of Ukraine.

The government representative can have advisers and consultants on a voluntary basis.

9. The government representative has the form with the name of the position.
