The instruction about procedure for functioning of interbank system of identification

Chapter 1. General provisions

1. This Instruction determines procedure for functioning of interbank system of identification (further - system of identification, MSI), including the rights and obligations of the owner of MSI and participants of system of identification, order of interaction of the owner of MSI, subjects of MSI, clients, their representatives by submission of information to MSI, receipt of information from MSI and to use of such information, and also procedure and conditions of rendering by the owner of MSI of services by means of MSI.

2. For the purposes of this Instruction the terms below are used in the following values:

the biometric document – the identity document, with the integrated chip containing electronic means of biometric identification with personal data of the owner of the biometric document and data on the biometric identity document according to requirements of the international organization for civil aviation (ICAO);

blocking – the measures taken by the owner of MSI as a result of which access to data on clients, their representatives without removal of such data stops;

the owner of MSI – open joint stock company "The non-bank credit and financial organization "Single Settlement and Information Space";

data on clients, their representatives – set of the data on the clients, their representatives determined by the Law of the Republic of Belarus of June 30, 2014 No. 165-Z "About measures for prevention of legalization of income gained in the criminal way, financings of terrorist activities and financing of distribution of weapons of mass destruction" and other data on clients, their representatives according to appendix obtained by participants of system of identification;

the dynamic password – the password generated by the owner of MSI, which is used once for authentication session;

documentation of MSI – set of the interconnected documents necessary and sufficient for functioning and development of MSI including determining technical requirements, project and organizational decisions by creation and functioning of hardware and software systems of MSI;

other users of MSI – the Republic of Belarus determined according to part four of subitem 1.10 of Item 1 of the Presidential decree of April 18, 2019 No. 148 legal entities to whom the owner of MSI has the right to render services in verification of personal data of clients, their representatives;

the operator of the state information resources (systems) (further – GIR (GIS) – the subject of information relations performing operation of GIR (GIS) and (or) rendering by means of it information services;

the password – the digital, alphabetic, sign code used in case of authentication of the client, his representative in MSI;

regulations of information interaction with MSI – set of rules and procedures of information interaction of the owner of MSI with subjects of MSI;

the website of MSI – information resource on the global computer Internet which functioning is provided with the owner of MSI, intended for interaction of clients, their representatives with MSI and placements of information on MSI;

the static password – the password which is reused for authentication sessions;

subjects of MSI – banks, the non-bank credit and financial organizations, "Development Bank of the Republic of Belarus" open joint stock company, the other persons performing financial transactions, state bodies, other users of MSI.

The terms "identification agents", "client's representative" are used in the values determined respectively by paragraphs to the second and twelfth part one of Item 2 of the Instruction on requirements to rules of internal control in the sphere of prevention of legalization of income gained in the criminal way, financings of the terrorist activities and financing of distribution of weapons of mass destruction in case of banking operations approved by the resolution of Board of National Bank of the Republic of Belarus of December 24, 2014 No. 818.

The terms "authentication factors", "documents in electronic form", "multiple-factor authentication", "one-factorial authentication" are used in the values determined respectively by paragraphs to the second, seventh or ninth part one of Item 2 of the Instruction on use of software and hardware and technologies, holding procedures of remote identification, remote updating (updating) approved by the resolution of Board of National Bank of the Republic of Belarus of September 19, 2019 No. 379.

The terms "attribute certificate", "certificate of open key", "means of the digital signature", "digital signature", "electronic document" are used in the values determined respectively by paragraphs the second, the tenth, the eleventh, fifteenth and sixteenth article 1 of the Law of the Republic of Belarus of December 28, 2009 No. 113-Z "About the electronic document and the digital signature".
