1. Establish the limiting standard rate of profitability when forming cost of works on content, repair and development (construction, reconstruction) of the highways public which are carried out by own forces of the organizations of the state road farm - owners of these roads, in the following sizes:

from June 1, 2019 to December 31, 2020 010 - in the amount of 15 percent to planned cost;

since January 1, 2021 - in the amount of 10 percent to planned cost.

2. Approve the enclosed Regulations on approval procedure of standard rates of expense of the resources in kind applied in case of cost determination of works on content of highways public.

3. This resolution becomes effective so on October 2, 2016.

1. Standard rates of expense of resources are developed taking into account average conditions and production methods of works, requirements of regulatory legal acts, including technical regulatory legal acts, and include consumption rates of materials, products and designs in kind, regulations of time of operation of machines and mechanisms in machine-hours, cost rates of work of workers and drivers in man-hours.

4. The enlarged standard rates of expense of resources combine indicators of several standard rates of expense of resources for the purpose of determination of expense of resources for complex of works.

5. Standard rates of expense of resources are developed by the organization authorized by the Ministry of Transport and Communications and submitted for approval in this Ministry.

6. Consideration and approval in accordance with the established procedure of standard rates of expense of resources are performed by the Ministry of Transport and Communications within 30 days after their obtaining.

If according to standard rates of expense of resources there are notes, including regarding observance of requirements of this provision and other acts of the legislation, the Ministry of Transport and Communications sends standard rates of expense of resources to the organization which developed them on completion with indication of completion terms.
