About determination of the scope of information of the preliminary information provided in customs authorities about goods and vehicles before crossing of customs border of the Eurasian Economic Union by them, necessary for implementation customs, transport, sanitary and quarantine, veterinary and phytosanitary quarantine control (supervision) at the check points through frontier of the Russian Federation located in the territory of the free port of Vladivostok

1. Approve the enclosed scope of information of the preliminary information provided in customs authorities about goods and vehicles before crossing of customs border of the Eurasian Economic Union by them, necessary for implementation customs, transport, sanitary and quarantine, veterinary and phytosanitary quarantine control (supervision) at the check points through frontier of the Russian Federation located in the territory of the free port of Vladivostok.

2. This resolution becomes effective since October 1, 2016.

The scope of information of the preliminary information provided in customs authorities about goods and vehicles before crossing of customs border of the Eurasian Economic Union by them, necessary for implementation customs, transport, sanitary and quarantine, veterinary and phytosanitary quarantine control (supervision) at the check points through frontier of the Russian Federation located in the territory of the free port of Vladivostok

1. For the purposes of customs control (if goods are assumed to the room under customs procedure of customs transit):

a) about the sender, the receiver of goods according to transport (transportation) documents;

b) about the country of departure, the country of destination of goods;

c) about the customs applicant;

d) about carrier;

e) about the vehicle of international delivery on which goods are transported;

e) about the name, quantity, the cost of goods according to business, transport (transportation) documents;

g) about commodity code according to the Harmonized commodity description and coding system or the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union (further - the CN FEA EEU) at the level have enough first 6 signs;

h) about the weight of goods gross or amount, and also about goods quantity in additional units of measure (in the presence of such data) by each code of the CN FEA EEU or the Harmonized commodity description and coding system;

i) about quantity of cargo pieces;

j) about destination of goods according to transport (transportation) documents;

k) about the documents confirming observance of the restrictions connected with movement of goods through customs border if such movement is allowed in the presence of these documents;

l) about the planned reloading of goods or cargo operations in transit.

2. For the purposes of customs control (if goods are assumed to the room under the customs procedure other than customs procedure of customs transit, except as specified, if such goods are assumed to import to the sites of the territory of the free port of Vladivostok specified in parts 3 and 4 of article 23 of the Federal law "About the Free Port of Vladivostok" (further - port or logistic sites):

a) about expected customs procedure;

b) about the customs applicant, the customs representative, the sender and the receiver of goods;

c) about the vehicles used for international delivery of goods and (or) their transportation on customs area of the Eurasian Economic Union under customs control;

d) about vehicles of international delivery and (or) vehicles on which goods were transported (will be transported) on customs area of the Eurasian Economic Union under customs control;

e) about goods:

name;

description;

classification code of goods on the CN FEA EEU;

name of country of source;

name of the country of departure (appointment);

description of packagings (quantity, type, marking and sequence numbers);

quantity in kilograms (gross weight and net weight) and other units of measure;

customs value;

statistical cost;

e) about calculation of customs payments:

rates of customs duties, taxes, customs fees;

application of privileges on customs payment;

the amounts of the estimated customs duties, taxes, customs fees;

the currency rate established in accordance with the legislation of the Russian Federation and applied to calculation of customs payments;

g) about the external economic transaction and its main conditions;

h) about observance of restrictions;

i) about the producer of goods;

j) about observance of conditions of goods placement under customs procedure;

k) about the documents submitted according to article 183 of the Customs Code of the Customs Union.

3. For the purposes of customs control (if goods are assumed to the room under the customs procedure of free customs zone applied on port or logistic sites):

a) about the resident of the free port of Vladivostok performing commodity importation on the territory of port or logistic sites;

b) about the receiver, the sender of goods;

c) about the service provision agreement on warehousing (storage) (with indication of agreement details) if goods are imported on the territory of port or logistic sites and the receiver of such goods is not resident of the free port of Vladivostok;

d) about goods (trade, commercial or other traditional name);

e) about classification code of goods on the CN FEA EEU (at the level there are at least first 6 signs);

e) about the status of goods for the customs purposes;

g) about goods quantity (the number of places, type of packaging of goods, weight of goods in kilograms);

h) about vehicles;

i) about expected terms of commodity importation and entrance of vehicles.

4. For the purposes of implementation of sanitary and quarantine control:

a) data from the certificate on state registration on the goods which are subject to sanitary and epidemiological surveillance (control) on customs border and customs area of the Eurasian Economic Union:

certificate number;

date of issue of the certificate;

name of goods;

name and address of the manufacturer of goods;

b) about the moved goods:

classification code of goods on the CN FEA EEU;

appointment and scope of goods;

identification signs of foodstuff;

identification signs of manufactured goods;

c) about date of the maritime medical and sanitary declaration;

d) about ports of call since the beginning of the international trip and date of departure or during the last 30 days;
