1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in printing and electronic form on official publication in periodic printing editions and information system of law of Ad_let within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan, and also in the Republican center of legal information within five working days from the date of receipt of the registered order for inclusion in reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of information and communications of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of information and communications of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules on assignment of postal indexes in the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules on assignment of postal indexes in the Republic of Kazakhstan (further – Rules) are developed according to the subitem 7) of Item 1 of article 5 of the Law of the Republic of Kazakhstan "About mail" (further - the Law) and determine procedure for assignment of postal indexes in the Republic of Kazakhstan.

2. In these rules the following basic concepts are used:

1) the postal index – the schematic digital and letter symbol of the address appropriated to real estate objects for their administrative-territorial identification and systematization for the purpose of acceleration of transfer of the mailing or postal money transfer;

2) the National operator of mail – the operator of mail determined by authorized body in the field of mail, created in form of business of joint-stock company to whom the obligations provided by the Law are assigned;

3) authorized body in the field of mail (further – authorized body) – the central executive body of the Republic of Kazakhstan enabling within the competence the realization of state policy, the state control, coordination and regulation of activities in the field of mail in the territory of the Republic of Kazakhstan;

4) the operator of mail – the physical person or legal entity registered in the territory of the Republic of Kazakhstan providing services in the field of mail activities.

Chapter 2. Procedure for assignment of postal indexes in the Republic of Kazakhstan

3. Maintaining single base of postal indexes in the territory of the Republic of Kazakhstan is performed by the National operator of mail according to these rules.

4. The postal index is appropriated to each real estate object: to the apartment residential building, individual apartment house, non-residential building (structure).

The postal index is the unique and not repeating designation of real estate object allowing to identify real estate object location in the territory of the Republic of Kazakhstan.

5. The postal index consists of seven signs and looks as follows:

1 (first) sign (Latin letter) - code of area and (or) city of republican value and the capital;

2 (second) and 3 (third) sign (the Arab digits) - code of the region of the area and (or) city of republican value and the capital;

4 (fourth) signs (Latin letter), 5 (fifth) sign (the Arab digit), 6 (sixth) sign (Latin letter), 7 (seventh) sign (the Arab digit) - real estate object code.

6. Postal indexes it is specified on mailings of all types, both in destination address, and in source address.

7. The national operator of mail appropriates the postal index to each real estate object which has the address of the location and is included in the information system "Address Register".

8. For the purpose of updating of the database on postal indexes the National operator of mail integrates own information system with the information system "Address Register".

9. The national operator of mail requests and receives data or gets access to the information system "Address Register". Access to the information system "Address Register" is made according to the Rules of integration of objects of informatization of "the electronic government" approved by the order of the acting minister of information and communications of the Republic of Kazakhstan of March 29, 2018 No. 123 (it is registered in the Register of state registration of regulatory legal acts at No. 16777).

10. The national operator of mail ensures safety of work of information system of single base of postal indexes, and also exercises access control in single base of postal indexes.

11. The national operator of mail and operators of mail use in mail activities postal indexes for implementation of transfer of mailings.

The national operator of mail on a grant basis provides to physical persons and legal entities access to single base of postal indexes of the Republic of Kazakhstan in way, placements of postal indexes on the Internet resource of authorized body and on own https://api.post.kz website.
