About federal state information system of pricing in construction

1. Approve the enclosed Regulations on federal state information system of pricing in construction.

2. To the Ministry of Construction and Housing and Communal Services of the Russian Federation:

a) determine till October 10, 2016 subordinated state (budget or autonomous) the organization providing creation and operation of federal state information system of pricing in construction;

b) provide till March 1, 2017 creation of federal state information system of pricing in construction.

3. Determine that in 2016 financing of creation and commissioning of federal state information system of pricing in construction is performed at the expense of the means of the federal budget provided to the Ministry of Construction and Housing and Communal Services of the Russian Federation on implementation of actions of the state program of the Russian Federation "Providing with affordable and comfortable housing and utilities of citizens of the Russian Federation" approved by the order of the Government of the Russian Federation of April 15, 2014 No. 323 "About approval of the state program of the Russian Federation "Providing with affordable and comfortable housing and utilities of citizens of the Russian Federation".

Regulations on federal state information system of pricing in construction

1. This Provision determines procedure for creation, development and operation of federal state information system of pricing in construction (further - information system), requirements to program and technical means of maintaining information system, the requirement to information, access to which shall be provided by means of the information system, and to methods of its display, procedure for provision to public authorities, local government bodies, physical persons and legal entities of information access placed in information system, order of interaction of information system with other information systems.

2. Participants of information exchange in case of operation of information system are:

a) Ministry of Construction and Housing and Communal Services of the Russian Federation;

b) subordinated to the Ministry of Construction and Housing and Communal Services of the Russian Federation state (budget or autonomous) the organization providing creation, development and operation of information system (further - subordinated organization);

c) the persons and authorities determined according to the procedure having information, established according to part 7 of article 8.3 of the Town-planning code of the Russian Federation (further respectively - procedure, owners of information);

d) the public authorities using information system, local government bodies, physical persons and legal entities (further - users).

3. The Ministry of Construction and Housing and Communal Services of the Russian Federation during creation and development of information system:

a) approves the preliminary specifications on creation of information system and the preliminary specifications on development of information system;

b) creates actions plans on creation and development of information system and provides control of their execution;

c) ceased to be valid

4. Creation, development and operation of information system are performed according to the requirements established by legislative and other regulatory legal acts of the Russian Federation including:

a) ensuring collection, storage, processing and placement of information in information system;

b) ensuring development of information system in use.

5. Owners of information bear responsibility for reliability of information represented to information system in accordance with the legislation of the Russian Federation.

6. Creation, development and operation of information system are performed on the basis of the following principles:

a) ensuring completeness, reliability, safety of the information system of information, timeliness of its provision accepted and transferred with use;

b) general availability of information containing in information system, except for information, access to which is limited by the legislation of the Russian Federation on information, information technologies and on information security, on the state, commercial and protected by the law other secret;

c) gratuitousness of transfer to users of information containing in information system.

7. The information system consists of the following components:

a) the subsystem of monitoring of the prices of construction resources providing collection, processing, the analysis and assessment of information necessary for forming of the estimate prices of construction resources and determination of estimated cost of construction, reconstruction, major repair, demolition of capital construction projects, works on preserving objects of cultural heritage (historical and cultural monuments) the people of the Russian Federation, placement of information on owners of information;

b) the subsystem of the federal register of estimate standard rates providing placement:

the approved estimate standard rates;

the federal register of estimate standard rates containing data on the approved estimate standard rates, and information on federal single quotations, including on their separate components to estimate norms, data on which are included in the federal register of estimate standard rates after September 30, 2017;

the enlarged standard rates of the price of construction;

plan of approval of estimate standard rates;

indexes of change of estimated cost of construction;

regulatory legal acts in the field of pricing and estimate regulation in the field of town-planning activities;

other information used for determination of estimated cost of construction;

c) the subsystem of the qualifier of construction resources providing placement of the qualifier of construction resources, navigation and search in the qualifier of construction resources in information system, placement of the summary nomenclature of pricing construction resources, lists of specialized pricing construction resources;

d) subsystem of storage of information and history of its changes;

e) safety management subsystem;

e) subsystem of ensuring access to information of information system;

g) subsystem of forming of the estimate prices of construction resources;

h) subsystem of calculation of indexes of change of estimated cost of construction;

i) subsystem of integration of data and appendices, including with use of system of interdepartmental electronic interaction;

j) other components necessary for operation and development of information system according to the requirements established by legislative, other regulatory legal acts of the Russian Federation and the approved preliminary specifications on development of information system.
