About approval of the Program of the Government of the Kyrgyz Republic "Affordable housing of 2015-2020"

(as amended on 24-08-2017)

For the purpose of providing the Kyrgyz Republic with affordable housing of citizens, increase in solvent demand for housing, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve:

- The program of the Government of the Kyrgyz Republic "Affordable housing of 2015-2020" according to appendix 1;

- The actions plan on program implementation "Affordable housing of 2015-2020" according to appendix 2.

2. This resolution becomes effective after ten days from the date of official publication.

Program of the Government of the Kyrgyz Republic "Affordable housing of 2015-2020"

1. Prerequisites for development and relevance

3. Increase in availability of housing: purposes, priority directions, tasks

23. This Program establishes the following criteria of availability of housing to citizens depending on the location, taking into account the salary size in the region, solvency of the population and other factors:

- for apartments in the apartment house with a total area up to 80 square meters;

- for individual apartment houses with a total area up to 150 square meters.

The cost of one square meter of housing shall not exceed 60 000 som.

24. The priority directions are:

1) forming of the financial mechanisms providing increase in availability of housing;

2) creation of fund of affordable housing;

3) state support of citizens in improvement of housing conditions.

25. One of the priority directions of forming of financial mechanisms for increase in availability of housing is ensuring functioning of authorized body in the sphere of mortgage housing lending - State-owned Mortgage Company open joint stock company (further - JSC GIK).

26. For the solution of task of ensuring functioning of JSC GIK the following measures will be taken:

1) attraction for long-term mortgage housing lending of means of the international funds, and also the means received from implementation of mortgage securities;

1-1) ensuring public financing of JSC GIK for the purpose of mortgage housing lending and investment into housing construction, with subsequent its realization to citizens of the Kyrgyz Republic;

2) ceased to be valid according to the Order of the Government of the Kyrgyz Republic of 24.08.2017 No. 537

3) development and deployment of mechanisms of mortgage housing lending through financial credit institutes, including through partner banks;

4) enhancement of mechanisms of mortgage lending taking into account the international experience of mortgage housing lending.

27. The priority direction on creation of fund of affordable housing will be focused on the solution of the following tasks:

1) construction of affordable housing;

2) development of mechanisms on implementation of this Program;

3) allocation of the parcels of land under construction of affordable housing with assistance of local government bodies;

3-1) creation of own housing stock of JSC GIK by construction and the redemption of housing.

28. The solution of task of construction of affordable housing will be performed by realization of the following measures:

1) forming and support of the database about the prices and transactions in the housing market;

2) development of the mechanism of interaction of state bodies, local government bodies and JSC GIK for housing construction;

2-1) allocation of the parcels of land under construction of affordable housing and providing infrastructure and communications by local government bodies;

3) construction of affordable housing, including pilot projects on construction of apartment housing;

4) ceased to be valid according to the Order of the Government of the Kyrgyz Republic of 24.08.2017 No. 537

29. For the solution of task of development of mechanisms on implementation of this Program the following measures will be taken:

1) development and realization of the mechanism of refinancing through commercial partner banks of crediting on acquisition of ready housing, individual construction of housing, expansion of the available housing and its capital repairs;

2) development and realization of the mechanism of contractual housing savings;

3) development and realization of the mechanism of rent housing with the subsequent redemption;

4) ceased to be valid according to the Order of the Government of the Kyrgyz Republic of 24.08.2017 No. 537

30. For the solution of task of allocation of the parcels of land under construction of affordable housing with assistance of local government bodies the measures for search of the parcels of land with the brought communications under construction of apartment housing will be taken.

31. The priority direction of the state support in improvement of housing conditions of citizens will be focused on the solution of task of development of the directions of the state support in improvement of housing conditions of citizens.

32. For the solution of task of development of the directions of the state support in improvement of housing conditions of citizens the following measures will be realized:

1) development and start of the Available Mortgage direction;

2) development and start of the Preferential Mortgage direction.

4. Favorable prerequisites and risks

33. Favorable prerequisites for implementation of this Program are:

1) adoption of the resolution by Jogorku Kenesh of the Kyrgyz Republic "About approval of "The program for transition of the Kyrgyz Republic to sustainable development for 2013-2017";

2) availability of stable increasing demand of the population for acquisition and expansion of housing;
