Based on part three of Item 29 of the Regulations on procedure of payments and introduction of payment for housing and communal services and payments for use of premises of the state housing stock approved by the resolution of Council of Ministers of the Republic of Belarus of June 12, 2014 No. 571, and subitem 4.4 of item 4 of the Regulations on the Ministry of Housing and Public Utilities of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 968 "Questions of the Ministry of Housing and Public Utilities of the Republic of Belarus" the Ministry of Housing and Public Utilities of the Republic of Belarus DECIDES:

1. Approve the enclosed Instruction about procedure of payments and establishments of average standard rates of consumption of heat energy on heating of 1 sq.m of total area of premises and heating of 1 cubic meter of water and standard rates of the actual consumption of heat energy on heating of 1 sq.m of total area of premises and heating of 1 cubic meter of water.

2. This resolution becomes effective after its official publication.

The instruction about procedure of payments and establishments of average standard rates of consumption of heat energy on heating of 1 sq.m of total area of premises and heating of 1 cubic meter of water and standard rates of the actual consumption of heat energy on heating of 1 sq.m of total area of premises and heating of 1 cubic meter of water

1. In this Instruction the following main terms and determinations are used:

single calculating date - the last day of calendar month in which removal of final indications of metering devices of expense of heat energy is made;

month under report - month in which heat energy is delivered and consumed;

last heating period - the heating period from the date of inclusion of heating and before its shutdown;

settlement period - the period from September of the passed year to August of accounting year inclusive.

2. Calculation of the average standard rate of consumption of heat energy on heating of 1 cubic meter of water on the apartment houses which are not equipped with devices of group accounting of expense of heat energy on water heating is made based on data on the actual total consumption of heat energy on heating of water and consumption of hot water for settlement period on the apartment houses equipped with such devices in each settlement.

The quantity and structure of apartment houses for calculation of the average standard rate of consumption of heat energy on heating of 1 cubic meter of water is determined by local executive and administrative organs, excepting the apartment houses equipped with the devices providing general accounting of expense of heat energy on heating and heating of water, and also apartment houses which part the built-in (attached) non-residential premises are.

3. The actual total consumption of heat energy on heating of water is determined by the apartment houses equipped with devices of group accounting of expense of heat energy on water heating as the amount of the readings of devices of group accounting of expense of heat energy for each complete calendar month of settlement period on each apartment house taken in day of single calculating date.

4. The actual total consumption of hot water on the apartment houses equipped with devices of group accounting of expense of heat energy on water heating is determined by local executive and administrative organs as the amount of the readings of these devices regarding consumption of hot water for every month of settlement period on each apartment house taken in day of single calculating date, or the amount of indications of the devices of individual accounting of consumption of hot water established in premises, and in case of their absence - proceeding from the regulations of consumption of hot water established by local executive and administrative organs, for every month of settlement period by each apartment house, removed in day of single calculating date.

5. For calculation of the average standard rate of consumption of heat energy on heating of 1 cubic meter of water the quantity and structure of the apartment houses participating in total determination of consumption of heat energy on heating of water according to Item 3 of this Instruction shall correspond without fail to quantity and structure of the apartment houses participating in total determination of consumption of hot water according to item 4 of this Instruction.
