About youth

The parliament adopts this organic law.

Chapter I. General provisions

Article 1. Subject and purpose of this law

(1) This law the politician, the fields of participation of the state in cases of the youth sector, and also the requirement to the subjects involved in youth policy regulates the principles and the purposes youth.

(2) the Purpose of this law is ensuring creation of opportunities for participation and versatile development of youth for the purpose of its active participation in all manifestations of life by means of integration and complete participation, information access and to high-quality educational, medical services and services of the social and economic sphere.

Article 2. Basic concepts

According to this law the following basic concepts are established:

work with youth - any activities of social, cultural, educational or civil nature performed for the benefit of youth or with its participation which cornerstone processes of informal education and voluntary participation are, coordinated by the worker of the youth sphere;

the youth center - organization of public or private law which main objective is realization of range of services and the programs addressed to all categories of youth, the providing informing, orientation, consultation, training and the organization of leisure, promoting preparation of their social and professional integration;

The social and innovative center - the center which does not have the status of the legal entity which task is stimulation of social innovations by creation of the youth organizations and provision of program, strategic, administrative and/or financial services;

the commission on youth politicians – consultative body in the field of youth the politician created at the central and local level by representatives of bodies of the public power and the non-governmental sector;

local council of youth - the representative and authorized informal youth structure created for the purpose of ensuring participation of youth in decision making process at the local level and their assistance to development of community;

National council of youth - the representative, autonomous, non-governmental and apolitical body consisting of youth and the youth organizations which main objective is representation of interests of youth in case of development and realization of state policy;

equal mentors are instructors and active carriers of certain ideas in group of persons of the same age / generation;

informalny education of youth – process of real training at extent of all life within which each young man creates certain relation acquires or clears up for itself certain values, acquires skills and knowledge in daily practice, taking useful influence and the training impact from any environment in which is, namely: family and neighbors, place of employment and vacation spot, market and shop, libraries and mass media;

informal education of youth – the training process organized in the form of participation in actions of community or programs out of system of formal education, designed to satisfy educational needs of youth which success is confirmed by acquisition and/or development of the skills and capabilities necessary for adaptation to constantly changing circle, having accurately particular training purposes;

young family – the married couple consisting in the registered scrap, one of spouses in which did not reach age of 35 years; the family with children consisting of one parent aged up to 35 years;

the worker of the youth sphere – person who, working in the youth sphere, offers young people the help in personal, social and intellectual development to provide their best integration into society;

youth work - the separate, flexible and adaptable educational process / practice oriented to personal, social and civil development of youth;

the youth organization - the non-profit organization consisting generally of youth in which the youth constitutes at least 2/3 structures of governing bodies which authorized purposes are oriented to all-round development of youth;

strategic partnership - the cooperation established within the agreement between public organizations and youth associative structures for the purpose of realization youth the politician and programs;

material resources of youth policy – the real estate (buildings, spaces, structures and adjacent sites) intended for holding youth actions which at the time of entry into force of this law belongs to property of the public sphere or property of the private sphere of the state or administrative and territorial units;

youth politicians - set of the principles, the purposes and actions performed by bodies of the public power, directed to improvement of conditions of welfare, active and full participation of youth in life of society, personal and professional development of youth;

services for youth – complex of the institutional measures and actions performed for the purpose of requirements satisfaction of youth and young families;

structure of youth participation – formal or informal method of the organization of the young people who voluntarily united based on common interests for participation and contributing to public life;

youth – persons aged from 14 up to 35 years.

Article 3. Principles of youth policy

Realization of youth policy is based on the following principles:

a) cross-industry cooperation – coordination between public institutions and the youth organizations which perform activities in this sphere communicate, obtain information and cooperate for achievement of common goals;

b) equality – ensuring equality and variety in the attitude towards youth in the absence of any discrimination;

c) informing – explanation in form, available to young people, the organizations and the youth organizations of challenges working with them to which they are subject, opportunities and the rights which they can use;

d) participation – active involvement of young people in decision making process, the public consultations and public work having direct or indirect relation to them;

e) equal share – process of joint decision making by bodies of the public power and youth by equitable distribution of obligations, on the basis of trust and mutual respect;

f) transversality – providing for youth the politician of individualized approach in various fields of activity by means of stimulation of cooperation of bodies of the public power and public organizations of all levels having powers in this sphere.

Article 4. Scope of the law

Operation of this law extends on:

a) persons aged from 14 up to 35 years;

b) young families;

c) central and local authorities of the public power, public organizations, organizations and services subordinated to them;

d) commissions on youth politicians;

e) workers of the youth sphere;

f) ceased to be valid;

g) the youth organizations and the organizations working with youth;

h) youth centers;

i) local councils of youth;

j) informal youth associations;

k) service providers for youth.
