About approval of the Regulations on the organization and service on protection of public authorities by military units and divisions of National guard of Ukraine

According to item 4 of part one of article 2 of the Law of Ukraine "About National guard of Ukraine", for the purpose of determination of the legal basis of the organization and procedure for service on protection of public authorities by military units and divisions of National guard of Ukraine I order:

1. Approve Regulations on the organization and service on protection of public authorities by military units and divisions of National guard of Ukraine which is applied.

2. To head department of National guard of Ukraine (Allerov Yu. V.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the deputy minister of the colonel general of Summer S. A.

Regulations on the organization and service on protection of public authorities by military units and divisions of National guard of Ukraine

I. Bases of office activities of military units and divisions for protection of public authorities

1. General provisions

1. This Provision determines procedure for the organization and service by protection of public authorities by military units and divisions of National guard of Ukraine (further - military units and divisions), bases of interaction of military units and divisions with public authorities and local government bodies, other interacting bodies, the rights and obligations of military job specifications, and also procedure for participation in implementation of actions of legal regime of emergency or warlike situation, mitigation of consequences of emergency or crisis situations on the protected objects.

2. The provision is developed according to the Criminal Procedure Code of Ukraine, the Criminal code of Ukraine, the Code of Ukraine about administrative offenses, charters of the Armed Forces of Ukraine, the Law of Ukraine "About National guard of Ukraine", the resolution of the Cabinet of Ministers of Ukraine of November 25, 2015 No. 971 "About approval of the list of public authorities which are subject to non-paid protection by National guard".

3. In this Provision terms are used in the following values:

blocking - isolation of the area of holding special events for the purpose of prevention of penetration of strangers and safety of citizens from possible firing of the armed criminals, counteraction to attempts of criminals (offenders) to escape from the area of holding special events, the omission of persons to the area of holding special events (in the presence of the bases for this purpose);

interaction - approved on the purpose, tasks, the place, time and method of accomplishment of tasks of action of military units and divisions for goal achievement;

the military job specification - group of the armed and equipped military personnel (on vehicles, in pedestrian procedure according to determined by it to tasks) who performs protection of public authority;

group of strengthening - the military job specification as a part of two and more servicemen intended for temporary strengthening of protection of public authorities which require increased security measures;

daily watch - accomplishment by the military job specification (group of strengthening) of office tasks on protection of public authority within 24 hours;

material logistics - package of measures for timely and complete providing military units and divisions with military property, preserving and recovery of its functional condition;

mobile rapid response team - the special military job specification on the vehicle in structure from three to five servicemen, intended for acceptance of urgent measures in case of complication of operational situation near public authority which is protected strengthening of its protection, the prevention and suppression of offenses near it;

the protected objects - public authorities which are protected by military units and divisions;

the organization of interaction - activities for approval of the efforts and collateral actions of forces and means of the military job specifications equipped from military units and divisions and the interacting bodies, giving help in protection of public authorities;

protection of objects - complex of military actions which is performed together with regime, technical and other measures of the public authorities protected by military units (divisions) and also the interacting bodies, and are carried out for the purpose of ensuring immunity of object and appliances, belonging to it, prevention of penetration of violators on object (from object), the terminations of attack on object, prevention of acts of terrorism and participation in mitigation of consequences of emergency or crisis situations on the protected object;

patrol on the car - the mobile military job specification in structure from two to five servicemen which performs office task on the vehicle by detour along certain route and survey of the protected object;

patrol pedestrian - the mobile military job specification as a part of two and more servicemen (the chief of patrol, the patrolman) who performs office task on protection of object by bypass along certain route;

the strengthened service option - complex of the organization-legal, preventive, operational and other actions connected with specific mode of accomplishment of office tasks and attraction of significant amount of the military personnel for the purpose of the fastest stabilization of operational situation if by the available forces and means which are directly involved in accomplishment of tasks in the daily mode of accomplishment of office tasks they cannot be executed;

(patrolman) on point duty - person of the military job specification who carries out tasks on protection of the post (object) entrusted to it;

post of protection of procedure - the military job specification as a part of one or more military personnel (the chief of post, point-policemen) which performs office task on protection of public authorities by continuous observation (including with use of technical means) behind certain site of the territory (on object barrier perimeter within direct visibility) and periodic bypass of this territory;

the home station of military unit - part of the settlement (in case of placement out of the settlement - the special military town or the region of arrangement) in which the military unit is located constantly or temporarily;

the sector of protection - posts of protection of procedure for public authorities (from two and more) as a part of one and more military personnel under single management of the person on duty of military job specifications which are located at insignificant distance from each other or where there are no service premises with bathroom. The location of military job specifications on duty is determined on one of objects of the sector of protection;

the system of protection of object - complex of forces and means for accomplishment of the set office tasks which shall correspond to nature and features of the protected object, to the level of its equipment technical means of protection (further - ITSO), to depth and ensuring reliability of protection and to promote effective use of these forces and means;

service on protection of public authorities - accomplishment by military job specifications of tasks on ensuring protection of rooms and the territory in which public authorities, according to the prevention of any invasion or causing damage, and also violation of rest or humiliation of advantage of public authority are located;

office activities of divisions - the continuous, active, approved on the purposes, tasks, the place and time accomplishment of objectives.

4. The amount of office tasks is determined by quantity of objects which are protected also routes (posts) of patrol, and service amount - the number of military job specifications which are exposed.
