About approval of Standard qualification characteristics of positions of heads, specialists and other employees of the organizations of gas and oil producing industry

According to the subitem 17) Article 16 of the Labor code of the Republic of Kazakhstan PRIKAZYVAYU:

1. Approve the enclosed Standard qualification characteristics of positions of heads, specialists and other employees of the organizations of gas and oil producing industry.

2. To provide to development department of the oil industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order on official publication in periodic printing editions and information system of law of Ad_let within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan, and also in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan within five working days from the date of receipt of the registered order;

3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard qualification characteristics of positions of heads, specialists and other employees of the organizations of gas and oil producing industry

Chapter 1. General provisions

1. These Standard qualification characteristics of positions of heads, specialists and other employees of the organizations of gas and oil producing industry (further - Characteristics) are aimed at providing the correct matching, use, placement of personnel, determination of their qualification characteristics, ensuring effective distribution of work between heads and specialists in the organizations of gas and oil producing industry.

2. The procedure for application of qualification characteristics is specified in General provisions of the Job evaluation catalog of positions of the heads, specialists and other employees approved by authorized state body on work according to subitem 16-1) of Article 16 of the Labor code of the Republic of Kazakhstan (further - the Job evaluation catalog), and in Rules of development, review, approval and application of the Single wage rate book of works and professions of work, tariff and qualification characteristics of professions of workers, the Job evaluation catalog of positions of heads, specialists and other employees, and also standard qualification characteristics of positions of heads, specialists and other employees of the organizations approved by the order of the Minister of health and social development of the Republic of Kazakhstan of December 21, 2015 No. 982 (it is registered in the Register of state registration of regulatory legal acts for No. 12631).

3. Qualification characteristics of positions of specialists: the accountant, the economist, the lawyer, the HR specialist, the translator and other positions, general for all fields of activity, are determined in the Job evaluation catalog.

4. In case of development of job descriptions refining of the list of the works peculiar to the corresponding position in specific organizational specifications is allowed, and requirements to necessary special training of workers are established.

Chapter 2. Positions of heads

Paragraph 1. Chief of motor park

5. Job responsibilities:

directs production and economic and financial and economic activities of motor park;

provides execution of the made decisions, safety and effective use of property, accomplishment of financial and economic results of activities;

will organize work and effective interaction of all structural divisions and production units, aims their activities at the development and enhancement of activities of motor park taking into account social and market priorities;

provides increase in overall performance of motor park, growth of sales volumes of motor transportation services and increase in profit, quality and competitiveness of the rendered services;

provides accomplishment of the plan of motor transportation services in contractual commitments and technical and operational indicators, technically the correct operation of cars, effective use of railway vehicles;

will organize carrying out the regular analysis of use of production capacities, the fixed and revolving funds, material and manpower, increase in profitability, decrease in cost;

performs management of works on improvement and technical equipment of rooms of motor park;

takes measures for prevention and the organization of work on observance by driver's structure of safety requirements of movement;

performs timely providing motor park with spare parts, mechanisms, the equipment;

directs works on input of vehicles in operation and their write-off;

takes measures for providing motor park with qualified personnel, rational use and development of their professional knowledge and experience, creation safe and favorable for life and health of working conditions of workers, to forming of the favorable psychological atmosphere in collective;

provides combination of economic and administrative methods of management, discussion and the solution of production and other questions, material and moral incentives of increase in production efficiency, use of the principle of material interest and responsibility of each worker for the case charged to it and results of work of all collective.

6. Shall know:

The labor code of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "About transport in the Republic of Kazakhstan";

other regulatory legal acts of the Republic of Kazakhstan concerning transport industry, production economic activity of the motor transportation companies;

profile, specialization and features of structure of the motor transportation companies, design features and purpose of road transport and mechanisms;

technical and operational data of railway vehicles, rule of transportation of goods (passengers) road transport;

technology of carrying out repair work;

prospects of technical, economic and social development;

procedure for the conclusion and execution of economic and financial contracts;

bases of the economy, labor organizations and managements;

rules and regulations of safety and labor protection, production sanitation, requirement of fire safety.

7. Requirements to qualification:

the highest (or postgraduate) education on the corresponding specialty and length of service in the companies of road transport at least 1 year or average technical and professional (average special, average professional) education on the corresponding specialty (qualification) and length of service in the companies of road transport at least 3 years.

Paragraph 2. Chief welder

8. Job responsibilities:

performs technical guidance of divisions to which development and deployment of engineering procedures of welding and means of technological equipment of welding works are assigned;

directs technological preparation of accomplishment of welding works, provides high performance of work;

heads development of perspective and current plans of technological preparation of production of welding works, schedules of carrying out scheduled preventive and capital repairs of the welding equipment, planning of terms and amounts of works, costs of labor and material resources;

studies and analyzes technology and quality of accomplishment of welding works, operating conditions of the equipment, will organize development and deployment in production of the progressive methods of welding providing work cost reduction, observance of regulations of labor and environmental protection, economy of material and energy resources in case of accomplishment of welding works, improvement of their quality;

provides development of necessary technical documentation and ensuring production with it, strict observance of the technological modes of welding, consumption rates of materials, rules of technical operation of the equipment and safe operation;

provides creation of requests for the equipment and the materials which are required for accomplishment of welding works, the organization of accounting of the welding equipment, its certification;

participates in consideration of questions of reconstruction and modernization of the company, takes measures for implementation of the new welding equipment, complex mechanization and automation of engineering procedures;

directs work on designing and creation of the new production divisions performing welding works, their specializations and loading of the equipment taking into account requirements of rational labor organization and safety regulations, provides timely development of design capacities, increase in coefficient of working in shifts of operation of the equipment;

will organize development and implementation of actions on implementation of the progressive equipment and technology, improvement of use of processing equipment and equipment, floor spaces, improvement of quality and reliability of welded designs;

considers and draws responses and the conclusions on the most compound improvement suggestions and inventions concerning methods and technology of welding, the organization of welding works and enhancement of the welding equipment;

will organize performance of works, connected with increase in level of specialization and cooperation of production, use of reserves of performance improvement of work;

directs research and experimental works on enhancement of methods and technology of accomplishment of welding works;

participates in work on determination of requirement of the company for skilled welders, preparation for carrying out their certification in accordance with the established procedure;

will organize work on studying and implementation of scientific and technical achievements, the best domestic and foreign practices on technological preparation and accomplishment of welding works;

coordinates activities of the divisions and employees of the company performing technological preparation of performance of works on welding, will organize work on increase in their qualification;

provides observance of rules and regulations of safety and labor protection on production, requirements of ecological safety in case of production of repair work.

9. Shall know:

legislative and other regulatory legal acts of the Republic of Kazakhstan, methodical and normative and technical materials on technological preparation of production;

technology of oil and gas extraction, physical and chemical properties of oil, gas and reservoir water;

the organization of welding works in oil and gas industry;

technical characteristics, design features and operating modes of the welding equipment, rule of its operation;

procedure and planning methods of technological preparation of production and accomplishment of welding works;

methods and methods of welding;

provisions, instructions and other leading materials on development and execution of technical documentation;

the technical requirements imposed to the materials applied when welding, regulations of their expense;

organization of repair of the welding equipment;

types of defects of welding and methods of their elimination;

methods of carrying out researches and developments in the field of enhancement of technology and the organization of welding works;

standards and specifications for welding works;

construction regulations and rules;

best domestic and foreign practices in area of technology and organization of welding works, organizations, productions of work and management;

10. Requirements to qualification:

the highest (or postgraduate) education on the corresponding specialty and length of service in the specialty on technical and executive positions at least 5 years.

Paragraph 3. Chief mechanical engineer

11. Job responsibilities:

directs productive activity of mechanical services of oil and gas production department, and ensures functioning of shops of production servicing;

will organize work on observance as service personnel of manufacture workshops of the correct and accident-free operation of the oil and gas equipment, on timely and high-quality repair of the oil and gas equipment, implementation of organizational actions for increase in reliability of the operated oil and gas equipment;

provides timely and correct write-off of the worn-out equipment in shops;

provides collection, the analysis and creation of annual requests from production divisions for delivery of the oil and gas equipment, spare parts, creation of the annual production program in the supervised directions, the correct operation, timely carrying out repairs of the oil and gas equipment according to schedules of scheduled preventive maintenance;

directs timely plan development (schedules) of surveys, testing and preventive repairs of the equipment;

provides coordination of plans (schedules) with the contract organizations attracted to carrying out repairs, timely providing their necessary by technical documentation;

directs development of normative and methodical materials on repair of the equipment, the material consumption for repair and operational works, the analysis of indicators of its use, estimating on carrying out repairs, execution of requests for acquisition of the materials and spare parts necessary in case of operation of the equipment;

directs works on acceptance and installation of the new equipment, work on certification and rationalization of workplaces, upgrade and replacement of the ineffective equipment high-productive, on implementation of means of mechanization of hard manual and laborious works;

organizes carrying out inventory count of business fixed assets, determines the obsolete equipment, objects requiring capital repairs and establishes priority of production of repair work;

participates in work of the commissions on investigation of cases of emergency exit out of operation of the oil and gas equipment, accidents, in acceptance of inventory items, in case of write-off of fixed assets;

participates in development and deployment of actions for creation safe and favorable conditions of work in case of operation and repair of the equipment, in consideration of the improvement suggestions concerning improvement of operation of the equipment;

ensures functioning of lubricant and emulsion economy, implements progressive consumption rates of lubricant and cleaning cloths, regeneration of waste oils;

participates in check of the equipment of the shop on technical accuracy, in establishment of the optimum operating modes of the equipment promoting its effective use in development of instructions for technical operation, lubricant of the equipment and to care of it, on safe conducting repair work;

holds events for ensuring compliance with industrial safety rules and safe engineering when carrying out repair work;

directs work on reducing unplanned repairs and equipment downtimes, cost reduction on repair and its content;

organizes specialized repair, centralized production of spare parts, nodes and the replaceable equipment at the company;

provides observance of rules and regulations of safety and labor protection on production, requirements of ecological safety in case of production of repair work.

12. Shall know:

13. Requirements to qualification:

the highest (or postgraduate) education on the corresponding specialty and length of service in the specialty on technical and executive positions in the industry corresponding to profile of the company at least 5 years.

Paragraph 4. Chief instrument operator

14. Job responsibilities:

will organize works on metrological support of operation of the implemented, served, repaired and calibrated measuring instruments and the equipment;

studies and systematizes the best domestic and foreign practices in area of standardization, certification and metrology, standards, rules and procedures of International Organizations for Standardization, certification and metrology;

directs plan development of modernization of production, its equipment by measuring instruments, control, standards of units of sizes for carrying out checking and calibration of measuring instruments;

organizes carrying out checking and calibration of the measuring instruments which are carried out by testing/calibrating laboratory;

approves frequency of carrying out calibration of standards of units of sizes, certifications of the test equipment according to requirements of the legislation on ensuring unity of measurements;

will organize works on accreditation on the right of carrying out checking/calibration of measuring instruments and certification of techniques of accomplishment of measurements;

organizes metrological control of condition and use of measuring instruments, standards of units of sizes according to requirements of the legislation on ensuring unity of measurements;

directs works on metrological examination of specifications, design, technological documentation, drafts of standards and other normative and technical documents;

organizes accounting of the main indicators characterizing condition of metrological activities of the company, participates in development, implementation, operation and enhancement of automated control system;

participates in carrying out the analysis of claims to quality of products regarding metrological support;

organizes development and deployment of the regulating documents regulating questions of metrological support, participates in works on enhancement of the regulatory base on metrological support, creation and maintaining reference fund of the specifications and technical documentation in the field of metrological support;

directs plan development of organizational and technical actions for enhancement of metrological support of production and their realization, carrying out the analysis of condition of metrological support;

directs development and deployment of means and methods of measurements, carrying out testing of measuring instruments, creation of standards of units of sizes, standard samples, installations and necessary devices for metrological servicing of measuring instruments.

15. Shall know:

safety rules and labor protections, fire safety.

16. Requirements to qualification:

the highest (or postgraduate) education on the corresponding specialty and length of service on technical and executive positions on metrological support of production at least 5 years.

Paragraph 5. Commander of department

17. Job responsibilities:

directs work of department of fire brigade (separate post) of fire service (further - department) directly on the place of fire extinguishing, liquidation of accident or consequences of natural disaster;

gives classes with staff of department in development of practical skills of accomplishment of acceptances during the work with fire and technical and crash equipment;

provides the high level of combat readiness of staff and the equipment, content of fire trucks, the fire and technical and rescue equipment, the isolating gas masks of staff of department in proper condition;

provides observance by drivers of rules of technical operation of fire trucks;

leaves on alarm with department on suppression of the fires;

participates with staff of department on suppression of the fires, mitigation of consequences of accidents, natural disasters;

checks on the instructions of the chief of guard service on point duty and patrol;

ensures functioning of special aggregates of fire trucks;

takes measures for providing with fuels and lubricants, timely servicing and the correct storage of railway vehicles;

provides observance by staff of department of safety regulations in case of suppression of the fires, carrying out wrecking, practical training, accomplishment of economic works.

18. Shall know:

the legislative and other regulatory legal acts of the Republic of Kazakhstan, normative and technical documents concerning activities of fire service;

technical characteristics, design features, purpose of the equipment of the organization, dislocation of objects and equipment;

requirements to rational arrangement of the fire-fighting equipment, location of sources of water, fire extinguishing means;

tactical technical characteristics of the fire fighting and rescue equipment;

fundamentals of rational tactics of suppression of the fires, methods and methods of carrying out rescue operations;

rules of rendering primary medical care by the victim;

rules and regulations of safety and labor protection, production sanitation and fire-proof protection;

19. Requirements to qualification:

timely prepares production, provides arrangement of workers on workplaces;

takes measures for observance of engineering procedures, quickly establishes and eliminates the reasons of their violation;

takes part in acceptance of the finished works;
