1. Approve the Technique of registration and contents of the draft of standard rates of the maximum permissible and temporarily approved emissions in the atmosphere according to appendix.

2. This resolution becomes effective after fifteen days from the date of official publication.

Technique of registration and contents of the draft of standard rates of the maximum permissible and temporarily approved emissions in the atmosphere

1. General provisions

1. This Technique of registration and contents of the draft of standard rates of the maximum permissible and temporarily approved emissions in the atmosphere (further - the Technique) regulates questions of registration and contents of the draft of standard rates of maximum permissible emissions and temporarily approved emissions (further - PDV (VSV) in the atmosphere.

2. The technique is held for use business entities irrespective of their form of business in case of project development of standard rates of PDV (VSV) for the operating, designed and reconstructed objects of economic and other activity, and state body of environmental protection in case of establishment of standard rates of PDV (VSV).

This Technique is applied by business entities at whom objects of economic and other activity (further - the companies) belong to I and II categories of danger according to appendix 2 to the Law of the Kyrgyz Republic "The general technical regulation on providing ecological safety in the Kyrgyz Republic".

3. Maximum permissible emission of pollutants (further - PDV) is the standard rate established (in g/sec.) for each specific source of pollution of the atmosphere provided that emissions of pollutants from it and all set of sources in this territory, taking into account their dispersion and transformation in atmospheric air, and also perspectives of development of the companies, will not create the ground concentration exceeding the established standard rates of quality of atmospheric air.

In case of not achievement of standard rates of PDV for the operating stationary sources of emissions, for the purpose of step-by-step achievement of standard rates of PDV are developed and according to the Provision on protection of atmospheric air in the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of February 13, 2015 No. 59, for the five-year period standard rates of the temporarily approved emissions (TAE) taking into account social and economic conditions of development of the area (city) of arrangement of this source are established.

4. The amount and contents of the draft of standard rates of PDV (VSV) are established depending on category of danger of the company which determination is performed according to Chapter 3 of this Technique.

5. Standard rates of PDV (VSV) are developed for the five-year period from the moment of their introduction in action, with breakdown for each calendar year.

Approval of standard rates of PDV (VSV) is made according to the Provision on protection of atmospheric air in the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of February 13, 2015 No. 59.

Standard rates of PDV (VSV) are submitted for approval in duplicate in full (with the corresponding appendices); one copy remains stored in state body of environmental protection, the second copy - at business entity.

2. Development and structure of the draft of standard rates of PDV (VSV)

Project development of standard rates of PDV (VSV) is performed by business entity and in accordance with the established procedure it is represented on the state environmental assessment in state body of environmental protection according to the Regulations on procedure for conducting the state environmental assessment in the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of May 7, 2014 No. 248.

Project development of standard rates of PDV (VSV) on contractual basis can be performed by the specialized organization (further - developer). The developer of the draft of standard rates of PDV (VSV) together with business entity develops the schedule of work on project development of standard rates of PDV (VSV) for the specific company. The term of development of PDV (VSV) is established by the agreement constituted between developer and business entity.

7. The business entity for project development of standard rates of PDV (VSV) represents to developer the following initial materials:

- information on engineering procedure and operating mode;

- characteristic and parameters of sources of allocation and emissions of pollutants in the atmosphere;

- characteristic and parameters of gas-purifying and dust removal systems;

- schematic map of the company and situational schematic map of the area of placement of the company;

- data on unorganized, volley and emergency emissions;

- data on perspective of development of the company;

- materials on binding of system of coordinates of the company;
