About approval of the Regulations on the special account of the Center for standardization and metrology under the Ministry of Economics of the Kyrgyz Republic

1. Approve Regulations on the special account of the Center for standardization and metrology under the Ministry of Economics of the Kyrgyz Republic according to appendix.

2. This resolution becomes effective after ten days from the date of official publication.

Regulations on the special account of the Center for standardization and metrology under the Ministry of Economics of the Kyrgyz Republic

1. General provisions

1. This Provision determines procedure for education and expenditure of means of the special account of the Center for standardization and metrology under the Ministry of Economics of the Kyrgyz Republic (further - TsSM).

2. Means of the special account are the means received by TsSM in addition to the assignments allocated from the republican budget of the Kyrgyz Republic. Means of the special account are spent strictly on Purpose.

3. Use of special means is made in strict accordance with the approved profit and loss budget in coordination with the Ministry of Finance of the Kyrgyz Republic.

4. The profit and loss budget is constituted for every year and affirms in accordance with the established procedure.

5. Special funds are accumulated on the special account of TsSM in department of regional treasury of the Ministry of Finance of the Kyrgyz Republic.

2. Sources of formation of the special account

Means of the special account are created at the expense of the means received by TsSM from rendering to business entities paid services in examination of standards for accomplishment of metrological works and services, information consumer service, and also grants of the international organizations and organizations of the donor countries and private investors, the sponsor's help and other sources which are not contradicting the legislation of the Kyrgyz Republic.

7. Manager of special means is the director of TsSM, in its absence - the deputy director who is granted the right to the order by budgetary appropriations.

The head of department of the financial and economic analysis and accounting of TsSM records forming, distributions of means and submits the report on special means of TsSM in the Central Treasury of the Ministry of Finance of the Kyrgyz Republic, exercises control of target use of special means according to the estimate appointments approved in accordance with the established procedure.

3. Procedure for use and accounting of means of the special account

9. Means of the special account are used on:

- rendering one-time financial support to employees of TsSM for medical and other purposes;

- financial incentive on representation of the direct head of the worker;

- acquisition of motor transport for the office purposes, spare parts to it and fuels and lubricants;

- payment of surcharges, salary supplements, including for unrationed work and overtime work;

- entertainment expenses, payment of traveling expenses in case of trip abroad on experience exchange of work and for the purpose of advanced training, and also on other expenses which are not provided by the estimate and not contradicting the legislation of the Kyrgyz Republic;

- rendering financial support to employees of TsSM in connection with marriage and the child's birth, anniversaries of workers and on the occasion of the death of close relatives;

- accomplishment of unforeseen economic works on employment and civil contracts;

- training of employees in the TsSM directions on the job;

- organization of conferences and seminars for activities of TsSM;

- other actions aimed at the development and improvement of activities of TsSM for realization of the tasks and functions assigned to TsSM.

10. TsSM plans, records receipts and distributions of means of the special account and represents the reporting on their use according to the procedure established by the legislation of the Kyrgyz Republic.

11. The expenditure of means of the special account before approval of expense budget is not allowed and performed only within the approved estimate.

12. The remaining balance of means of the special account formed by the end of accounting year is regulated according to the legislation of the Kyrgyz Republic.
