1. Approve the enclosed regulations of the state service "Certification of the Identity of the Seaman of the Republic of Kazakhstan".

2. To committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan (Asavbayev A. A.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in printing and electronic type on official publication in periodic printing editions and information system of law of Ad_let within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan, and also in the Republican center of legal information within five working days from the date of receipt of the registered order for inclusion in reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. The state service "Certification of the Identity of the Seaman of the Republic of Kazakhstan" (further - the state service) appears territorial authorities of Committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan - Sea port administration (further - the service provider).

The basis for the procedure (action) for rendering the state service is provision of the questionnaire statement according to Item 9 of the Standard of the state service "Certification of the Identity of the Seaman of the Republic of Kazakhstan" approved by the order of the acting minister on investments and development of the Republic of Kazakhstan of February 25, 2016 No. 223 "About approval of the standard of the state service "Certification of the Identity of the Seaman of the Republic of Kazakhstan" (registered in the Register of state registration of regulatory legal acts for No. 13681) (further - the Standard).

5. Contents of each procedure (action) which is part of process of rendering the state service, duration of its accomplishment:

1) acceptance and registration of the questionnaire statement, and also the documents provided in Item 9 of the Standard by the employee of office of the service provider - 30 (thirty) minutes;

2) photography, removal of fingerprints of hands with use of the digital camera and special scanner and issue of the receipt notification to uslugopoluchatel, according to appendix 3 to the Standard - 30 (thirty) minutes;

3) transfer to the head of the service provider or to his deputy for consideration of documents - 1 (one) hour;

4) determination by the head of the service provider or his deputy executive in charge of the service provider - 2 (two) hours;

5) registration by the executive in charge of the service provider of the questionnaires statements sent for approval, in register of coordination of issue of ULM, and the direction them in bodies of homeland security on coordination by mail or in the presence of closed channel of communication - on interdepartmental data transmission network - 4 (four) hours;

6) coordination by bodies of homeland security of registration of ULM and the direction to the service provider of the questionnaire statement with mark about coordination by mail or in the presence of closed channel of communication on interdepartmental data transmission network - 10 (ten) working days;

7) training of the service provider of the written conclusion by the executive in charge about results of verification of presence of the bases for registration and issue of ULM - 1 (one) hour;

8) decision making by the head of the service provider or his deputy and transfer of the conclusion about results of verification of presence of the bases for registration and issue of ULM to the executive in charge of the service provider - 1 (one) hour;

9) registration of ULM with use of technical means - 1 (one) working day;

10) check of correctness of filling of ULM and identification of the identity of the owner of ULM with use of the biometric data entered in ULM - 5 (five) hours;

11) ensuring access of uslugopoluchatel to the equipment for verification of the data entered in ULM - 30 (thirty) minutes;

12) issue of ULM to uslugopoluchatel - 30 (thirty) minutes.

6. Result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action):

1) acceptance and registration of the questionnaire statement;

2) resolution of the head of the service provider or his deputy;

3) coordination of homeland security of registration of ULM by bodies;

4) registration of ULM;

5) issue of ULM.
