1. Approve enclosed:

Rules of provision of monthly payment on each child before achievement of age of 3 years by it to the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP;

changes which are made to acts of the Government of the Russian Federation.

2. Financial provision of the payment commitments of the Russian Federation connected with provision of monthly payment on each child before achievement of age by it 3 years to the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP (further - monthly payment), except for the payment commitments specified in Item 3 of this resolution is performed within budgetary appropriations taking into account the expenses on delivery of monthly payment provided on the specified purposes in the federal budget for the corresponding financial year to Federal Service for Labour and Employment.

3. Financial provision of the payment commitments of the Russian Federation connected with provision of monthly payment to the citizens passing in the settlements located in zones of radioactive pollution owing to catastrophic crash on the Chernobyl NPP, military service under the contract, service as faces of the private and the commanding structure of law-enforcement bodies, Federal fire service of the Public fire service, the staff of organizations and bodies of criminal executive system, customs authorities of the Russian Federation, to the pensioners from among these persons including working (irrespective of place of employment), to civil personnel of the specified federal executive bodies, and also the pensioners from among persons dismissed from federal bodies of tax police, drug trafficking monitoring bodies and psychotropic substances including working (irrespective of place of employment), is performed at the expense of means of the federal budget, provided on the specified purposes in the federal budget for the corresponding financial year to federal executive bodies in which the law provides the military and equated to it service.

4. Monthly payment is not performed to the citizens specified in Items 7 - 9 parts one of article 13 of the Law of the Russian Federation "About social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP" who till June 30, 2016 are granted monthly allowance on child care in double size before achievement of 3 years by the child of age.

5. To make to the Ministry of Labour and Social Protection of the Russian Federation explanations concerning application of the Rules approved by this resolution.

6. This resolution becomes effective since July 1, 2016.

Rules of provision of monthly payment on each child before achievement of age of 3 years by it to the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP

1. These rules establish procedure and conditions of provision of monthly payment on each child before achievement of age of 3 years by it to the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP (further - monthly payment).

2. Monthly payment is provided to the citizens specified in Items 7 - 9 parts one of article 13 of the Law of the Russian Federation "About social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP" (further - receivers), on condition of their permanent residence and (or) work just before birth date (adoption) of the child to whom payment, or establishment of guardianship over it is appointed:

a) in settling out zone - at least 1 year;

b) in accommodation zone with the right to settling out - at least 3 years;

c) in accommodation zone with the preferential social and economic status - at least 4 years.

3. In case of review according to part three of article 7 of the Law of the Russian Federation "About social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP" borders of zones of radioactive pollution owing to catastrophic crash on the Chernobyl NPP or moving of the receiver on the permanent residence in the specified zones, or changes of place of employment within the specified zones monthly payment is provided taking into account time of accommodation (work) just before birth date (adoptions, guardianship establishments) the child in these zones estimated in the following procedure:

a) every year accommodation (work) in accommodation zone with the preferential social and economic status it is considered in 3 months of accommodation (work) in settling out zone;

b) every year accommodation (work) in accommodation zone with the right to settling out it is considered in 4 months of accommodation (work) in settling out zone;

c) every year accommodation (work) in accommodation zone with the preferential social and economic status it is considered in 9 months of accommodation (work) in accommodation zone with the right to settling out.

4. Monthly payment is performed on each child before achievement of age of one and a half years by him - in the amount of 3000 rubles, aged from one and a half up to three years - in the amount of 6000 rubles.

5. Monthly payment is provided to one of parents (adoptive parents, guardians) since month of emergence of the right to it (the birth, adoption of the child, establishment of guardianship over it) till month of approach of the bases for its termination inclusive if the request for its provision followed no later than achievement of 3 years by the child of age.

6. The bases for the termination of monthly payment are:

a) achievement of 3 years by the child of age;

b) the death of the child before achievement of age by him 3 years;

c) the exception of the settlement in which lives (works) the receiver, from the list of the settlements which are in borders of zones of the radioactive pollution owing to catastrophic crash on the Chernobyl NPP approved by the order of the Government of the Russian Federation of October 8, 2015 No. 1074 "About approval of the list of the settlements which are in borders of zones of radioactive pollution owing to catastrophic crash on the Chernobyl NPP" (further - the list);

d) departure of the receiver and (or) child on the new residence located outside the settlements included in the list;

e) dismissal of the receiver from the organization (its separate division) which is in the settlement included in the list, or change of the location of the organization (its separate division, separate workplace) on the location outside the settlements included in the list.
