1. Approve the enclosed Rules of accounting and systematization of regulatory legal acts by authorized bodies.

2. Declare invalid the order of the Government of the Republic of Kazakhstan of October 25, 2013 No. 1146 "About approval of Rules of accounting and systematization of regulatory legal acts by state bodies" (SAPP of the Republic of Kazakhstan, 2013, No. 62, the Art. 852).

3. This resolution becomes effective from the date of its signing and is subject to official publication.

Rules of accounting and systematization of regulatory legal acts by authorized bodies

1. These rules of accounting and systematization of regulatory legal acts by authorized bodies (further - Rules) are developed according to Item 2 of article 52 of the Law of the Republic of Kazakhstan of April 6, 2016 "About legal acts".

2. Rules determine procedure for accounting and systematization of regulatory legal acts by authorized bodies by the regulatory legal acts adopted by them.

3. Accounting and systematization of regulatory legal acts are carried out for the purpose of ensuring availability of the legislation, convenience of use by him.

4. Functions on accounting and systematization of regulatory legal acts in authorized bodies are performed by the relevant divisions or the employee (workers) of authorized body determined (determined) by the decision of the chief of staff, and in state bodies in which positions of the chief of staff are not entered – the head of authorized body.

5. Accounting and systematization of regulatory legal acts are performed by authorized bodies in the Kazakh and Russian languages on permanent basis.

Account is kept in paper form and assumes collection and storage of the operating regulatory legal acts, arrangement according to activities of authorized body in chronological procedure.

Systematization is performed by means of maintenance of regulatory legal acts in control condition by entering into their texts of changes and (or) amendments, data on loss of force, the termination, suspension of action in electronic form.

Systematization of the regulatory legal acts having marks "For office use" is conducted in paper form.

6. The authorized body receives the original of regulatory legal act in the Kazakh and Russian languages with appendix of the conclusion about state registration directed by the Ministry of Justice of the Republic of Kazakhstan and its territorial authorities according to the Rules of registration, coordination, state registration of regulatory legal acts and their cancellations approved by the Government of the Republic of Kazakhstan.

After receipt of regulatory legal act the responsible person of authorized body makes the corresponding logging of accounting of regulatory legal acts according to appendix to these rules.
