ORDER OF THE GOVERNMENT OF THE REPUBLIC OF MOLDOVA

About approval of the Temporary procedure for determination and calculation of the minimum consumer budget

According to the Presidential decree of the Republic of Moldova of July 18, 1991 N 140 "About the minimum consumer budget" and for the purpose of coordination of works on reasons and timely introduction of offers on establishment of the state guarantees for social protection of needy national groups the Government of the Republic of Moldova decides:

1. Approve the Temporary procedure for determination and calculation of the minimum consumer budget and Temporary annual average standards of consumption of the food, nonfoods and services entering the minimum consumer goods basket according to the appendices N 1 and 2.

2. Annually till February 1 to submit to the Ministry of Economics and the Ministry of Labour and Social Protection for consideration in the tripartite Commission on regulation of social and economic problems in the Republic of Moldova projects of regulations and standard rates of consumption of the food, nonfoods and services entering consumer goods basket for consideration and submission to the Government of the Republic of Moldova.

3. And material resources and to the Ministry of Health timely to provide to the Ministry of Trade necessary information in amounts and in the terms established in the specified Temporary procedure.

4. Recommend to State department to provide according to the statistics timely submission of statistical information according to the specified Temporary procedure.

5. To the Ministry of Labour and Social Protection, the Ministry of Economics with the assistance of the Federation Council of independent labor unions of Moldova both in coordination with the Ministry of Finance as required and proceeding from economic opportunities of the republic, on the basis of the analysis of settlement sizes of the minimum consumer budget to make offers on approval of cost size of account part of the minimum consumer budget, allowing equivalent replacement of components of the minimum consumer goods basket.

At the same time to make relevant proposals on introduction of new levels of minimum wage, minimum pensions, benefits, compensation payments and the target public assistance.

Temporary procedure for determination and calculation of the minimum consumer budget

I. General provisions

1. This Temporary procedure for determination and calculation of the minimum consumer budget (further - the Temporary procedure) is entered for the purpose of use of the minimum consumer budget in practice of implementation of social policy and use of the mechanism of its determination for introduction of timely and reasonable offers on establishment of social guarantees at minimum admissible level.

2. The minimum consumer budget is the generalizing social norm which is determined on the basis of balance of the income and expenses of lower-income strata and includes evidence-based regulations and standard rates of consumption of food, nonfoods and services. This budget characterizes minimum necessary level and structure of consumption of material benefits and services, and such the size of the income, allowing to satisfy requirements at this level.

3. For the purpose of implementation of social policy cost assessment of the minimum consumer budget (subsistence minimum) including the material benefits and services allowing to satisfy requirements of needy national groups proceeding from economic opportunities of the republic is carried out, allowing at the same time equivalent replacement of components of the minimum consumer goods basket.

4. Calculation of the minimum consumer budget is made on specific purchasing units taking into account gender and age structure, the place of residence and level of the income of various social national groups.

5. On the basis of the cost size of the minimum consumer budget reasons for necessary level of minimum wage, the sizes of pensions, benefits, compensation payments and the target public assistance are performed.

The structure and cost of the material benefits and services entering the consumer goods basket corresponding to the minimum consumer budget are used for carrying out the analysis, calculations of dynamics and forecasting of level of living of the population, and also material security of social guarantees of the state.

II. Procedure for determination of the minimum consumer budget

6. Calculation of the minimum consumer budget is made by normative statistical technique. At the same time evidence-based regulations and standard rates of consumption of goods and services and average prices of purchase of the corresponding goods taking into account all types of trade and fee are applied to determination of account part of the minimum consumer budget.

7. The institute of the market and marketing of Moldova under the Ministry of Trade and material resources together with the Moldavian research institution of preventive and clinical medicine of the Ministry of Health develops the evidence-based regulations of consumption of food balanced by the number of calories, ratio of proteins, fats and carbohydrates, salts, mineral substances and vitamins and also regulations of consumption of the drugs, objects of sanitation, hygiene and optics entering the minimum consumer goods basket for various social and demographic national groups taking into account gender and age features of the person.

8. The institute of the market and marketing of Moldova develops evidence-based regulations and standard rates of consumption of the nonfoods and services entering into structure of the minimum consumer goods basket for various social and demographic national groups taking into account gender and age features of the person.

9. The institute of the market and marketing of Moldova together with the Moldavian research institution of preventive and clinical medicine represents projects of the above-stated regulations and standard rates to the Ministry of Economics and the Ministry of Labour and Social Protection which after the analysis and refining annually no later than February 1, submit them for consideration in the Tripartite Commission on regulation of social and economic problems in the Republic of Moldova on groups of the goods and services provided in appendix to this Temporary procedure.

10. The tripartite Commission considers the above-stated regulations and standard rates and submits them for approval in the Government of the Republic of Moldova.

11. The State department according to the statistics estimates average prices of purchase of the goods and services included in the minimum consumer goods basket and provides the relevant information in the Ministry of Economics and the Ministry of Labour and Social Protection monthly to the 20th following reporting.
