About approval of the Regulations on procedure for compensation in the republican budget of the means spent by the state for training of the clinical intern of full-time of preparation

According to part two of subitem 1.21 of Item 1 of the Presidential decree of the Republic of Belarus of April 16, 2012 "About some questions of professional training of specialists doctors in clinical internship" the Council of Ministers of the Republic of Belarus DECIDES: No. 177

1. Approve the enclosed Regulations on procedure for compensation in the republican budget of the means spent by the state for training of the clinical intern of full-time of preparation.

2. Grant the right to the Ministry of Health to make explanations concerning application of the Regulations on procedure for compensation approved by this resolution in the republican budget of the means spent by the state for training of the clinical intern of full-time of preparation.

3. This resolution becomes effective after its official publication.

Regulations on procedure for compensation in the republican budget of the means spent by the state for training of the clinical intern of full-time of preparation

1. This Provision determines procedure for compensation in the republican budget of the means spent by the state for training of the clinical intern of full-time of preparation (further - the clinical intern).

2. The organizations of the state health care system * in which upon termination of clinical internship clinical interns are distributed (further - the organizations of the state health care system) shall notify in writing in five-day time the state medical scientific organization, the public institution of education performing preparation, advanced training and (or) retraining of specialists with the higher or secondary vocational medical, pharmaceutical education in which the clinical intern (further - the organization (organization) had training:

2.1. about arrival of the clinical intern to place of employment on distribution (redistribution);

2.2. for the purpose of compensation in the republican budget of the means spent by the state for training of the clinical intern (further - the spent means), about cases:

absences of the clinical intern to place of employment on distribution (redistribution);

incomplete working off by the clinical intern of term of obligatory work on distribution (redistribution);

refusal of the clinical intern of work on distribution (redistribution).

* For the purposes of this provision the organizations of the state health care system are understood as the state organizations of health care, the state medical scientific organizations, public institutions of education performing preparation, advanced training and (or) retraining of specialists with the higher or secondary vocational medical, pharmaceutical education.

3. The organization (organization) within one month in case of non receipt from the organization of the state health care system of confirmation about arrival of the clinical intern to place of employment on distribution (redistribution) or from the date of receipt of documentary confirmation of the cases specified in subitem 2.2 of Item 2 this provision will organize work on collection of the relevant information and makes the decision on compensation of the spent means.

The made decision is drawn up by the order of the head of the organization (organization).

4. The copy of the order specified in parts two of Item of 3 this provision, and calculation of the amount of the spent means go to the clinical intern at the place of residence (residence) with the notice on need of compensation of these means by it in voluntary procedure to six-months time.

After six-months term in the absence of voluntary compensation of the spent means the organization (organization) takes measures for implementation of collection of such means judicially.

5. Calculation of the amount of the means which are subject to compensation in the republican budget, spent by the state for training of the clinical intern of full-time of preparation is performed by the organization (organization) for form according to appendix taking into account the fulfilled term of obligatory work on distribution (redistribution).

The spent means received by the organization (organization) from the clinical intern are subject to transfer in the income of the republican budget on account of compensation of its expenses.

6. The amount of the spent funds of the organization (organization) for training of the clinical intern for the entire period of clinical internship includes the following expenses:

6.1. on the organization, methodical management of preparation and control of accomplishment of the individual plan of training of the clinical intern counting on one clinical intern calculated according to the resolution of the Ministry of Health of January 6, 2009 No. 2 "About some questions of preparation in clinical internship" (The national register of legal acts of the Republic of Belarus, 2009, No. 57, 8/20339);

6.2. on holding qualification examination of the clinical intern as clinical internship counting on one clinical intern, the Ministries of Health calculated according to the resolution of January 6, 2009 No. 2;

6.3. on payment of grant to the clinical intern appointed according to the Presidential decree of the Republic of Belarus of April 16, 2012 No. 177 "About some questions of professional training of specialists doctors in clinical internship" (The national register of legal acts of the Republic of Belarus, 2012, No. 47, 1/13449).

7. The amount of the spent means calculated according to Item 6 of this provision is divided into the number of months depending on fixed term of obligatory work on distribution (redistribution) of the clinical intern and is multiplied on the number of unfinished complete months.

The unfinished period joins months in which the number of unfinished calendar days constitutes 15 and more.

8. Control of timely and full recovery by the clinical intern of the spent means is performed by the organization (organization).
