About measures for strengthening of level of social security of the population, increase in the operating official pay rates of government employees, employees of budgetary institutions, the organizations, the sizes of pensions and grants

For the purpose of increase in welfare and ensuring social security of the population, according to Article 103 of the Labor code of the Republic of Tajikistan, Article 16 of the Law of the Republic of Tajikistan "About provision of pensions of citizens of the Republic of Tajikistan" and Article 12 of the Law of the Republic of Tajikistan "About insurance and national pensions" and Article 49 of the Law of the Republic of Tajikistan "About provision of pensions of the military personnel" I decide:

1. Since July 1, 2016:

- increase minimum wage for all social and economic industries of the republic by 60 percent and establish it in the amount of 400 somoni a month;

- increase official pay rates of employees of the preschool institutions, educational institutions and other organizations of industry of education financed from the Government budget (except organizations and the organizations which salary exceeds the salary level of government employees), in the amount of 20 percent;

- increase official pay rates of employees of organizations and organizations of branches of science, cultures and employees of other organizations and the organizations financed from the Government budget in the amount of 20 percent and organizations and the organizations which salary is equated to the salary of government employees, in the amount of 15 percent;

- equate official pay rates of heads of organizations of primary professional education to official pay rates of heads of educational institutions according to the number of pupils;

- equate the salary of teachers of organizations of primary professional education to the salary of teachers of educational institutions according to category and education;

- increase the salary of the workers of industry of health care financed from the Government budget by 20 percent and establish the size of the basic salary for calculation of official pay rate of workers of industry of health care in the amount of 230 somoni;

- increase official pay rates of employees of organizations of the sphere of social protection, houses boarding schools for aged and disabled people, boarding houses and sanatoria for veterans of the Great Patriotic War, work and others, the groups equated to them financed from the Government budget in the amount of 25 percent;

- increase official pay rates of leading employees and specialists of the real industries of economy financed from the Government budget in the amount of 15 percent;

- establish the size of the basic salary as basis of tariff coefficients for government employees of managerial positions of the highest, first, second, third, fourth categories of public service of state bodies, local executive bodies of the government, self-government institutions of settlements and dekhot in the amount of 470 somoni and for managerial positions of the fifth, sixth, seventh categories of public service of the listed bodies in the amount of 520 somoni;

- increase official pay rates of workers of technical and service personnel of state bodies, judicial authorities and bodies of prosecutor's office, law enforcement agencies, local executive bodies of the government, self-government institutions of the settlements and dekhot financed from the Government budget in the amount of 15 percent;

- increase official pay rates (tariff charges) of the military personnel, faces of the private and the commanding structure of law-enforcement bodies, bodies of prosecutor's office and others law-enforcement, bodies in the amount of 15 percent;

- establish the size of basic salary for calculation of coefficients on military ranks of the military personnel and special ranks of law enforcement officers, ranks from the private to the lieutenant in the amount of 520 somoni and from the senior lieutenant to the general in the amount of 470 somoni;

- increase the operating grants of students of organizations of the higher and secondary professional education (except cadets of the highest military educational institutions and Academy of the Ministry of Internal Affairs of the Republic of Tajikistan) in the amount of 30 percent;

- increase the minimum and maximum sizes of old-age pension and basic pension by 20 percent;

- increase the size of the operating work pensions of unemployed pensioners by 30 percent from the minimum size of old-age pension;

- establish the size of social pensions on age (except for pensions of mothers who gave birth to ten and more children and brought up them to eight-year age), on disability II and III groups (except for pensions of disabled people of the II group since the childhood) and on the occasion of loss of the supporter, 60 percent of minimum pension on age appointed according to the Law of the Republic of Tajikistan "About provision of pensions of citizens of the Republic of Tajikistan";

- index insurance part of insurance pensions for 5 percent.

2. To the government of the Republic of Tajikistan and local executive bodies of the government:

- to enable the realization of this Decree in 2016 at the expense of the means provided in the Government budget of the Republic of Tajikistan for the salary fund and provision of pensions, means of free remaining balance, overfulfillment of the income respuslikansky, local budgets and the budget of social insurance and pensions and also due to economy of means according to other expenditure items and special means of budgetary institutions and the organizations;

- in a month to bring the resolutions into accord with this Decree;
