According to the subitem 5) of article 12 of the Law of the Republic of Kazakhstan of March 19, 2010 "About the state statistics" and the subitem 258) of Item 17 of the Regulations on the Ministry of national economy of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of September 24, 2014 No. 1011, I ORDER:
1. Approve the enclosed Method of calculation of value index of work.
2. According to the statistics to provide the Ministries of national economy of the Republic of Kazakhstan to management of statistics of work and level of living together with Legal management of Committee in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;
3) the direction in printing and electronic type within five working days from the date of receipt of the registered order in the Republican state company on the right of economic maintaining "The republican center of legal information" for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
4) placement of this order on Internet resource of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan.
3. To management of statistics of work and level of living of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan to bring this order to structural divisions and territorial authorities of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan for management and use in work.
4. To impose control of execution of this order on the supervising vice-chairman of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan (Orunkhanov K. K.).
5. This order becomes effective after ten calendar days after day of its first official publication.

1. The method of calculation of value index of work (further - the Technique) belongs to the statistical methodology created according to international standards and approved according to the Law of the Republic of Kazakhstan of March 19, 2010 "About the state statistics" (further - the Law).
2. The technique determines the main aspects and methods of receipt of statistical expense information on labor power counting on unit of time when carrying out nation-wide statistical observation.
3. This Technique is applied by Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan (further Committee) to calculation of value index of work which is used for the international comparisons and forecasting of social and economic development of the country.
4. In this technique concepts of the values determined in the Law and the following main determinations are used:
1) basis year (quarter) - year (quarter) to which indicators settlement indicators of the next years (quarters) are given for comparability;
2) work value index - the relative indicator characterizing change in time of the average level of cost of costs for labor power per 1 fulfilled hour;
3) salary fund - the added total money of the organization for compensation of workers (official pay rates (tariff charges), surcharges, allowances, awards and other payments of the stimulating and compensating nature), taking into account taxes and other deduction (the income tax, compulsory pension contributions) according to regulatory legal acts of the Republic of Kazakhstan and irrespective of source of their financing and term of their actual payments;
4) the individual index - reflects change only of one element of set and is used for the characteristic of the individual phenomenon;
5) the cost of costs for labor power - the amount of all costs (costs) of employers (organizations) connected with content and use of labor power irrespective of source of their financing;
6) number of the fulfilled man-hours - time which is actually worked all employees of the organization, as during the normal period of work, and fulfilled overtime.
5. For calculation of value index of work the aggregative statistical data of work obtained in processing of primary statistical data are used.
6. The value index of work is calculated on separate types of activity from the General qualifier of types of economic activity (further - OKED).
7. Creation of value index of work is performed in two main stages. At the first stage quarter value assessments of costs for labor power and their average values, on the second - calculation of value index of work are estimated.
8. For the purpose of identification of the factors influencing change in value of costs for labor power creation of 3 types of value index of work is made:
1) work value index on total cost of costs for labor power;
2) work value index on salary fund;
3) work value index at the cost of the costs for labor power which are not considered in salary fund.
9. Calculation of quarter value index of work for salary fund is made on the basis of the available data of salary fund and worked time by all workers from the quarterly statement on work on nation-wide statistical observation. Assessment of total cost of costs for labor power and value assessment of the costs for labor power which are not considered in salary fund is made for carrying out quarterly calculations for two other types of value index of work for the corresponding period.
The coefficient where the salary fund is in certain dependence on total cost of costs for labor power is for this purpose determined.
Annual data of previous year are applied to calculation of coefficient of quarter assessment of total cost of costs for labor power in reporting year.
