1. Approve the enclosed Rules of implementation of the state phytosanitary quarantine control (supervision) at check points through frontier of the Russian Federation.

2. Recognize to invalid:

1. The state control is exercised at check points concerning the goods included in the list of the quarantine products (quarantine freights, quarantine materials, quarantine goods) which are subject to phytosanitary quarantine control (supervision) on customs border of the Eurasian Economic Union and customs area of the Eurasian Economic Union, approved by the decision of the Commission of the Customs union.

The state control is exercised by Federal Service for Veterinary and Phytosanitary Surveillance and its territorial authorities, and also customs authorities in the part concerning conducting verification of documents on quarantine products at check points.

At the check points located in the territory of the free port of Vladivostok and in the Arctic zone of the Russian Federation and also till January 1, 2022 at the check points determined by the order of the Government of the Russian Federation of December 6, 2018 No. 1491 "About determination of check points through frontier of the Russian Federation at which different types of the state control (supervision) are performed by officials of customs authorities" (further - the order of the Government of the Russian Federation of December 6, 2018 No. 1491), the state control concerning quarantine products, including the quarantine products moved in hand luggage and baggage of passengers, is performed by customs authorities in full of the actions determined by these rules.
