1. Approve the enclosed Safety requirements and labor protections in the Public Records Offices.

2. Declare invalid the order of the Minister of Culture and Information of the Republic of Kazakhstan of May 2, 2013 No. 93 "About approval of Safety requirements and labor protections in the Public Records Offices" (registered in the Register of state registration of regulatory legal acts for No. 8499, No. 214-215 (27488-27489)) published in the Kazakhstanskaya Pravda newspaper of June 25, 2013.

3. And documentation (Mukatayev D. S.) in the procedure established by the legislation to provide to department of archiving:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order the direction in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan of copies of this order in graphical format in full accordance with its original for official publication in information system of law of Ad_let, and also in paper and electronic type, persons assured by the digital signature, the representative to sign this order, inclusions in Reference control bank of regulatory legal acts of the Republic of Kazakhstan, the State register of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Culture and sport of the Republic of Kazakhstan within ten calendar days after its official publication;

4) within ten working days after execution of the actions provided by this Item, submission to Department of legal service of the Ministry of Culture and sport of the Republic of Kazakhstan of data on execution of actions.

4. To impose control of execution of this order on the supervising Vice-Minister for Culture and Sports of the Republic of Kazakhstan.

Safety requirements and labor protections in the Public Records Offices

Chapter 1. General provisions

1. Safety requirements and labor protections in the Public Records Offices (further - Requirements) establish the procedure, procedures and standard rates directed to preserving life and health of employees of the Public Records Offices (further - workers) in the course of their labor activity.

2. In these Requirements the following basic concepts are used:

1) archive - the legal entity or his structural division performing collection, acquisition, completing, streamlining, storage, accounting and use of archive documents;

2) the archive depository - specially equipped room for storage of archive documents;

3) the worker - the physical person which is consisting in employment relationships with the employer and directly performing work on the employment contract.

Chapter 2. General requirements of labor safety

3. For the purpose of safety and labor protection the following events are performed:

1) ensuring proper maintenance of the building of the Public Records Office (further - archive) and safety of production equipment in case of accomplishment by workers of the job responsibilities, and also carrying out monitoring of safety and labor protection in archive;

2) carrying out certification of production facilities under the terms of work according to the order of the Minister of health and social development of the Republic of Kazakhstan of December 28, 2015 No. 1057 "About approval of Rules of obligatory periodic certification of production facilities under the terms of work", registered in the Register of state registration of regulatory legal acts for No. 12743, following the results of which takes measures for elimination of dangerous and unhealthy factors;

3) taking measures to prevention of development of emergency in the building of archive and impact of the injuring factors on workers;

4) carrying out obligatory preliminary (in case of employment) and periodic (during labor activity) medical examination of workers, according to the order of the acting minister of health care of the Republic of Kazakhstan of October 15, 2020 No. KR DSM-131/2020 "About approval of target groups of persons which are subject to obligatory medical examinations and also rules and frequency of their carrying out, amount of laboratory and functional researches, medical contraindications, the list of harmful and (or) dangerous production factors, professions and works in case of which accomplishment preliminary obligatory medical examinations in case of revenues to work and periodic obligatory medical examinations and rules of rendering the state service "Passing of Preliminary Obligatory Medical Examinations" are performed, registered in the Register of state registration of regulatory legal acts under No. 21443 and taking measures in case of signs of occupational disease;

5) ensuring proper maintenance of fire-proof system, system of ventilation and air conditioning, security system and systems of the heating performed according to the Fire safety regulations approved by the order of the Government of the Republic of Kazakhstan of October 9, 2014 No. 1077 (further – Fire safety regulations) and the Technical regulation "General Requirements to Fire Safety" approved by the order of the Minister of Emergency Situations of the Republic of Kazakhstan of August 17, 2021 No. 405 (it is registered in the Register of state registration of regulatory legal acts at No. 24045) (further – the Technical regulation), and also briefing on fire safety to workers.
