1. Approve the Procedure for processing of personal data in base of personal data and in the Single Children information and analytical system which is applied.

2. And adoptions (P.C. Sausage) to provide to department of protection of the rights of children submission in accordance with the established procedure of this order on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

Procedure for processing of personal data in base of personal data and in the Single Children information and analytical system

I. General provisions

1. This Procedure determines general requirements to processing and personal data protection of orphan children, the children deprived of parent guardianship, candidates for adoptive parents and adoptive parents (further - the database) who are processed without application of the automated means and contain in documents on papers, and personal data of orphan children, the children deprived of parent guardianship, the children who are in difficult vital circumstances, candidates for adoptive parents, guardians, custodians, adoptive parents, parents tutors and adoptive parents, guardians, custodians, adoptive parents, parents tutors who are processed in the Single Children information and analytical system (further - EIAS "Children") by means of the automated means by Department of protection of the rights of children and adoptions (further - Department) the Ministries of social policy of Ukraine (further - the Ministry).

2. The procedure is developed based on the Laws of Ukraine "About personal data protection", "About information security in information and telecommunication systems", the Standard procedure for processing of personal data approved by the order of the Representative of the Verkhovna Rada of Ukraine for human rights of January 8, 2014 No. 1/0214.

3. Terms in this Procedure are used in the values given in the Law of Ukraine "About personal data protection" (further - the Law), the Law of Ukraine "About information security in information and telecommunication systems" and resolutions of the Cabinet of Ministers of Ukraine of October 8, 2008 No. 905 "About approval of the Procedure of activities for adoption and implementation of supervision of observance of the rights of the adopted children", of September 24, 2008 No. 866 "Questions of the activities of guardianship and custody bodies connected with protection of the rights of the child".

4. The owner and the manager of the personal data processed in Department is the Ministry.

5. This Procedure is obligatory for employees of Department to whom according to their job descriptions functions of processing of personal data are assigned and/or to which access to the database is provided.

6. Processing of personal data in the database on papers and in EIAS "Children" is performed according to the Law.

7. The address of base of personal data on papers and in EIAS "Children": Kiev, Ulitsa Esplanadnaya, 8/10.

8. The organization of the work connected with personal data protection in Department provides the sector of work with the database (further - responsible structural division).

II. Purpose and bases of processing of personal data

1. The purpose of processing of personal data of orphan children, the children deprived of parent guardianship, the children who are in difficult vital circumstances, candidates for adoptive parents, guardians, custodians, adoptive parents, roditelivospitatel, adoptive parents, guardians, custodians, adoptive parents, roditeleyvospitatel in Department forming and ensuring realization of state policy in the sphere of protection of the rights of children and adoptions, monitoring of condition of observance of requirements of the legislation on social protection of children according to the Regulations on the Ministry of social policy of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of June 17, 2015 No. 423 is.
