About rational energy use
The purpose of this Law is forming of the general legal basis providing preserving national energy resources, effective use of energy and potential production.
The relations in the field of rational energy use are governed by this Law and other acts of the legislation of the Republic of Uzbekistan.
The relations in the field of rational energy use in the Republic of Karakalpakstan it is regulated also by the legislation of the Republic of Karakalpakstan.
Coverage of this Law are the activities of legal entities and physical persons connected with production, production, conversion, storage, transportation, distribution and consumption (further - production and consumption) fuels, heat and electrical energy (further - energy).
Legal regulation in the field of rational energy use is directed on:

In the regulating documentation indicators of effective use of energy in case of its production and consumption are specified, and also indicators of energy consumption of production processes, power consumption heating, conditioning, ventilation, warm, water - gazo-and electric utility service, electric lighting of the territories, buildings and constructions.
Regulating documents, technical rules and regulations on rational energy use are obligatory for all producers and energy consumers.
Quality of energy shall conform to the requirements established by the relevant regulating documents.
Subjects of standardization in the field of rational energy use are the energy, the equipment and products making and consuming energy, or transforming one its type to another, vehicles, construction, road and farm vehicles, lighting devices, systems of heating, conditioning and ventilation, consumer goods, heat-insulating materials and building constructions, engineering procedures, and also the nomenclature and measure values of costs of energy for energy production and products.
The state control and supervision of observance of indicators of energy efficiency and the quality of energy established by regulating documents is assigned to the Uzbek agency of standardization, metrology and certification (further the Uzstandart agency) and to other bodies according to the procedure, established by the legislation.
Standard rates of energy consumption for the objects listed in article 5 of this Law are established by the Cabinet of Ministers of the Republic of Uzbekistan or bodies it representatives.
Standard rates of energy consumption without fail join in the technical data sheets, repair and regime cards, maintenance instructions of the equipment and products making and consuming energy. Standard rates of power consumption on heating, ventilation and conditioning of buildings and constructions are established in construction regulations and rules. The manufacturer performs marking of the equipment, including devices of household purpose, regarding energy efficiency indicators, according to the requirements specified in the regulating documentation.
In case of production and energy consumption mandatory state metrological control and supervision is exercised.
The state metrological support of rational energy use provides package of measures and the regulating documents aimed at providing unity of measurements in case of its production and consumption.
Objects of the state metrological control and supervision of production and energy consumption are:
measuring instruments;
information and measuring systems;
standard samples of structure and properties of substances and materials;
complexes and metering stations of energy and energy carriers;
techniques of accomplishment of measurements;
other objects provided by regulations and rules of metrology.
The state metrological control and supervision of providing system of rational energy use is assigned to the Uzstandart agency.
The main directions of state policy in the field of rational energy use are:
implementation of the state, industry and territorial programs and projects;
stabilization of production and energy consumption, economy, necessary for intensive development;
optimization of the modes of production and energy consumption, organization of its accounting;
production incentive of the energy efficient and energy saving equipment and products with the minimum power consumption;
introduction of indicators of energy efficiency and energy saving in regulating documents on the power making and energy-requiring equipment and products;
