About formats and structures of electronic passports of vehicles (electronic passports of the chassis of vehicles) and electronic passports of self-propelled machines and other types of the equipment

According to article 3 of the Agreement on introduction of single forms of the passport of the vehicle (the passport of the vehicle chassis) and passports of the self-propelled machine and other types of the equipment and the organization of systems of electronic passports of August 15, 2014 and being guided by Item 11 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix No. 3 to the Agreement on the Eurasian Economic Union of May 29, 2014), the Board of the Eurasian economic commission Solved:

1. Approve the enclosed Description of formats and structures of electronic passports of vehicles (electronic passports of the chassis of vehicles) and electronic passports of self-propelled machines and other types of the equipment.

2. Determine that development of technical schemes of structures of the electronic documents and data provided by the Description approved by this Decision, and ensuring their placement in the register of structures of electronic documents and data published on the official site of the Eurasian Economic Union on the Internet are performed by department of the Eurasian economic commission which competence includes coordination of works on creation and development of the integrated information system of the Eurasian Economic Union.

3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

Description of formats and structures of electronic passports of vehicles (electronic passports of the chassis of vehicles) and electronic passports of self-propelled machines and other types of the equipment

1. This Description is developed for the purpose of implementation of article 3 of the Agreement on introduction of single forms of the passport of the vehicle (the passport of the vehicle chassis) and the passport of the self-propelled machine and other types of the equipment and the organization of systems of electronic passports of August 15, 2014 (further - the Agreement) and determines requirements to structure of the electronic passport of the vehicle (the electronic passport of the vehicle chassis) and the electronic passport of the self-propelled machine and other types of the equipment (further - the electronic passport) regarding structure of the applied data containing in it (further - structure of the electronic document (data) "The electronic passport of the vehicle (the vehicle chassis, the self-propelled machine)") taking into account provisions of Item 10 of the Procedure for functioning of systems of electronic passports of vehicles (electronic passports of the chassis of vehicles) and electronic passports of self-propelled machines and other types of the equipment, No. 122 approved by the Decision of Board of the Eurasian economic commission of September 22, 2015.

2. The concepts used in this Description are applied in the values determined by article 2 of the Agreement, international treaties entering the right of the Eurasian Economic Union and also Regulations on exchange of electronic documents in case of cross-border interaction of public authorities of state members of the Eurasian Economic Union among themselves and with the Eurasian economic commission, the approved Decision of Board of the Eurasian economic commission of September 28, 2015 No. 125 (further respectively - Regulations on exchange of electronic documents, state member, the Union).

3. The electronic passport is created in XML format according to the following standards:

"Extensible Markup Language (XML) 1.0 (Fouth Edition)" - is published on the Internet to the address: http://www.w3.org/TR/REC-xml;

"Namespaces in XML" - is published on the Internet to the address: http://www.w3.org/TR/REC-xml-names;

"XML Schema Part 1: Structures" and "XML Schema Part 2: Datatypes" - are published on the Internet to addresses: http://www.w3.org/TR/xmlschema-1/ and http://www.w3.org/TR/xmlschema-2/.

4. The electronic passport can be drawn up as the electronic document signed by the digital signature (digital signature).

For the purposes of cross-border exchange the electronic passport is created and signed by the digital signature (digital signature) according to Regulations on exchange of electronic documents.

5. The structure of the electronic document (data) "The electronic passport of the vehicle (the vehicle chassis, the self-propelled machine)" is given in tabular form with indication of complete rekvizitny structure taking into account hierarchy levels up to simple (atomic) details.

6. In the table the following fields (graphs) are created:

"hierarchical number" - sequence number of detail;

"detail name" - the settled or official verbal designation of detail;

"the description of detail" - the text explaining sense (semantics) of detail;

"identifier" - the identifier of the element of the data this in model corresponding to detail;

"area of values" - the verbal description of possible values of detail;

"¼¡". - plurality of details: obligation (optionality) and number of possible repeatings of detail.

7. For specifying of plurality of details of structure of the electronic document (data) "The electronic passport of the vehicle (the vehicle chassis, the self-propelled machine)" use the following designations:

1 - the detail is obligatory, repeatings are not allowed;

n - the detail is obligatory, n of times (n> 1) shall repeat;

1.* - the detail is obligatory, can repeat without restrictions;

n.* - the detail is obligatory, at least n of times (n> 1) shall repeat;

n. m - the detail is obligatory, at least n of times of no more m of times (n> 1, of m> n shall repeat);

0. 1 - props are optional, repeatings are not allowed;

0.* - the props are optional, can repeat without restrictions;

0. m - the props are optional, can repeat no more m of times (m> 1).

8. The description of structure of the electronic document (data) "The electronic passport of the vehicle (the vehicle chassis, the self-propelled machine)" is provided in table 1.
