About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general process "Information support of transport (automobile) control on external border of the Eurasian Economic Union"
According to Item 30 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix № 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) and being guided by the Decision of Board of the Eurasian economic commission of November 6, 2014 №200, the Board of the Eurasian economic commission decided:
1. Approve enclosed:
a) development of technical schemes of structures of the electronic documents and data provided by the Description approved by this Decision, and ensuring their placement in the register of structures of the electronic documents and data used in case of realization of information exchange in the integrated information system of foreign and mutual trade are performed by department of the Eurasian economic commission which competence includes coordination of works on creation and development of the integrated information system of the Eurasian Economic Union.
b) the term of accomplishment of the procedure of accession according to Items 6 and 7 of the Procedure approved by this Decision constitutes 1 year from the date of the introduction of this Decision in force.
3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

Rules of information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general process "Information support of transport (automobile) control on external border of the Eurasian Economic Union"
I. General provisions
1. These rules are developed according to the following acts entering the right of the Eurasian Economic Union (further – the Union):
The agreement on the Eurasian Economic Union of May 29, 2014;
The decision of Board of the Euroasian economic commission of November 6, 2014 №200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";
The decision of Board of the Eurasian economic commission of January 27, 2015 №5 "About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade";
The decision of Board of the Euroasian economic commission of April 14, 2015 № 29 "About the list of general processes within the Eurasian Economic Union and modification of the Decision of Board of the Euroasian economic commission of August 19, 2014 № 132";
The decision of Board of the Euroasian economic commission of June 9, 2015 №63 "About the Analysis technique, optimization, harmonizations and descriptions of general processes within the Eurasian Economic Union";
The decision of Board of the Eurasian economic commission of September 28, 2015 № 125 "About approval of the Regulations on exchange of electronic documents in case of cross-border interaction of public authorities of state members of the Eurasian Economic Union among themselves and with the Eurasian economic commission".
II. Scope
2. These rules are developed for the purpose of determination of procedure and conditions of information exchange between participants of general process "Information support of transport (automobile) control on external border of the Eurasian Economic Union" (further – general process), including the description of the procedures performed within this general process.
3. These rules are applied by participants of general process in case of control of procedure for performing procedures and transactions within general process, and also during the designing, development and completion of components of the information systems providing realization of general process.
III. Basic concepts
4. For the purposes of these rules concepts which mean the following are used:
"authorization" – provision to certain participant of general process of the rights to accomplishment of certain actions;
"check point" – the check point equipped according to requirements of the legislation of state member of the Union through frontier of this state in which transport (automobile) control is exercised;
"condition of information object of general process" – property which characterizes information object at certain stage of accomplishment of the procedure of general process and which changes in case of accomplishment of transactions of general process;
"the notification on discrepancy" – the notification on need of submission of missing documents and confirmation of elimination of discrepancy of controlled parameters.
The concepts "weight and dimensional parameters of the vehicle", "external border of the Union", "checkpoint", "bodies of transport (automobile) control", "carrier", "vehicle" and "transport (automobile) control" used in these rules are applied in the values determined by appendix No. 1 to the Protocol about the coordinated (approved) transport policy (appendix No. 24 to the Agreement on the Eurasian Economic Union of May 29, 2014) (further – the Procedure).
IV. Main data on general process
5. Full name of general process: "Information support of transport (automobile) control on external border of the Eurasian Economic Union".
6. Specification symbol of general process: P.RS.01, version 1.0.0.
1. Purposes and tasks of general process
7. The purposes of general process are increase in efficiency of transport (automobile) control and creation of mechanisms of information exchange between bodies of transport (automobile) control of state members of the Union (further – state members) within the integrated information system of foreign and mutual trade.
8. For goal achievement of general process it is necessary to solve the following problems:
a) provide to bodies of transport (automobile) control of state members quick access to information on conditions of transportation of goods (passengers) on the territories of state members and the restrictions shown to such transportation;
b) provide to bodies of transport (automobile) control of state members quick access to results of transport (automobile) control on external border of the Union and when moving vehicles on the territories of state members, including information on payment of charges and penalties and on elimination of violations according to earlier issued notifications on discrepancy;
c) provide at the national level accounting and storage of the consolidated information on the issued and used permissions to implementation of the international motor transportations, including about special authorities for the move of bulky, heavy, dangerous goods on the territories of state members, and also access to the specified information of other state members;
d) enhance the mechanism of information exchange between participants of general process;
e) provide possibility of use of the mechanism of "single window" for the purpose of monitoring procedure of different types (transport (automobile), boundary, customs, veterinary, phytosanitary and sanitary and epidemiologic);
e) provide representation to carrier of data on conditions of implementation of international delivery and transport (automobile) control in the territories of state members, about charges, penalties and measures of responsibility for violations of such conditions.

3. Structure of general process
10. General process represents set of the procedures grouped according to the destination:
a) procedures of information exchange when implementing transport (automobile) control;
b) accounting procedures, storages and uses of data on results of transport (automobile) control;
c) procedures of representation to carrier of data on results of transport (automobile) control.
11. In case of performing procedures of general process bodies of transport (automobile) control provide maintaining national information resource within the national information systems containing the data received by results of implementation of transport (automobile) control including on external border of the Union.
Procedures of implementation of transport (automobile) control in case of entrance and departure of the vehicle on customs area of the Union, and also transport (automobile) control in the territory of state member are part of group of procedures of information exchange at implementation of transport (automobile) control.
In structure of group of accounting procedures, storages and uses of data on results of transport (automobile) control the accounting procedure, storages and transfers of the consolidated data on results of transport (automobile) control enters.
Are the procedure of representation to carrier of data on results of transport (automobile) control by means of use of information portal of the Union part of group of procedures of representation to carrier of data on results of transport (automobile) control and the procedure of representation to carrier of data on results of transport (automobile) control by the body of transport (automobile) control requesting data.
12. The provided description of structure of general process is provided in the figure 1.

13. The procedure for performing procedures of general process, grouped according to the destination, including the disaggregated activity description, is given in the Section VIII of these rules.
14. For each group of procedures the general scheme showing bonds between procedures of general process and procedure for their accomplishment is provided. The general scheme of procedures is constructed with use of the graphical notation of UML (unified modeling language – Unified Modeling Language) and supplied with the text description.
4. Group of procedures of information exchange at implementation of transport (automobile) control
15. Performing procedures of information exchange when implementing transport (automobile) control begins with the moment of arrival of carrier to the check point on external border of the Union or to the checkpoint in the territory of state member.
In case of arrival of carrier in the check point on external border of the Union for entrance on customs area of the Union the "Implementation of Transport (Automobile) Control in case of Entrance of the Vehicle on Customs Area of the Union" procedure is performed (P.RS.01.PRC.001) by results of which accomplishment of transport (automobile) control by body on external border of the Union are drawn up, issued to carrier and results of transport (automobile) control are registered in national information resource. The body of transport (automobile) control requesting data go to the bodies of transport (automobile) control representing data, state members on which territories it is transported requests for submission of data on results of transport (automobile) control and requests for submission of data on allowing documents of carrier if it is transported on permissions (special permissions) and confirmation of validity of allowing documents is required.
In case of arrival of carrier in the checkpoint on customs area of the Union the "Implementation of Transport (Automobile) Control in the territory of State Member" procedure is performed (P.RS.01.PRC.002) by results of which accomplishment of transport (automobile) control by body in the territory of state member are drawn up, issued to carrier and results of transport (automobile) control, including results of check of elimination of discrepancies (are registered in national information resource in case of their availability), the decision by results of implementation of transport (automobile) control according to the legislation of state member is made. The body of transport (automobile) control requesting data go to the bodies of transport (automobile) control representing data, state members on which territories it is transported requests for submission of data on results of transport (automobile) control.
In case of arrival of carrier in the check point on external border of the Union for departure from customs area of the Union the "Implementation of Transport (Automobile) Control in case of Departure of the Vehicle from Customs Area of the Union" procedure is performed (P.RS.01.PRC.003) by results of which accomplishment of transport (automobile) control by body on external border of the Union results of transport (automobile) control are drawn up and registered in national information resource. The body of transport (automobile) control requesting data go to the bodies of transport (automobile) control representing data, state members on which territories it is transported requests for submission of data on results of transport (automobile) control and requests for submission of data on allowing documents of carrier if it is transported on permissions (special permissions) and confirmation of validity of allowing documents is required.
Submission of the specified data is performed according to Regulations of information exchange between bodies of transport (automobile) control of state members of the Eurasian Economic Union in case of realization by means of the integrated information system of foreign and mutual trade of general process "Information support of transport (automobile) control on external border of the Eurasian Economic Union", the approved Decision of Board of the Eurasian economic commission of July 5, 2016 No. 80 (further – Regulations of information exchange between bodies of transport (automobile) control). The format and structure of the specified data shall match the Description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of foreign and mutual trade of general process "Information support of transport (automobile) control on external border of the Eurasian Economic Union", to No. 80 approved by the Decision of Board of the Eurasian economic commission of July 5, 2016 (further – the Description of formats and structures of electronic documents and data).
16. The provided description of group of procedures of information exchange at implementation of transport (automobile) control is provided in the figure 2.

5. Group of accounting procedures, storages and uses of data on results of transport (automobile) control
18. Performing procedures of accounting, storage and use of data on results of transport (automobile) control is performed with the established frequency.
By results of accomplishment of the "Accounting, Storage and Transfer of the Consolidated Data on Results of Transport (Automobile) Control" procedure (P.RS.01.PRC.004) by the body of transport (automobile) control representing data to the bodies of transport (automobile) control receiving data represents the consolidated data on results of transport (automobile) control.
Submission of the consolidated data on results of transport (automobile) control is performed in compliance by Regulations of information exchange between bodies of transport (automobile) control. The format and structure of the specified data shall match the Description of formats and structures of electronic documents and data.
19. The provided description of group of accounting procedures, storages and uses of data on results of transport (automobile) control is provided in the figure 3.

6. Group of procedures of representation to carrier of data on results of transport (automobile) control
21. Performing procedures of representation to carrier of data on results of transport (automobile) control begins carrier of request for submission of data on results of transport (automobile) control with the direction moment.
When obtaining from carrier of request for submission of data on results of transport (automobile) control through personal account on information portal of the Union the "Representation to Carrier of Data on Results of Transport (Automobile) Control by means of Use of Information Portal of the Union" procedure is performed (P.RS.01.PRC.005) by results of which accomplishment the Eurasian economic commission (further – the Commission) requests data on results of transport (automobile) control, including data on notifications on discrepancy, penalties and charges, at the bodies of transport (automobile) control representing data and represents to carrier the received data.
Submission of the specified data is performed according to Regulations of information exchange between bodies of transport (automobile) control of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of foreign and mutual trade of general process "Information support of transport (automobile) control on external border of the Eurasian Economic Union", the approved Decision of Board of the Eurasian economic commission of July 5, 2018 No. 80 (further – Regulations of information exchange between bodies of transport (automobile) control and the Commission). The format and structure of the specified data shall match the Description of formats and structures of electronic documents and data.
When obtaining from carrier of request for submission of data on results of transport (automobile) control through personal account within national information system the "Representation to Carrier of Data on Results of Transport (Automobile) Control by the Body of Transport (Automobile) Control Requesting Data" procedure is performed (P.RS.01.PRC.006) by results of which accomplishment the carrier receives data on results of transport (automobile) control, including data on notifications, penalties and charges if it is stipulated by the legislation state member. The body of transport (automobile) control requesting data sends inquiry for submission of data on results of transport (automobile) control to the bodies of transport (automobile) control representing data, state members on which territories it was transported.
Submission of the specified data is performed according to Regulations of information exchange between bodies of transport (automobile) control. The format and structure of the specified data shall match the Description of formats and structures of electronic documents and data.
22. The provided description of group of procedures of representation to carrier of data on results of transport (automobile) control is provided in the figure 4.

VI. Responsibility of participants of general process
25. Attraction to disciplinary responsibility for non-compliance with the requirements aimed at providing timeliness and completeness of transfer of the data participating in information exchange of officials and staff of the Commission is performed according to the Agreement on the Eurasian Economic Union of May 29, 2014, other international treaties and acts constituting the right of the Union, and officials and the staff of bodies of transport (automobile) control – according to the legislation of state members.

VIII. Procedures of general process
1. Procedures of information exchange when implementing transport (automobile) control
"Implementation of Transport (Automobile) Control in case of Entrance of the Vehicle on Customs Area of the Union" procedure (P.RS.01.PRC.001)
27. The scheme of accomplishment of the "Implementation of Transport (Automobile) Control in case of Entrance of the Vehicle on Customs Area of the Union" procedure (P.RS.01.PRC.001) is provided in the figure 5.

28. The "Implementation of Transport (Automobile) Control in case of Entrance of the Vehicle on Customs Area of the Union" procedure (P.RS.01.PRC.001) is carried out in case of arrival of carrier in the check point for entrance on customs area of the Union.
29. In need of receipt of data on results of the transport (automobile) control which is carried out concerning the vehicle earlier in case of its entrance on customs area of the Union or departure from customs area of the Union (further – data on results of the transport (automobile) control which is carried out earlier), transaction "Request for representation of the transport (automobile) control by body requesting data, data on results of transport (automobile) control in case of entrance of the vehicle on customs area of the Union" is carried out (P.RS.01.OPR.001) by results of which accomplishment of transport (automobile) control by body on external border of the Union is created and goes to the body of transport (automobile) control requesting data, request for submission of data on results of transport (automobile) control.
30. In case of receipt of the transport (automobile) control by body requesting data, request for submission of data on results of transport (automobile) control transaction "Receipt of request for submission of data on results of transport (automobile) control in case of entrance of the vehicle on customs area of the Union" is carried out (P.RS.01.OPR.002).
31. In case of transaction accomplishment "Receipt of request for submission of data on results of transport (automobile) control in case of entrance of the vehicle on customs area of the Union" (P.RS.01.OPR.002) is carried out transaction "Request for submission of data on results of transport (automobile) control in case of entrance of the vehicle on customs area of the Union" (P.RS.01.OPR.003) by results of which accomplishment of the transport (automobile) control by body requesting data is created and goes to the bodies of transport (automobile) control representing data, other state members request for submission of data on results of transport (automobile) control.
32. In case of receipt of the transport (automobile) control by body representing data, request for submission of data on results of transport (automobile) control transaction "Submission of data on results of transport (automobile) control in case of entrance of the vehicle on customs area of the Union" is carried out (P.RS.01.OPR.004) by results of which accomplishment of the transport (automobile) control by body representing data goes to the body of transport (automobile) control requesting data, data on results of transport (automobile) control or the non-availability notice of the data satisfying to request parameters.
33. In case of receipt of the transport (automobile) control by body requesting data, data on results of transport (automobile) control transaction "Acceptance and processing of data on results of transport (automobile) control in case of entrance of the vehicle on customs area of the Union" is carried out (P.RS.01.OPR.005) by results of which accomplishment of the transport (automobile) control by body requesting data data on results of transport (automobile) control of carrier or the non-availability notice of the data satisfying to request parameters are accepted.
