According to resolutions of the Cabinet of Ministers of Ukraine of July 11, 2000 No. 1081 "About introduction of number boards of the vehicles made by individual orders of their owners" of October 28, 2015 No. 889 "About formation of territorial authorities on provision of services of the Ministry of Internal Affairs", subitems 21, 22 items 4 of the Regulations on the Ministry of Internal Affairs of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of October 28, 2015 No. 878, Item 22 of the subsection "Territorial Authorities on Rendering Services of the Ministry of Internal Affairs" of the Section I of the List of the paid services provided by divisions of the Ministry of Internal Affairs, National police and the Public migratory service, and the amount of payment for their provision approved by the resolution of the Cabinet of Ministers of Ukraine of June 04, 2007 No. 795 (in edition of the resolution of the Cabinet of Ministers of Ukraine of October 26, 2011 No. 1098), and for the purpose of streamlining of work with the order, issue and accounting of number boards of the vehicles made by the individual order of their owners I order:

1. Approve the Ordering procedure, issues and accounting of number boards of the vehicles made by the individual order of their owners which is attached.

2. Declare invalid the order of the Ministry of Internal Affairs of Ukraine of November 30, 2007 No. 466 "About approval of the Ordering procedure, issue and accounting of number boards of the vehicles made by the individual order of their owners", registered in the Ministry of Justice of Ukraine December 18, 2007 on No. 1379/14646.

3. To the acting as director of the Main service center Ministry of Internal Affairs Krikly V. A. provide in accordance with the established procedure provision of this order on state registration in the Ministry of Justice of Ukraine.

4. This order becomes effective from the date of its official publication.

5. To impose control over the implementation of the order on the deputy minister according to distribution of obligations.

The ordering procedure, issues and accounting of number boards of the vehicles made by the individual order of their owners

I. General provisions

1. This Procedure establishes single requirements to the order, production, issue and accounting of number boards of the vehicles made by the individual order of their owners (further - individual number boards).

2. Individual number boards are ordered only on vehicles which underwent state registration in territorial authorities on provision of services of the Ministry of Internal Affairs according to requirements of the Procedure for state registration (re-registration), removal from accounting of cars, buses, and also the self-propelled machines designed on the landing gear of cars, motorcycles of all types, brands and models, trail cars, semitrailer trucks, microcars, other vehicles and mopeds, the Cabinet of Ministers of Ukraine approved by the resolution equated to them of September 7, 1998 No. 1388 (in edition of the resolution of the Cabinet of Ministers of Ukraine of December 23, 2009 No. 1371).

3. Individual number boards are valid only for the territories of Ukraine. For participation in international movement number boards which meet the requirements of the Convention on traffic are used.

4. The combined use of registration number boards of the vehicles and individual number boards assigned to certain vehicle is forbidden.

5. Individual number boards shall conform to requirements of the resolution of the Cabinet of Ministers of Ukraine of July 11, 2000 No. 1081 "About implementation of number boards of the vehicles made by individual orders of their owners" (with changes) and to the operating state standards of Ukraine.

6. On individual number board it is possible to place:

1) letters;

2) letters and digits;

3) letters, digits and graphical element;

4) letters and graphical element.

7. The text on individual number boards for cars shall bear from three to eight symbols (from three to eight letters or from three to seven letters and digits).

The text on individual number boards for motorcycles shall bear from three to six symbols (from two to five letters and digits).

Letters in text on individual number board shall be at least two.

8. It is forbidden to apply on individual number boards:

1) texts of discrimination nature on signs of language, racial and national identity, the relation to religion, social and property status, floor, education, sort and nature of occupations, the residence;

2) texts of substandard origin;

3) symbolics, abbreviations or the reduced names of organizations, organizations, companies without their written consent (on individual number boards of the vehicles belonging to physical persons or legal entities); sign (trademark) of physical person or legal entity which belongs to other physical person or legal entity, without their written consent;

4) graphical element of discrimination nature;

5) graphical element similar in font to letters or digits.

9. It is also forbidden to use or imitate the image of the State Emblem or National Flag of Ukraine (except the signs of the state accessory provided by the operating state standards of Ukraine, the state symbols of other states and international organizations, official names of public authorities of Ukraine or their abbreviated names except the cases provided by the current legislation.

Individual number boards shall not be identical or similar to tracing with number boards which issue (issued) during the state or departmental registration of vehicles in Ukraine.

10. If the individual number board begins with two separate letters, their combination shall not match with combination of letters which is used for designation of administrative-territorial accessory.

11. On individual number board simultaneous use of letters of the Russian and Latin alphabets, except for the letters matching with text is forbidden.

12. Only one set of individual number boards can be assigned to one vehicle.

13. Use of individual number boards on vehicles without the corresponding registration in territorial authority on provision of services of the Ministry of Internal Affairs is forbidden.
