The development program of hydropower for the period till 2026

Program purpose

This Program is directed to implementation of package of measures for ensuring sustainable development of hydropower for the period till 2026.

The purpose of the Program is ensuring energy security of the state by effective development of hydropower with the maximum use of cost-efficient hydropower potential, enhancement of management of objects of hydropower, increase in level of their safety, increase in the regulating shunting capacities of hydroelectric power stations and pumped storage power plants for increase in stability and reliability of work of the integrated power system Ukraine and its integration into the European power system, reduction of amount of consumption of organic fuel resources and technogenic load of the environment.

Integrated power system of Ukraine. Hydropower role

The energy strategy of Ukraine for the period till 2030 approved by the order of the Cabinet of Ministers of Ukraine of July 24, 2013 No. 1071, provides implementation of large-scale investment projects in thermal power (upgrade of power units of thermal power plants). Prolongation of resource of atomic power units and construction of new power units of nuclear power plants is provided.

In the conditions of deficit of the regulating capacities of hydroelectric power stations and pumped storage power plants capacity utilization of thermal power plants as for regulation of semi-peak zone of load graphs, and peak zone, is not characteristic of this type of capacities and is provided by application of uneconomical and inefficient working hours of thermal power plants.

Reliable and effective functioning of domestic thermal power plants is impossible without carrying out their large-scale upgrade. The obligations of Ukraine determined in the Agreement on association with the European Union, European Atomic Energy Community and their state members, and also in the Protocol on accession of Ukraine to the Constitutive treaty of Energy Community provide reduction of parameters of work of objects of thermal power in compliance with requirements of the EU for the level of emissions of SO 2, NO x and dust.

Estimative calculations show that expenses on carrying out upgrade of power units of thermal power plants per 1 MW of installed capacity are comparable to specific capital costs for the Dniester pumped storage power plant and Kanevsky pumped storage power plant. At the same time environmental standards of the EU, and nature protection and climatic obligations of Ukraine, in particular the Parisian agreement signed by Ukraine in April, 2016 within the United Nations Framework Convention about climate change which provides emission limitation of greenhouse gases and also what the average term of operation of hydroheat-sink stations constitutes 100 years that considerably exceeds expected useful life of the reconstructed power units of thermal power plants which constitutes 15-20 years need to consider full compliance of parameters of functioning of pumped storage power plants both.

Tendencies to development of the power generating capacities in the integrated power system of Ukraine and the existing plans for construction of facilities of power industry demonstrate in recent years growth of installed capacity of power plants due to the capacities working mainly in basic zone of the load graph of the integrated power system of Ukraine (nuclear power plants, solar power stations, windfarms) when growth rates of maneuverable capacities are slower.

Temporary annexation by the Russian Federation of the Autonomous Republic of Crimea and armed conflict in the east of Ukraine in 2014 as a result of which the power generating objects and objects of power networks, objects of coal industry, objects of transport and social infrastructure are destroyed caused change of operating modes of the integrated power system of Ukraine, need of optimization of fuel balance of Ukraine and entering of corresponding changes into structure of the generating capacities in the specified power supply system.

From general cost-efficient hydropower potential which makes near 17, one billion. The kw · h, is used about 11 billion. KWh. At the same time unused effective potential constitutes one billion about 6,5. KWh.

In Ukraine the share of use of cost-efficient hydropower potential constitutes more than 60 percent while the majority of developed countries reached the high level of its development, for example, Italy, France and Switzerland - 9598 percent, the USA - 82 percent.
