Based on the Law No. 721/1996 on quality in construction (The official monitor of the Republic of Moldova, 1996, No. 25, the Art. 259), with subsequent changes, DECIDES: the Government
1. Approve the Technical regulation about the minimum requirements to deliveries of construction products, according to appendix No. 1.
2. The central industry body of public management in the field of construction will periodically develop, approve and publish in the Official monitor of the Republic of Moldova the list of the harmonized standards to the Technical regulation about the minimum requirements to deliveries of construction products.
3. Ceased to be valid according to the Order of the Government of the Republic of Moldova of 10.01.2024 No. 14
4. Ceased to be valid according to the Order of the Government of the Republic of Moldova of 10.01.2024 No. 14
5. This Resolution becomes effective in two years after its publication in the Official monitor of the Republic of Moldova.
6. Recognize invalid some orders of the Government according to appendix No. 2 from the date of entry into force of this Resolution.
7. To impose control over the implementation of this Resolution on the Ministry of infrastructure and regional development.

to the Order of the Government of the Republic of Moldova of July 25, 2016 No. 913
This Technical regulation about the minimum requirements to deliveries of construction products partially shifts Regulations (EU) No. 305/2011 of the European Parliament and Council of March 9, 2011 about establishment of the harmonized conditions for distribution in the market of construction products and cancellation of the Directive of Council 89/106/CEE (CELEX: 32011R0305), published in the Official magazine of the European Union by L 88 of April 4, 2011, with the last amendments made by Regulations (EU) 2019/1020 European Parliament and Council of June 20, 2019.
1. The technical regulation about the minimum requirements to deliveries of construction products (further – the Technical regulation) establishes delivery conditions and placements in the market of construction products for the purpose of its use in case of realization of constructions which shall provide throughout all term of their existence maintenance of the fundamental requirements applicable to the constructions provided in Item 13, and use of marking of CE and SM applied on the corresponding products

Action of this Technical regulation extends to all economic operators (manufacturers, their authorized representatives, importers, distributors) and any other physical persons or legal entities which perform business activity make, deliver or place the construction products received from national or import production, bodies on estimates and checks of permanency of compliance of characteristics of quality of construction products which test in the market and will certify construction products, inspection bodies, and also investors, designers, contractors, owners and users of constructions which provide use of the corresponding products.
3. For the purposes of this provision the following terms are determined as follows:
1) the main characteristics – characteristics of construction products which belong to the fundamental requirements imposed to constructions;
2) fundamental requirements – requirements which belong to safety of constructions, especially in view of health and safety of persons involved in lifecycle of construction;
3) construction (construction construction) – the complex products (object) received as a result of production, assembly or installation of several products (materials, elements, the equipment, etc.), according to the project and the corresponding rules, by means of the installation and construction works performed by the stroiyotelny organization. The concept "construction" implies in general two categories of objects:
a) buildings;
b) preparatory work (civil appointment or engineering works).
The construction includes both parts and load-carrying structures, and the designs which are not bearing and also the related installations;
4) production supervision at the company – the documentary constant internal control of products exercised by the manufacturer based on the corresponding harmonized technical specifications
;5) technical assessment – documentary efficiency evaluation of products for construction concerning its main characteristics, according to the relevant document by assessment;
6) the market of products of construction appointment – all area of the relations covered by chain of raspreyodeleniye of products of construction appointment in the territory of the Republic of Moldova – from the responsible person for deliveries to the market to the final consumer, including construction objects;
7) construction products – any products or set made and delivered on the market for permanent application in construction work or their components which characteristics of quality exert impact on characteristics of quality of construction constructions concerning the fundamental requirements applied to construction constructions;
8) target use – role or function which products for satisfaction of fundamental requirements to construction constructions shall carry out;
9) characteristics of quality of construction products – the characteristics relating to the corresponding main characteristics of construction products, expressed in the level or class, or in the description;
