About some questions of the Department of Energy of the Republic of Kazakhstan

The government of the Republic of Kazakhstan DECIDES:

1. Rename Committee of ecological regulation, control and state inspection in oil and gas complex of the Department of Energy of the Republic of Kazakhstan into Committee of ecological regulation and control of the Department of Energy of the Republic of Kazakhstan.

2. Create territorial authorities of the Department of Energy of the Republic of Kazakhstan:

1) republican public institution "Western interregional management of the state inspection in oil and gas complex of the Department of Energy of the Republic of Kazakhstan";

2) republican public institution "Southern interregional management of the state inspection in oil and gas complex of the Department of Energy of the Republic of Kazakhstan".

3. Rename republican public institutions - territorial authorities of Committee of ecological regulation, control and the state inspection in oil and gas complex of the Department of Energy of the Republic of Kazakhstan according to appendix to this resolution.

4. Bring in the order of the Government of the Republic of Kazakhstan of September 19, 2014 No. 994 "Questions of the Department of Energy of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2014, Art. No. 55-56, 544) the following changes and amendments:

in Regulations on the Department of Energy of the Republic of Kazakhstan approved by the specified resolution:

"26-7) exercises the state control in the field of carrying out oil operations;";

58) to state the subitem in the following edition:

"58) exercises monitoring and control of accomplishment by subsoil users of conditions of contracts on hydrocarbonic raw materials, coal and uranium and production sharing agreements, including obligations according to local content in purchases of goods, works and services and to local content in personnel;";

add with subitems 66-1), 66-2), 66-3), 66-4) and 66-5) of the following content:

"66-1) exercises the state control of protection of subsoil;

66-2) issues the construction license or placement of sea construction;

66-3) issues permission to drilling of search, exploratory, operational well or other well to the sea;

66-4) accepts notifications on the beginning or the termination of activities for carrying out sea scientific research according to the procedure determined by the Law of the Republic of Kazakhstan of May 16, 2014 "About permissions and notifications";

66-5) issues permission to works on construction, installation or laying of oil and gas pipelines to the sea;";

add with subitems 77-1), 77-2) and 77-3) of the following content:

"77-1) keeps the register of wholesale suppliers of oil products and makes to it changes and additions;

77-2) accepts notifications on the beginning or the termination of the activities connected with the wholesale supplies of oil products, according to the procedure, determined by the Law of the Republic of Kazakhstan of May 16, 2014 "About permissions and notifications";

77-3) exercises the state control of production of separate types of oil products;";

add with subitem 78-1) of the following content:

"78-1) issues permissions to burning in torches of associated and (or) natural gas when testing object of wells, technologically inevitable combustion of gas in case of commissioning, operation, maintenance and repair work of processing equipment;";

add with subitem 79-1) of the following content:

"79-1) performs accreditation of the gas-network organizations;";

add with subitem 82-1) of the following content:

"82-1) exercises within the competence the state control of compliance with law of the Republic of Kazakhstan about the bulk distribution line;";

add with subitem 89-1) of the following content:

"89-1) exercises the state control in the sphere of gas and gas supply;";

subitems 9), of Item 17 to exclude 10), 11), 12), 14), 15), 16), 17), 18), 19), 20), 21), 22), 23), 24) and 25);

add with the Section "The List of Republican Public Institutions — the Territorial Authorities Which Are under Authority of the Department of Energy of the Republic of Kazakhstan" of the following content:
