About measures for further enhancement of special information portal of JSC Uzbek Republican Commodity and Raw Exchange and processes of implementation of the public and corporate procurements

For the purpose of increase in level of transparency and competition of the public and corporate procurements, the Cabinet of Ministers decides implementations in process of their implementation of modern information and communication technologies and the prevention of offenses in the course of purchases:

1. Determine that:

the conclusion of the agreement on the public and corporate procurements without preliminary placement of the announcement of their implementation on special information portal of JSC Uzbek Republican Commodity and Raw Exchange, except as specified, stipulated by the legislation is not allowed;

the conclusion of the contract on the public and corporate procurements with the suppliers entered in the register of unfair suppliers is forbidden;

the heads and officials responsible for the organization of the public and corporate procurements bear the personal responsibility for strict observance of requirements of the legislation on the public and corporate procurements.

2. To provide JSC Uzbek Republican Commodity and Raw Exchange together with the interested ministries and departments:

development and deployment since January 1, 2017 of the software module providing forming and provision in open entry to all users of special information portal of JSC Uzbek Republican Commodity and Raw Exchange of information on price level, developed by results of the exchange biddings, the public and corporate procurements;

implementation during 2017 of the National qualifier of goods (works and services) for needs of the public and corporate procurements, electronic commerce;
