Chapter 1. General provisions

Article 1. Purpose of this Law

The purpose of this Law is regulation of the relations in the field of creation and functioning of mail service.

Article 2. Legislation on mail service

The legislation on mail service consists of this Law and other acts of the legislation.

If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about mail service then are applied rules of the international treaty.

Article 3. Basic concepts

In this Law the following basic concepts are applied:

subscription mail cabinet - the special cabinet established on objects of mail service with the locked cells which are leased for certain term by addressees for receipt of written correspondence, periodic printing editions, notifications on receipt of mail, express departures and postal money transfers;

subscriber mail cabinet - established in the apartment house, and also on delivery section the special cabinet with the locked cells intended for delivery to addressees of written correspondence, periodic printing editions, notifications on receipt of mail, express departures and postal money transfers;

the addressee - legal entity or physical person to which mail, express departure, postal money transfer cable or other message is addressed;

written correspondence - simple, custom, with the announced value of the letter and parcel post, simple, custom postcards and sekogramma, and also small packets;

express departures - postcards, letters, parcels post, sending, printing editions which transfer is performed in the shortest possible time with delivery (delivery) from hand to hand;

objects of mail service - separate divisions of operators of mail service (post offices, nodes, departments, Items of mail service, and also other divisions);

the operator of mail service - the legal entity who is owning network of mail service on the property right or on the basis of other corporeal rights and having the right to rendering services of mail service as core activity;

provider of mail service - the legal entity rendering mail, courier services to users through networks of operators of mail service;

network of mail service - set of objects of mail service and mail routes;

services of mail service - activities of the operator or provider of mail service for rendering mail and courier services;

the user of services of mail service (user) - the legal entity or physical person which is the consumer of services of mail service;

mailings - the addressed written correspondence, sending and printing editions in the corresponding packaging;

the state signs of mail payment - the stamps and prints of franking machines applied on mailings for payment confirmation of services of mail service;

mail services - activities of the operator or provider of mail service for transfer and delivery (delivery) of mailings, and also postal money transfers;

mailbox - the special locked box of the national operator of mail service of the established form and the size intended for collection of the directed non-registered letters and postcards;

postal money transfer - service of the operator or provider of mail service in transfer and delivery (delivery) of money with use of networks of mail service and telecommunications;

sekogramma - written correspondence, printing editions for blind people, cliche with signs of system of the letter for blind people who move in open form, and also the sound records and special paper intended for blind people, sent through networks of mail service by organizations for blind people;

universal services - the mail services rendered to users within the Republic of Uzbekistan for reasonable prices and conforming to the established requirements of their quality;

the franking machine - the machine intended for drawing on written correspondence of prints of the cliche confirming fee of mail service, date of acceptance to given correspondence and other information;

departures with the announced value - mail and express departures which cost of attachment is announced by the user in case of their departure.

Article 4. The basic principles in the field of mail service

The basic principles in the field of mail service are:

availability of services of mail service to all users;

unity of standards, regulations and rules;

observance of the rights and legitimate interests of users;

observance of mystery of correspondence, mail and express departures;

freedom of transit of mail and express departures.

Chapter 2. State regulation and management in the field of mail service

Article 5. State regulation in the field of mail service

State regulation in the field of mail service is performed by forming of scientific and technical policy, licensing, certification, and also other means, stipulated by the legislation.

Article 6. Specially authorized body in the field of mail service

Public administration in the field of mail service is exercised of specially authorized Cabinet of Ministers of the Republic of Uzbekistan body (further - specially authorized body).

Specially authorized body:

creates state programs of development of mail service and will organize their realization;

approves Rules of rendering services of mail service;

approves samples of the state signs of mail payment and establishes procedure for the edition of stamps, their introductions in the address and withdrawals from it;

creates the state collection of the state signs of mail payment;

approves rates for universal services;

coordinates activities of operators and providers of mail service concerning development of networks and services of mail service, ensuring mail and information security;
