1. Approve the Procedure and requirements of connection to networks of electric communication and rendering services, related it (is applied).

2. To the communication service under the Government of the Republic of Tajikistan:

- bring the regulatory legal acts into accord with this resolution;

- provide execution of this Procedure by state bodies and users of services of electric communication.

3. To the communication service under the Government of the Republic of Tajikistan to take measures till February 15, 2024 for registration addressed to one person no more than two sim cards in all operators of services of electric communication and re-registration of sim cards of persons which do not have the passport of the citizen of the Republic of Tajikistan of sample of 2014.

1. General provisions

The procedure and requirements of connection to networks of electric communication and rendering services, related (further - the Procedure) is developed according to article 6 of the Law of the Republic of Tajikistan "About electric communication" for the purpose of replenishment of balance of users of mobile communication money and regulations of connection to networks of electric communication.

2. Observance of requirements of this Procedure is obligatory state bodies, officials, physical persons and legal entities, irrespective of patterns of ownership.

7. Connection of subscribers to network of electric communication in case of provision of services of mobile communication without sim cards, connection of subscribers to local communication network and Internet services is performed with observance of requirements of this Procedure.

Purchase and sale of sim cards and connection of subscribers to network of electric communication in the presence of the passport of the citizen of the Republic of Tajikistan of sample of 2014 or promotional documents of the legal entity which are considered invalid or not having record about registration of the location of the legal entity is forbidden.

9. Purchase and sale of sim cards and connection of the foreign citizens, stateless persons and refugees who are constantly living in the territory of the Republic of Tajikistan to network of electric communication is drawn up on presentation of the residence permit for the foreign citizen in the Republic of Tajikistan, the residence permit of the stateless person in the Republic of Tajikistan or certificates of the refugee.

Connection of the foreign citizens and stateless persons who are temporarily living in the territory of the Republic of Tajikistan is performed based on the relevant document proving the identity and their legal stay in the territory of the Republic of Tajikistan for permissions of stay - according to visa term, for persons who are temporarily living in the territory of the Republic of Tajikistan in visa-free procedure - effective period of registration and to persons having the right of temporary residence without registration - for this term.

10. The authorized state body in the field of electric communication creates single base of sim cards and saves the corresponding information about the client in this base.

11. The re-registration of sim cards is supplementary procedure of the registration of sim cards performed for the purpose of ensuring the correct connection, check and control of their use.

12. The re-registration of the sim cards issued to clients for use to the introduction in action of this Procedure is performed by operators of services of electric communication which state control is provided with authorized state body in the field of electric communication.

13. For the purpose of implementation of re-registration of sim cards:

a) the authorized state body in the field of electric communication shall:

- exercise control of ensuring fulfillment of requirements of this Procedure;

- control accomplishment of process of re-registration;

- analyze the submitted reports of operators of services of electric communication;

- submit reports to the Government of the Republic of Tajikistan;

- in 1 month prior to the beginning of re-registration to inform the companies, public institutions, the organizations and citizens through mass media;

b) operators of services of electric communication shall:

- stop rendering services in the course of re-registration of those sim cards which are used without observance of requirements of this Procedure;
