No. 50-52, 336), with subsequent changes and amendments, the Labor code of the Republic of Moldova No. 154-XV of March 28, 2003 (The official monitor of the Republic of Moldova, 2003, Art. No. 159-162, 648), with subsequent changes and amendments, the Law No. 264-XVI of October 27, 2005 on profession of a physician (The official monitor of the Republic of Moldova, 2005, No. 172-175, the Art. 839), with subsequent changes and amendments, the Government DECIDES:

1. Approve Regulations on compensation of employees of the public medical and sanitary organizations included in system of compulsory medical insurance according to appendix No. 1.

2. To the Ministry of Health, work and social protection within a month from Date of Introduction in operation of this resolution:

develop and approve Standard indicators of individual professional achievements by types of medical care;

provide offers on reduction of the existing regulations to compliance with this resolution.

3. The monthly official pay rates provided in appendices No. 1 and 3 to the Provision specified in Item 1, are reviewed annually, depending on the available financial resources for the corresponding year in the funds of compulsory medical insurance intended for payment of medical services.

4. To cover the expenses connected with enforcement of this resolution within the means contracted with the National company of medical insurance and from other sources of the income of public medical and sanitary organizations.

5. Recognize invalid some orders of the Government, according to appendix No. 2.

6. Requirements of the approved Provision become effective on July 1, 2016.

Regulations on compensation of employees of the public medical and sanitary organizations included in system of compulsory medical insurance

Chapter I. General provisions

1. The regulations on compensation of employees of the public medical and sanitary organizations included in system of compulsory medical insurance (further – the Provision), are developed based on the Law No. 411-XIII of March 28, 1995 on health protection, the Law No. 847-XV of February 14, 2002 on compensation, the Labor Code of the Republic of Moldova No. 154-XV of March 28, 2003, the Law No. 264-XVI of October 27, 2005 on profession of a physician.

2. This Provision determines method, the size and payment terms of work of employees of medical and sanitary organizations, the staff of clinical departments of the State university of medicine and pharmacy of Nicolae Testemitsan depending on responsibility and complexity of tasks, amount and quality of work, professional skills, professional risk and level of achievement of performance indicators.

3. This Provision is aimed at providing role of the salary as main source of the income and also as work encouragement forms.

4. The work payment terms established in this Provision are obligatory for all public medical and sanitary organizations included in system of compulsory medical insurance.
