About approval of the Concept of development of the jewelry industry of the Kyrgyz Republic till 2018

For the purpose of taking measures, the favorable conditions directed to forming for development and increase in competitiveness of the companies of jewelry industry, requirements satisfaction of the domestic market, increase in export of jewelry products and creation of workplaces, "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides program implementations of the Government of the Kyrgyz Republic "Trust and unity" approved by the resolution of Jogorku Kenesh of the Kyrgyz Republic of April 13, 2016 No. 438-VI according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic:

1. Approve:

- The concept of development of the jewelry industry of the Kyrgyz Republic till 2018 (further - the Concept) according to appendix 1;

- The actions plan on implementation of the Concept of development of the jewelry industry of the Kyrgyz Republic till 2018 (further - the Actions plan) according to appendix 2.

2. To the ministries and administrative departments responsible for implementation of the Actions plan to provide its execution and quarterly, no later than the 15th following the accounting period, to provide the relevant information in the Ministry of Economics of the Kyrgyz Republic.

3. To the Ministry of Economics of the Kyrgyz Republic:

- together with the Ministry of Finance of the Kyrgyz Republic to take the necessary measures following from this resolution;

- following the results of every quarter, no later than the 25th following the accounting period to provide information on the course of accomplishment of the Actions plan in Government office of the Kyrgyz Republic.

4. To impose control of execution of this resolution on department of the industry, fuel and energy complex and subsurface use of Government office of the Kyrgyz Republic.

5. This resolution becomes effective after ten days from the date of official publication.

The concept of development of the jewelry industry of the Kyrgyz Republic till 2018

1. Current state of the jewelry industry of the Kyrgyz Republic

In the Kyrgyz Republic there are now about 255 gold deposits which general inventories constitute 2 thousand 149 tons. The main part of gold is got on the mountain mine Kumtor which takes the 3rd place on gold mining in the Commonwealth of Independent States and the 22nd place in the world. In recent years gold mining steadily remains at the level of 18-20 tons of gold a year.

Dynamic development and raising of jewelry industry of the Kyrgyz Republic were noted during the period from 1998 to 2009.

Within the last seven years output gap of jewelry from precious metals of national production, and, respectively, significant growth in import of jewelry is observed. According to official figures the State Customs Service under the Government of the Kyrgyz Republic, the production volume of the Kyrgyz jewelry from gold made:

Apparently from the table, production of jewelry from silver of national production in 2015 in comparison with 2009 fell in time 2,2, at the same time import of jewelry for the same period grew from silver by 28 times. Production volumes of jewelry from gold of national production in 2015 in comparison with 2009 fell in 2,9 of times while import of jewelry these years grew from gold by 50 times.

Increase in import led to sharp reducing export and replacement from the market of jewelry of domestic manufacturers that created loss threat in the future to the jewelry industry in general.

Nedopostupleniye of charges for approbation and branding in 2013 by average calculations constitutes more than 36 million som, without other indirect taxes.

Export of domestic jewelry production constitutes less than 5% of total amount of the made products. In shadow turnover this indicator is much higher.

According to official figures Department of precious metals under the Ministry of Finance of the Kyrgyz Republic, in 2015 the jewelry industry of the Kyrgyz Republic was represented by 594 subjects of entrepreneurship, including 156 legal entities and 438 physical persons, 14 specialized jewelry stores, more than 1500 people occupied in production and trade in jewelry.
