In pursuance of provisions of the Law on mobilization preparation and mobilization N 1192-XV of July 4, 2002. 1. Approve Regulations on booking on place of employment it (is applied).

2. To the ministries, the central administrative authorities, bodies of local public authority, public institutions and economic agents, irrespective of property type, having mobilization task according to the mobilization plan of national economy to provide booking on place of employment of specialists (persons liable for call-up) for the purpose of optimum performance of national economy for mobilization and on wartime.

3. Provide to the Ministry of Defence constant control behind respecting the rule of law of booking on place of employment of specialists for needs of national economy.

Regulations on booking on place of employment

1. This provision regulates obligations of the ministries, central administrative authorities, military administrative authorities, services of economic mobilization, public organizations and economic organization and implementation of actions agents in the field of booking of reservists on place of employment and includes the Instruction about procedure for creation of works for booking on place of employment of the reservists strictly necessary for expansion of social and economic activities for mobilization and on wartime (further - the instruction) (is applied).

2. Booking on place of employment represents set of the actions developed by bodies of public management, public organizations and economic agents according to the tasks established in the mobilization plan of national economy (further - the mobilization plan).

3. Providing national economy with necessary labor power for mobilization and on wartime is performed by use of personnel from among not persons liable for call-up of citizens and booking on place of employment of specialists, persons liable for call-up of citizens (reservists) strictly necessary for expansion of activities of the ministries, central administrative authorities, public organizations and economic agents.

4. Establishment of number and structure of the personnel necessary for realization of all amount of the actions provided by the mobilization plan is performed from among the working not persons liable for call-up of citizens and reservists so that these actions were carried out is integrated. In case of not covering of manpower requirement personnel from among not persons liable for call-up of citizens of the ministry, the central administrative authorities, organizations and economic agents shall within 60 days from approval date of the mobilization plan to draw up the request for booking on place of employment (the appendix N1 to the instruction) for completing of states by the reservists strictly necessary for expansion of activities for mobilization and on wartime.

5. Are subject to booking on place of employment:

a) the reservists holding elective offices - for stay in position;

b) highly qualified specialists;

c) the leading and executive personnel strictly necessary for activities expansion;

d) the citizens (men) from city and rural settlements who are owning agricultural holdings, growing up and containing agricultural products or going in for livestock production, signed delivery agreements of products according to the mobilization plan.

6. Professional drivers and tractor operators can be armored on place of employment (stay on the special registry) only after accomplishment (execution) of job specifications on completion of Armed forces according to mobilization task.

7. Requests for booking on place of employment are approved by the military centers and services for economic mobilization and transferred to bodies from which received mobilization task. The generalized request for booking on place of employment (the appendix N 4 to the instruction) is transferred to the Ministry of Economics for review then affirms General staff of National army.

8. In case of approval of number of the reservists who are subject to booking on place of employment it is necessary to observe priority of completion of Armed forces by staff for the announcement of mobilization. In case of booking on place of employment for needs of national economy of the reservist consisting in active reserve it is transferred to passive reserve. The general staff of National army can cancel initial this approval, except cases when the failure to provide the requested personnel leads to activities stop with negative consequences for completion of Armed forces, for the environment, life or health of the population and animals.

9. For accounting of reservists and accomplishment of obligations in the field of booking on place of employment the head of organization or the economic agent shall approve organizational structure and designate person responsible for this area. Training of heads of public organizations and economic agents the, and also persons responsible for military accounting of reservists and their booking for place of employment (in the field of military accounting and booking of reservists), will be organized by the head of local public authority of the second level and the head of autonomous territorial education with the special status.

10. Creation and refining of works on booking of reservists on place of employment are performed according to the instruction.

11. From approval date General staff of National army of the generalized request for booking on place of employment heads of public organizations and economic agents represent to 60-day time to the military centers the list of names of the employed reservists staying on the military registry in the military center offered for booking on place of employment (the appendix N 3 to the instruction), in duplicate for their transfer in card-index of special accounting (armored on place of employment).
