About approval of Technical regulations in the field of the strengthened qualified digital signature

(as amended on 29-06-2022)

Based on the item d) h. (1) Art. 36 of the Law No. 91 of 29.05.2014 on the digital signature and the electronic document (The official monitor of the Republic of Moldova, 2014, 397) I ORDER to Art. No. 174-177,:

1. Approve Technical regulations in the sphere of the strengthened qualified digital signature (are applied).

2. Recognize invalid:

1) the Order of the director of Service of information and safety of the Republic of Moldova No. 64 of 7.12.2006 "About approval of Technical regulations in the sphere of the digital signature" (The official monitor of the Republic of Moldova, 2007, No. 112-116, the Art. 481);

2) the Order of the Director of Service of information and safety of the Republic of Moldova No. 32 of 23.06.2010 "About modification and amendments in the Order of the Director of Service of information and safety No. 64 of 7.12.2006" (The official monitor of the Republic of Moldova, 2010 No. 110-113, of the Art. 390).

3. To impose control of execution of this order on the deputy director of Service of information and safety of the Republic of Moldova mister Alexandrou Baltagou.

4. This order becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Technical regulations in the field of the strengthened qualified digital signature

I. General provisions

1. These Technical regulations are developed according to the Law No. 91 of 29.05.2014 on the digital signature and the electronic document and establish regulations and requirements of compliance to standards and recommendations in the field of the strengthened qualified digital signature, the principles of forming of infrastructure of open keys, creations and managements of the closed, open keys and certificates of open keys, creations and verifications of the strengthened qualified digital signature and fixation of time.

2. These Technical regulations are the regulating document in the field of the strengthened qualified digital signature and are obligatory for accredited suppliers of certified services in scope of the strengthened qualified digital signature, and also for users of the strengthened qualified digital signature.

3. The following concepts and reducings are hereunder used:

the status of the certificate – condition of the certificate of open key at a given time. The status of the certificate is determined by the certificate revocation list;

hashing function – cryptographic function which answers the following conditions: function is unidirectional and has high algorithmic complexity for finding of collisions;

fixation of time – the procedure performed by way of addition to the electronic document of tag of time so that to exclude possibility of change of the document with preserving time tag added earlier;

CWA (CEN Workshop agreement) – Agreement of working group of the European committee on standardization. Help texts are published on the website www.cenorm.be;

EAL (Evaluation Assurance Level) – Level of assessment and providing, the numerical level appointed after the termination of assessment according to general criterions of check of safety (Common Criteria security evaluation). Help texts are published on the website www.commoncriteriaportal.org;
