1. Approve the enclosed Rules of appointment (including it is temporary) to positions of the corresponding list of the military personnel of subordinate structure, persons liable for call-up of the corresponding structure or faces of civil personnel.

2. To the head of the department of personnel of the Ministry of Defence of the Republic of Kazakhstan:

1) in the procedure established by the legislation to send this order to the Ministry of Justice of the Republic of Kazakhstan for state registration;

2) after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan to direct it to the copy in printing and electronic types to official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican center of legal information for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;

The order to place 3) after official publication on Internet resource of the Ministry of Defence of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan to provide to Legal department of the Ministry of Defence of the Republic of Kazakhstan data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of the order on the deputy defense secretary major general Mukhtarov T. S.

4. The order becomes effective on the expiration of ten calendar days after day of its first official publication.

Rules of appointment (including it is temporary) to positions of the corresponding list of the military personnel of subordinate structure, persons liable for call-up of the corresponding structure or faces of civil personnel

1. General provisions

1. These rules determine procedure for completing of military positions of the corresponding structure by the military personnel of subordinate structure, persons liable for call-up of the corresponding structure or faces of civil personnel (further - Rules).

2. In these rules the following basic concepts are used:

positions of the corresponding structure - officers position;

military personnel of the corresponding structure is the military personnel of officers;

military personnel of subordinate structure is the military personnel of lists of soldiers (sailors), sergeants (foremen);

persons liable for call-up of the corresponding structure are reserve officers;

civil personnel - the citizens of the Republic of Kazakhstan who are in public service or consisting in employment relationships in Armed Forces.

2. Procedure for appointment to positions of the corresponding list of the military personnel of subordinate structure

In case of impossibility of appointment to military positions of officers of the military personnel of the corresponding structure, on them contract servicemen of subordinate structure, are appointed only to the vacancies with regular and official category "senior lieutenant" - "captain" which are passing military service and having period of service in Armed Forces of the Republic of Kazakhstan at least 5 years continuously, the higher education and specialty, related on profile of the corresponding military specialty. In case of appointment to positions with regular and official category "captain" the condition is complied that they will not be is subordinate by officers.

4. Appointment of the military personnel of subordinate structure to officers positions on specialties is made by the order of the Minister of Defence of the Republic of Kazakhstan once a year (in August - September) after distribution of graduates of military schools.

5. The contract servicemen of subordinate structure provided to appointment to the positions which are subject to completing by officers before appointment to positions undergo physical examination regarding the validity to military service, pass tests and testing under military educational institution or training center in objects:

1) tactical preparation;

2) special preparation;

3) fire preparation;

4) drill;

5) all-army regulations;

6) physical training.

Besides, the military personnel hands over psychological testing.

6. The personnel department of the Ministry of Defence of the Republic of Kazakhstan proceeding from need of Armed Forces of the Republic of Kazakhstan represents once a year to the Minister of Defence of the Republic of Kazakhstan the draft of the legal act about the organization and holding actions for tests and testings by the military personnel of subordinate structure provided to appointment to officers positions.

The organization and carrying out acceptance of offsettings and testings are held:

1) Department of combat training of the General Staff of Armed Forces of the Republic of Kazakhstan - tactical, special, fire, drill and all-army regulations;

2) Department of educational and ideological work of the General Staff of Armed Forces of the Republic of Kazakhstan - psychological testing;

3) Sports committee - Central Sports Club of Army of the Ministry of Defence of the Republic of Kazakhstan - physical training;

4) the Head military-medical department of Armed Forces of the Republic of Kazakhstan - physical examination.

The commission chairman on acceptance of offsettings and testings is appointed from among deputy chief of the General Staff of Armed Forces of the Republic of Kazakhstan.

Following the results of tests and testing the protocol with appendix of valuation sheets, results of psychological testing which in ten-day time goes to Personnel department of the Ministry of Defence of the Republic of Kazakhstan is constituted.
