1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in printing and electronic type on official publication in periodic printing editions and information system of law of Ad_let within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan, and also in the Republican center of legal information within five working days from the date of receipt of the registered order for inclusion in reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Certification of the Identity of the Seaman of the Republic of Kazakhstan"

Chapter 1. General provisions

1. The state service "Certification of the Identity of the Seaman of the Republic of Kazakhstan" (further - the state service).

2. The standard of the state service is developed by the Ministry for Investments and Development of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears territorial authorities of Committee of transport of the Ministry - Sea port administration (further - the service provider).

Reception of an application and issue of result of rendering the state service is performed through office of the service provider.

Chapter 2. Procedure for rendering the state service 

4. Term of rendering the state service:

1) from the moment of delivery of packet of necessary documents uslugopoluchatel to the service provider – 13 (thirteen) working days;

2) the most allowed time of expectation for delivery of necessary documents - 15 (fifteen) minutes;

3) the most allowed time of servicing of uslugopoluchatel - 30 (thirty) minutes.

5. Form of rendering the state service: paper.

6. Result of rendering the state service - the identity certificate of the seaman of the Republic of Kazakhstan (further - ULM).

Form of provision of result of rendering the state service: paper.

7. The state service is rendered to physical persons (further - uslugopoluchatel) on paid basis. For rendering the state service the state fee which according to article 540 of the Code of the Republic of Kazakhstan of December 10, 2008 "About taxes and other obligatory payments in the budget" (Tax code) constitutes for issue of ULM 500 (five hundred) percent from the size of the monthly settlement indicator established on the date of payment of the state fee is collected.

Payment is performed in cash or non-cash form through the banks of the second level and the organization performing separate types of banking activities.

8. The working schedule of the service provider - Monday through Friday from 9-00 till 18-30 o'clock with lunch break from 13-00 till 14-30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan.

for citizens of the Republic of Kazakhstan - the identity document of the citizen of the Republic of Kazakhstan; for the citizens of the Republic of Kazakhstan who are constantly living abroad, the passport of the citizen of the Republic of Kazakhstan with mark about statement on consular accounting in foreign institutions of the Republic of Kazakhstan;

for the foreign citizens who are constantly living in the territory of the Republic of Kazakhstan - the residence permit of the foreigner in the Republic of Kazakhstan and the identity document of uslugopoluchatel issued by the state of nationality (citizenship), recognized as the identity certificate according to the legislation of the Republic of Kazakhstan;

for the persons without citizenship who are constantly living in the territory of the Republic of Kazakhstan - certificates of the stateless person;
