Based on part three of article 20 of the Law of the Republic of Belarus of January 5, 2016 "About industrial safety" the Ministry of Defence of the Republic of Belarus DECIDES:
1. Approve the enclosed Rules on ensuring industrial safety concerning hazardous production facilities and (or) potentially dangerous objects, productions and the related types of activity having specifics of military application.
2. This resolution becomes effective since July 15, 2016.

1. In these rules the relations connected with ensuring industrial safety of the hazardous production facilities and (or) potentially dangerous objects having specifics of military application and belonging to Armed Forces of the Republic of Belarus and transport troops of the Republic of Belarus (further - Armed Forces) are determined, when implementing activities in the field of industrial safety - their designing, production, construction, reconstruction, upgrade, acceptance, commissioning, installation, adjustment, servicing, repair, technical diagnosing, engineering certification, testing, operation, technical retrofitting, preservation, liquidation, temporary suspension, conclusion from operation, including in case of production, reconstruction, upgrade, installation, adjustment, servicing, repair, technical diagnosing, engineering certification, testing of technical devices (further, unless otherwise specified, - activities in the field of industrial safety), and also actions of officials of Armed Forces in case of accidents and incidents, other relations in the field of industrial safety in Armed Forces.
The requirements containing in Chapters 2-4 of these rules extend to activities for production and storage of the explosives and products containing them, except for industrial explosives, performed by legal entities irrespective of patterns of ownership and departmental accessory (further - legal entities).
The requirements containing in Chapters 2, of 3 these rules extend to the activities of legal entities connected with designing and construction of the hazardous production facilities belonging to Armed Forces, and also objects of production and storage of the explosives and products containing them except for of industrial explosives, legal entities.
2. The purpose of these rules is creation organizational and the normative legal basis of ensuring the industrial safety of the hazardous production facilities and potentially dangerous objects having specifics of military application and belonging to Armed Forces (further - hazardous production facilities and (or) potentially dangerous objects), directed to prevention and (or) minimization of effects of accidents, incidents taking into account individual risk for the life and human health participating in processes of operation of hazardous production facilities and (or) potentially dangerous objects.
3. For prevention and (or) minimization of effects of accidents, incidents on hazardous production facilities and potentially dangerous objects taking into account possible risk for life and (or) human health in use of the above-stated objects shall be fulfilled the requirements of industrial safety stated in these rules and also the requirements of industrial safety stated in regulatory legal acts and the requirements, obligatory for accomplishment, stated in technical regulatory legal acts of the Republic of Belarus (further - the NPA, TNPA).
4. In these rules terms and their determinations in the values established by the Law of the Republic of Belarus of January 5, 2016 "About industrial safety" are applied (The national legal Internet portal of the Republic of Belarus, 14.01. 2016, 2/2352) (further - the Law), and also the following terms and their determinations:
cylinder - the vessel having one or two mouths for installation of gates, flanges or unions, intended for transportation, storage and uses compressed liquefied or dissolved under pressure of gases;
pressure chamber - vessel in which the lowered and (or) elevated pressure is created, equipped with devices and the equipment in which accommodation of people is possible;
commissioning of hazardous production facility and (or) potentially dangerous object - documentary drawn up complex of actions for fixation of readiness of hazardous production facility and (or) potentially dangerous object to proper use;
departmental part of the state register - the single databank containing data on hazardous production facilities which are operated in Armed Forces;
the owner of hazardous production facility and (or) potentially dangerous object - connection, military unit, military educational institution, the organization of Armed Forces (further - military unit) under which authority the hazardous production facility and (or) potentially dangerous object, or the legal entities performing works in Armed Forces using potentially dangerous object is;
modification of the state register - change in single databank of the state register according to the changed data on hazardous production facility, military unit;
the state register of hazardous production facilities - the single databank containing data on hazardous production facilities which are operated in military units, other organizations and individual entrepreneurs in the territory of the Republic of Belarus;
the hoisting crane - the hoisting machine intended for lifting and moving in space of the load suspended with use of hook or withheld by other load gripping body;
the hoisting machine - the technical device of cycling action for lifting and moving load;
the military hoisting machine - the technical device of cycling action for lifting and moving load established on arms, the military and special equipment (further - VVST) or intended for their servicing;
the customer - structural division of the Ministry of Defence, the General Staff of Armed Forces, command of the Air Force and troops of air defense, command of forces of special transactions of Armed Forces, Department of transport service of the Ministry of Defence, military unit for the benefit of which development, designing, construction, upgrade, repair of hazardous production facility and (or) potentially dangerous object, purchase (delivery) of potentially dangerous object are performed;
the manufacturer - the legal entity performing development of production and release of potentially dangerous object, the technical device or arms;
identification of hazardous production facility - reference of object to category of hazardous production facility and determination of its type according to the Law;
criteria of danger - boundary parameters in which objects are referred to category dangerous, certain type;
upgrade of hazardous production facility and (or) potentially dangerous object - set of works on enhancement of hazardous production facility and (or) potentially dangerous object by means of replacement of structural elements and systems on better for the purpose of increase in its technological level and economic characteristics;
the appointed resource of potentially dangerous object - total settlement operating time in case of which achievement operation of potentially dangerous object shall be stopped irrespective of its technical condition;
the appointed service life of potentially dangerous object - the calendar duration of operation in case of which achievement operation of potentially dangerous object shall be stopped irrespective of its technical condition;
inspection of potentially dangerous object (the technical device) - complex of actions for determination of compliance of potentially dangerous object (the technical device) to requirements of industrial safety and operational reliability, and also assessment of its technical condition and working capacity;
state supervision body in the field of industrial safety in Armed Forces (further - state supervision body) - management of the state supervision;
production supervision - control over the implementation of the requirements stated in the NPA, TNPA in the field of industrial safety performed by forces of the owner of hazardous production facility and (or) potentially dangerous object;
developer - the legal entity performing development of design, operational and repair documentation on hazardous production facility and (or) potentially dangerous object or on VVST which part potentially dangerous object is;
permission to the right of performance of works (rendering the services) connected with potentially dangerous objects - the document issued in the main military inspection of Armed Forces (further - the main military inspection) according to the legislation of the Republic of Belarus on ministerial procedures;
registration of hazardous production facility of Armed Forces - entering of data into the departmental Section of the state register of hazardous production facilities;
reconstruction of hazardous production facility and (or) potentially dangerous object - set of works on complete or partial re-equipment or reorganization of hazardous production facility and (or) potentially dangerous object, to change and if necessary amendment of its technological scheme with replacement of obsolete and physically worn-out parts for receipt of higher qualitative and quantitative indices of hazardous production facility and (or) potentially dangerous object;
the specialized organization - the organization having permission (license) of Department on supervision of safe operation in the industry of the Ministry of Emergency Situations of the Republic of Belarus (further - the Gospromnadzor) and (or) permission of the main military inspection to the right of implementation of activities in the field of industrial safety which one or several types of the performed works enter (designing, production, reconstruction, upgrade, installation, technical diagnosing, repair, adjustment of potentially dangerous objects), at which these types of the performed works constitute the main amount;
means of engineering certification of potentially dangerous objects - the means intended for assessment of condition of technical safety when carrying out engineering certification of potentially dangerous objects;
technicians - persons occupied with operation of potentially dangerous objects: crane operators (drivers) and their assistants, operators (number of calculations) of the modernized (unified) portable towers 40B6, 40B6M, 40V6MD loading (transport loading) machines 5T99M, 9T31M 1, 9T244, 9T 218, V-200 TZM and other, hoisting cranes 9T317 of puskozaryazhayushchy installations 9A84, 9A85 of surface-to-air missile missile systems, slingers, scaffold workers, zatsepshchik, elevator operators, operators of boiler rooms, drivers (firemen) of boiler rooms, bureaucrats of chemical water purification, drivers-paroprovodchiki (paroprovodchik), operators (firemen) of the coppers established on military equipment, electricians, testers of cylinders, kompressorshchiki-zaryadchik, drivers-operators (operators) of compressor installations, kompressorshchik of pressures chamber, mechanics, electric and gas welders and others;
type of hazardous production facility - the characteristic of hazardous production facility showing degree of danger of object;
requirements of industrial safety - the conditions, prohibitions, restrictions and other requirements, obligatory for accomplishment, containing in the Law, acts of the President of the Republic of Belarus, other acts of the legislation, international treaties of the Republic of Belarus, technical regulations of the Customs union, and also in the technical regulations of the Eurasian Economic Union and other acts constituting the right of the Eurasian Economic Union, these rules which observance ensures industrial safety;
emergency situation - the situation which developed as a result of accident, catastrophic crash, natural or other disaster which entailed or can entail the human victims, harm to human health or the environment, considerable material losses and violation of conditions of life activity of people;
operation of potentially dangerous object - stage of lifecycle of potentially dangerous object in the period of which its quality is implemented, supported and recovered. Except proper use it includes transportation, storage, maintenance, diagnosing and repair in the conditions of military unit.
5. Departures from the requirements stated in the NPA, TNPA in the field of industrial safety, and also in these rules, concerning hazardous production facilities, can be allowed according to the procedure, established in Chapter 3 of these rules.
6. Designing and construction of the hazardous production facilities belonging to Armed Forces, and also the legal entities specified in part two of Item 1 of these rules are performed according to the requirements stated in the state construction regulations and rules, the NPA, TNPA and these rules.
7. Construction, reconstruction, capital repairs, improvement of hazardous production facility are performed according to the approved project documentation developed according to the requirements established in the NPA, TNPA.
8. In appropriate sections of the project documentation at all design stages requirements are considered and actions for ensuring industrial safety, the prevention of accidents and localization of their effects with necessary reasons and calculations are provided.
9. When designing hazardous production facilities quality control of the project documentation and designer's service of observance of project decisions in the course of construction of hazardous production facilities are provided.
10. Actions for the prevention of accidents and localization of their effects both on the hazardous production facility, and as a result of accidents on other objects around placement of projectible hazardous production facility are provided in the project documentation.
11. In case of development of actions for the prevention of accidents and localization of their effects danger sources, risk factors, conditions of emergence of accidents and their scenarios, number and accommodation of personnel of hazardous production facility are considered.
12. On preservation or liquidation of hazardous production facility actions for the prevention of accidents, localizations and liquidations of their effects both in the course of preservation or liquidation of hazardous production facility, and after their completion are provided in the project documentation.
13. If during the designing, operation, capital repairs, preservation and liquidation of hazardous production facility departure from the requirements of industrial safety established in the NPA, TNPA in the field of industrial safety is necessary, or the available requirements are not enough or they are not established, person performing preparation of the project documentation on construction, reconstruction, capital repairs of hazardous production facility can establish additional requirements of industrial safety to its operation, capital repairs, preservation and liquidation. On these requirements their reasons are developed. Reasons for additional requirements of safety for hazardous production facility, and also the changes brought in them are subject to approval in management of the state supervision. Application of such reasons without positive corresponding approval in management of the state supervision is not allowed.
14. Reasons for safety shall contain:
data on results of risk assessment of accident on hazardous production facility and the related threat;
conditions of safe operation of hazardous production facility;
requirements to operation, capital repairs, preservation and liquidation of hazardous production facility.
15. Reasons for safety shall include the following structural elements:
title page;
table of contents;
Section 1. "General information";
Section 2. "Results of risk assessment of accident on hazardous production facility and the related threat";
Section 3. "Conditions of safe operation of hazardous production facility";
Section 4. "Requirements to operation, capital repairs, preservation and liquidation of hazardous production facility".
16. Section 3. "The condition of safe operation of hazardous production facility" does not join in the reasons for safety establishing requirements of industrial safety to capital repairs, preservation or liquidation of hazardous production facility.
17. The developer according to the specification can include other structural elements in structure of reasons for safety.
18. On the title page data on hazardous production facility, the organization exploiting him, the developer of reasons for safety and person who approved reasons for safety shall be specified.
19. Section 1. Shall contain "general information":
name and place of dislocation of hazardous production facility;
information about the customer (builder), general project organization, developer of reasons for safety;
scope;
terms and their determinations;
the description of hazardous production facility, conditions of its construction and operation, including general characteristic of engineering procedures and the description of the decisions aimed at providing its safety;
the list of departures from the requirements stated in the NPA, TNPA in the field of industrial safety containing reasons for their need and sufficiency of the taken measures, and also the list of actions for compensation of these departures for this hazardous production facility.
20. Section 2. "And the related threat" shall contain results of risk assessment of accident on hazardous production facility:
the description of methodology of the analysis of dangers, risk assessments of accident and the related threat, initial assumptions for carrying out risk analysis of accident and the related threat;
description of method of the analysis of conditions of safe operation;
basic data and their sources, including data on accident rate and reliability;
the analysis of dangers of variation of technological parameters from procedural;
results of identification of danger, including the analysis of dangers of variation of technological parameters from procedural;
results of risk assessment of accident and related threat;
the list of the most significant risk factors of accident on hazardous production facility and the related threat taking into account specifics of specific hazardous production facility.
21. Section 3. Shall contain "Conditions of safe operation of hazardous production facility":
data on the modes of normal operation of hazardous production facility with indication of limiting parameter values of operation;
the list of organizational and technical security measures (safety barriers), including data on technological protection, blocking, automatic regulators with operation installations;
the list of systems of antiemergency automatic protection and parameters controlled by them, installations of operation of systems of antiemergency automatic protection;
requirements to qualification of workers of the subject of industrial safety;
determination of set of parameters and choice of the main indicators of safe operation of hazardous production facility;
assessment of values of the chosen indicators before departure from the requirements of industrial safety established in the NPA, TNPA;
comparison of values of the chosen indicators of safe operation of hazardous production facility with criteria of ensuring safe operation in case of departure from the requirements established in the NPA, TNPA in the field of industrial safety;
reasons for the decision on safe operation of hazardous production facility.
22. Section 4. Shall contain "Requirements to operation, capital repairs, preservation and liquidation of hazardous production facility":
the requirements of industrial safety connected with departures from the NPA, TNPA;
the list and reasons for the actions compensating departures from the NPA, TNPA.
23. Reasons for safety are developed according to the specification by person performing preparation of the project documentation on construction, reconstruction, capital repairs of hazardous production facility.
In the specification shall be specified:
information about the customer (builder), general project organization, developer of reasons for safety;
the list of departures from the NPA, TNPA containing reasons for their need and sufficiency of the taken measures, and also the list of actions for compensation of these departures for this hazardous production facility;
data on need of development of reasons for safety;
requirements imposed to development of reasons for safety;
structure of reasons for safety.
24. Determination of basic technical solutions, and also the analysis of the available regulatory base concerning specific hazardous production facility which is basis for development of departures from requirements of industrial safety and additional requirements of industrial safety shall precede development of reasons for safety. Basic technical solutions can be determined in relation to hazardous production facility in general or to its parts, certain buildings, constructions and (or) technical devices used on hazardous production facility.
25. Reasons for safety shall contain in relation to specific hazardous production facility or its component technical and organizational requirements, additional to established or the features of operation, capital repairs, preservation or liquidation of hazardous production facility, and also data on need of departure which are absent in the NPA, TNPA and reflecting from existing rules and provision compensating these departures. As reasons for the specified departures results of researches, calculations, testing, modeling of emergencies, risk assessment or the analysis of operating experience of similar hazardous production facilities shall be used.
Again established requirements of industrial safety which are absent in the operating NPA, TNPA shall be similarly proved.
26. The requirements stated in each Section of the developed reasons for safety shall be carried to specific to the NPA, TNPA or its Section, Item. The specific structure of Sections and their content determines developer of reasons for safety according to the specification.
27. By preparation of reasons for safety use of documents of International Organization for Standardization, standards of foreign countries, engineering societies taking into account compliance of scope of the specified documents to service conditions of hazardous production facility is allowed.
28. Reasons for safety do not join the provisions containing in the operating NPA, TNPA.
29. Technical requirements in reasons for safety shall be specific and provide possibility of control of their accomplishment.
30. Changes are made to reasons for safety in cases:
reconstruction, modernization of hazardous production facility for which positive experimental testimony of industrial safety was approved earlier;
the changes of conditions of safe operation of hazardous production facility attracting departures from requirements of reasons for its safety.
31. Acceptance for operation finished with construction, reconstruction, capital repairs (further - construction) and prepared for operation (including to production, work, rendering services) hazardous production facilities and (or) potentially dangerous objects is performed according to the requirements stated in Regulations on the procedure for acceptance for operation of construction objects approved by the resolution of Council of Ministers of the Republic of Belarus of June 6, 2011 No. 716 (The national register of legal acts of the Republic of Belarus, 2011, No. 66, 5/33914) (further - Regulations on procedure for acceptance for operation).
32. Not later than 30 days prior to acceptance for operation of hazardous production facility or potentially dangerous object after completion of its construction the customer (legal entity) sends to the main military inspection the petition for appointment of the official of management of the state supervision for carrying out inspection and issue of the conclusion about construction object compliance to the requirements stated in the NPA, TNPA and the project documentation.
The copy of the order on appointment of inspection and its structure is attached to the petition for carrying out inspection.
33. In case of acceptance for operation of objects of production infrastructure the copy of the acceptance act of the equipment after its complex approbation by forces of the worker of the commission is attached to request about carrying out inspection.
34. The conclusion about results of inspection is drawn up in duplicate on forms of the office letter of the main military inspection, signs his official conducting examination. The first copy of this conclusion is transferred to the customer according to the legislation on ministerial procedures, the second copy is stored in management of the state supervision.
35. For receipt of the conclusion about compliance of construction object of the approved project documentation, the customer (legal entity) not later than 15 days prior to acceptance of object sends to safety requirements and operational reliability to the main military inspection according to Item 3.20 of the single list of the ministerial procedures performed by state bodies and other organizations concerning legal entities and individual entrepreneurs, the Council of Ministers of the Republic of Belarus approved by the resolution of February 17, 2012 No. 156 (The national register of legal acts of the Republic of Belarus, 2012, No. 35, 5/35330), the statement in the established form with indication of data on availability of the positive conclusion of the official of management of the state supervision on results of inspection.
36. Documents which were submitted by the customer (legal entity), are studied also in case of compliance of construction object of the approved project documentation, to safety requirements and operational reliability the official of management of the state supervision conducting examination, in time, not exceeding five working days, prepares the conclusion about compliance of construction object of the approved project documentation, to safety requirements and operational reliability.
37. The conclusion about compliance of construction object of the approved project documentation, to safety requirements and operational reliability the head of department of the state supervision signs. It is registered in the magazine in form according to appendix 1 to these rules.
38. The conclusion about compliance of construction object of the approved project documentation to safety requirements and operational reliability is issued to the official of the customer (legal entity), the representative on receipt of documents according to the procedure, established by the legislation, or can go to the customer by mail the registered mail with the assurance of receipt.
39. In case of discrepancy of construction object of the project documentation, availability of violations of the requirements stated in the NPA, TNPA creating threat of emergence of accident (incident) and (or) accident, variation of technical characteristics of potentially dangerous objects and technical devices from stated in the project documentation the motivated refusal in issue of the conclusion about compliance of construction object of the approved project documentation is issued, to safety requirements and operational reliability.
At the same time it is specified that there are objections against acceptance of object in operation and the list of violations of the project documentation, the NPA, TNPA, and also the defects interfering normal operation of object is attached.
40. Acceptance for operation after completion of construction of hazardous production facilities on which coppers with water temperature higher than 115 ° Celsius are used boilers with the working pressure of more 0,07 of megapascal, boiler rooms capacity more than 200 kilowatts irrespective of capacity of the coppers established in them, objects of gas-distribution system and gas consumption, and also potentially dangerous objects (technical devices) after their installation is performed according to the requirements stated in Regulations on procedure for acceptance for operation and the special requirements stated in other NPA, TNPA.
41. For quality check of production of potentially dangerous objects (technical devices) which are part of sample of VVST, compliance of their design documentation to TNPA and specifications the manufacturer will see off preliminary (factory), state which are acceptance, and periodic testing according to the requirements stated in the state military standards and other TNPA.
42. Preliminary (factory), state and periodic testing of potentially dangerous objects (technical devices) which are part of sample of VVST are carried out according to the programs and techniques approved in management of the state supervision. Participation of the official of management of the state supervision in testing is obligatory.
43. By results of preliminary (factory), state and periodic testing of potentially dangerous objects (technical devices) which are part of sample of VVST the protocol (act) in which the corresponding conclusions and offers are specified is constituted.
44. For check of compliance of the manufactured hoisting cranes, devices for load-lifting transactions to the requirements stated in TNPA, design documentation the testing provided in TNPA shall be carried out to the organizations manufacturers.
45. Devices for load-lifting transactions are tested after production in the organization manufacturer, and after repair - in the organization in which they were repaired the loading exceeding their passport load-carrying capacity for 25%. Hoisting slings, except for chain, are not subject to repair.
46. Compliance of potentially dangerous objects including acquired outside the Republic of Belarus to the requirements stated in TNPA proves to be true according to the procedure, established in the NPA.
47. Compliance of materials, assembly nodes and aggregates of foreign brands to the requirements stated in TNPA, and admissibility of their application in each case shall be confirmed in the conclusion which is issued in the specialized organization. The copy of the conclusion is attached to the form (passport) of potentially dangerous object.
48. Customers for the benefit of whom potentially dangerous objects are bought (are delivered) outside the Republic of Belarus, shall provide compliance of these objects to the requirements stated in TNPA and these rules.
49. Developers of potentially dangerous objects in case of their production prior to work shall submit to management of the state supervision design documentation for check of its compliance to the requirements stated in TNPA and these rules.
50. Expertize of industrial safety is carried out for the purpose of:
determinations of condition of industrial safety of hazardous production facility and (or) potentially dangerous object (technical device);
establishments of compliance of project, design, technological and operational documentation of hazardous production facility and (or) potentially dangerous object (the technical device) to the requirements stated in the NPA, TNPA;
estimates of completeness, justification and sufficiency of the provided measures for ensuring industrial safety, mitigation of consequences of possible accidents and (or) incidents.
51. Examination of industrial safety is based on the following principles:
obligation of expertize of industrial safety in cases, stipulated by the legislation;
scientific justification of conclusions of examination;
independence of expert body and experts when implementing the powers;
publicity, accounting of public opinion;
legality of the decisions made by results of examination.
52. Examination of industrial safety of hazardous production facilities and (or) potentially dangerous objects (technical devices), and also declarations of industrial safety are carried out by the officials of management of the state supervision who are experts in the field of industrial safety (further - the expert).
53. Expertize of industrial safety is carried out in the relation:
53.1. hazardous production facilities:
after acceptance for operation of hazardous production facility, but at least once in 10 years;
