About balance of procurement of scrap metal, production and consumption of hire of ferrous metals for 2016

1. Establish forecast tasks for procurement and delivery of scrap, waste of ferrous metals for 2016 according to appendix No. 1.

To heads of complexes of the Cabinet of Ministers, the ministries, departments and bodies of economic board, the Chairman of the board of Ministers of the Republic of Karakalpakstan, to hokima of areas and Tashkent in ten-day time to provide the conclusion with the subordinated organizations of agreements with structural divisions of JSC Uzmetkombinat on procurement and delivery of scrap, waste of ferrous metals according to the established task.

2. Approve for 2016:

balance of procurement and consumption of scrap, waste of ferrous metals and scopes of supply under direct agreements of scrap, waste of ferrous metals to the organizations having own foundry production according to appendices No. No. 2 and 3;

balance of production and realization of the hire of ferrous metals made by JSC Uzmetkombinat and scopes of supply of hire of ferrous metals under direct agreements to state-financed organizations and large republican consumers according to appendices No. No. 4 and 5.

3. The republican commission on control and coordination of procurement and delivery for conversion of scrap, waste of ferrous and non-ferrous metals:

in week time to develop and approve the quarterly schedule of accomplishment of the established tasks on procurement and deliveries of scrap and waste of ferrous metals, production and realization of metal rolling according to amounts according to appendices No. No. 1 - 5;

4. Determine that calculations for procurement, delivery of scrap, waste of ferrous metals are performed on the contract prices stimulating delivery of scrap and waste for the organizations-lomosdatchikov.

5. Permit JSC Uzmetkombinat to perform in 2016 import on import to the republic of 280 thousand tons of raw materials (the Commodity Nomenclature of Foreign Economic Activity code 72, 73, 8605, 8606, 8607) for metal rolling production, including on the terms of tolling, and also implementation of calculations with high-quality metal rolling on the amounts of semifinished products and iron or not alloyed steel imported for production of grinding spheres.

Exempt JSC Uzmetkombinat from:

customs payments (except charges for customs clearance) on the raw materials amounts used for production of the metal rolling left in payment for services in conversion of the raw materials delivered to the republic;

obligatory sale of currency earnings when implementing calculations with metal rolling for the republics delivered because of limits on the terms of tolling raw materials amounts.

6. To provide to the State Customs Committee and the Ministry of Foreign Economic Relations, Investments and Trades of the Republic of Uzbekistan accounting delivered to the republic in 2016 of raw materials on actually delivered amounts within 280 thousand tons, based on cargo customs declarations.

7. Determine that physically and the obsolete equipment which is written off during insolvency proceeding, liquidation, reconstruction and upgrade of the companies is subject to delivery without fail in JSC Uzmetkombinat as scrap and waste of ferrous metals on contract price.

8. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan Ibragimov G. I.
