Cabinet of Ministers of Ukraine decides:

Approve Regulations on the Minister of the Cabinet of Ministers of Ukraine which are applied.

Approved by the Resolution of the Cabinet of Ministers of Ukraine of June 24, 2016 No. 394

Regulations on the Minister of the Cabinet of Ministers of Ukraine

1. The minister of the Cabinet of Ministers of Ukraine (further - the Minister) is the cabinet minister of Ukraine, does not head the ministry.

2. The minister in the activities is guided by the Constitution and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine.

3. The main objectives of the Minister are:

1) providing the organization of activities for effective implementation by the Cabinet of Ministers of Ukraine of the powers determined by the Constitution and the laws of Ukraine;

2) development and introduction to the Cabinet of Ministers of Ukraine of offers on ensuring forming and realization of state policy, including concerning functioning of the central executive bodies which activities go and coordinated directly by the Cabinet of Ministers of Ukraine;

3) interaction concerning ensuring forming and realization of state policy with public authorities, other state bodies, local government bodies, the companies, organizations, the organizations of all patterns of ownership and citizens.

4. The minister performs powers of the cabinet minister of Ukraine, the stipulated in Article 44 Laws of Ukraine "About the Cabinet of Ministers of Ukraine" and other laws of Ukraine.

5. The minister for ensuring realization of the tasks and powers assigned to it in the respective sphere performs the following functions:

1) will be organized by carrying out by the Secretariat the Cabinet of Ministers of Ukraine monitoring and control of accomplishment by executive bodies of acts of the Cabinet of Ministers of Ukraine, orders of the Prime Minister of Ukraine and informs the Cabinet of Ministers of Ukraine on their results, and also on taking measures to elimination of the revealed shortcomings;

2) is approved by the draft of the agenda of cabinet meeting of Ukraine prepared by the Secretariat of the Cabinet of Ministers of Ukraine and gives to the Prime Minister of Ukraine for acceptance;

3) coordinates work on preparation of questions for consideration at cabinet meetings of Ukraine and government committees;

4) provides coordination of work of the central executive bodies which activities go and coordinated directly by the Cabinet of Ministers of Ukraine;

5) activities of the Secretariat of Ministers of Ukraine relatively coordinate providing cabinet ministers of Ukraine with materials for cabinet meetings of Ukraine and government committees;

6) will be organized according to the legislation by implementation by the Cabinet of Ministers of Ukraine of powers on coordination and control of activities of the national economic associations, the companies, organizations and the organizations;

7) represents to the Prime Minister of Ukraine for the signature the acts adopted by the Cabinet of Ministers of Ukraine and for vising - the approved drafts of the laws and acts of the President of Ukraine, and also the copy of the laws adopted by the Verkhovna Rada of Ukraine which arrived for the signature to the President of Ukraine and sent to the Cabinet of Ministers of Ukraine for studying and vising, drafts of offers of the Cabinet of Ministers of Ukraine concerning application to such laws by the President of Ukraine of the veto, informs on accomplishment of orders of the Prime Minister of Ukraine;

7-1) provides interaction of the Cabinet of Ministers of Ukraine with the Verkhovna Rada of Ukraine, the President of Ukraine, the National Security and Defense Council of Ukraine, and also consultative, advisory and other facilitative branches and services which are formed by the President of Ukraine, other state bodies;

8) performs according to the decision of the Cabinet of Ministers of Ukraine management of consultative, advisory and other facilitative branches which are formed by the Cabinet of Ministers of Ukraine;

9) resolves issue of coordination of the activities of the central executive bodies connected with accomplishment of the Program of activities of the Cabinet of Ministers of Ukraine;

10) gives instructions to the State secretary of the Cabinet of Ministers of Ukraine and his deputies, government employees, other employees of the Secretariat of the Cabinet of Ministers of Ukraine, approves structure, the estimate and the staff list of the Secretariat of the Cabinet of Ministers of Ukraine, distribution of obligations between the State secretary of the Cabinet of Ministers of Ukraine and his deputies, structure of the contest committee on occupation of vacant positions of public service of the Secretariat of the Cabinet of Ministers of Ukraine, the decision on the announcement of tenders on occupation of vacant positions of public service of the Secretariat of the Cabinet of Ministers of Ukraine or transfer of employees of the Secretariat of the Cabinet of Ministers of Ukraine to vacant positions;

11) is provided by carrying out by the Cabinet of Ministers Ukraine effective personnel policy, implementation of single approaches to functioning of system of executive bodies and forming of their structure, observance of the procedure of preparation and decision making of the Cabinet of Ministers of Ukraine;

11-1) approves establishment of the allowance and award to government employees in the cases provided by acts of the legislation;

11-2) initiates question of attraction to disciplinary responsibility of the State secretary of the Cabinet of Ministers of Ukraine and his deputies, other employees of the Secretariat of the Cabinet of Ministers of Ukraine in the procedure established by the legislation. Approves structure of the disciplinary commission which is formed in the Secretariat of the Cabinet of Ministers of Ukraine, will organize conducting office investigations and checks of observance of requirements of the legislation by employees of the Secretariat of the Cabinet of Ministers of Ukraine, at the request of the Prime Minister - employees of other executive bodies;

12) performs other functions necessary for accomplishment of the tasks assigned to it according to the law.

6. The minister of the Cabinet of Ministers of Ukraine performs coordination of work of the central executive bodies which activities go and coordinated directly by the Cabinet of Ministers of Ukraine, way:

1) representations at cabinet meeting of Ukraine of the drafts of the laws, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine developed by the relevant central executive bodies;
