About payment of civil servants

The basic concepts used in this Law have the following values:
salary scale - number of the salary levels (salaries) for any subgroup of positions of civil service from the minimum size to maximum;
the salary level - the next line item of official pay rate to which there corresponds the established coefficient to the basic salary;
the basic salary (basic official pay rate) the minimum size of base pay of civil servants established by the law;
coefficient - the size established for multiplication of the basic salary by this number for the purpose of determination of the size of base pay of the civil servant in this position of civil service;
base pay (official pay rate) - the official pay rate corresponding to subgroup of position of civil service and years of service of the civil servant in this position;
the natural wages rise - the ascending movement on salary scale of the relevant subgroup based on service length in this position of civil service;
increase unit (growth) - the percentage growth established for the next increase in official pay rates in salary scale;
review of the salary - the equivalent changes performed in the procedure established by this Law in all rates of base pay as a result of increase in basic salary or change of structure of salary scales, coefficients or ratios which are available between them;
surcharge - the percentage charge on official pay rate during the work in special conditions established by the labor law of the Republic of Armenia;
the allowance - the percentage charge on official pay rate established for receipt of the class rank above the class rank corresponding to subgroup of this position of civil service;
awarding - lump sum payment to the civil servant based on the conclusion of the direct head about its office activities or accomplishment of special tasks by it in this year.
Operation of this Law extends to persons holding the positions provided by the Nomenclature of positions of civil service in the bodies provided by part one of article 4 of the Law of the Republic of Armenia "About civil service", except for persons, holding the positions provided by the Nomenclature of positions of civil service of the Commission on regulation of public services of the Republic of Armenia.
The relations connected with payment of civil servants are regulated by the Constitution of the Republic of Armenia, the Labor code of the Republic of Armenia, the Law of the Republic of Armenia "About civil service", this Law, and also other regulations.
The basic principles of payment of civil servants are:
1) ensuring involvement of qualified personnel in system of civil service of the Republic of Armenia;
2) aspiration to providing the salary level, the answering social ethics of work;
3) equivalent remuneration for equivalent work and experience;
4) stimulation of aspiration to hold higher positions of civil service during service;
5) providing reasonable ratio between official pay rates of various positions of civil service with differentiation of the salary according to the held position of positions in classification system of positions of civil service;
6) identification of capabilities of civil servants and stimulation of personal deposit during service;
7) discrimination exception in case of payment of civil servants depending on nationality, race, floor, religion, political and different views, social origin, property or other status.
1. The salary of civil servants is created of the main and additional salary, established by this Law.
2. The base pay is official pay rate of the civil servant according to belonging to subgroup of position of civil service and its years of service in this position.
3. The additional salary includes:
1) the surcharges paid during the work in special working conditions;
2) the allowances paid for the class rank above the class rank corresponding to subgroup of this position of civil service;
3) the annual one-time bonus paid by results of assessment of office activities, and also award for qualified accomplishment of special tasks;
4) the awards paid from the sources and according to the procedure established by the laws of the Republic of Armenia.
1. For each subgroup of positions of civil service the following table of scales of calculation of base pay (further - the Table) from the minimum official pay rate to maximum is established:
