About approval of the Concept of creation of system of the situational crisis centers in the Republic of Belarus

For the purpose of enhancement of system of readiness and reaction in case of nuclear or radiation accident in the Republic of Belarus the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed Concept of creation of system of the situational crisis centers in the Republic of Belarus.

2. This resolution becomes effective after its official publication.

The concept of creation of system of the situational crisis centers in the Republic of Belarus

Chapter 1. General provisions

1. The concept of creation of system of the situational crisis centers in the Republic of Belarus (further - the Concept) determines the purpose, tasks, the principles and the main actions for creation of system of the situational crisis centers (further - SSKTs) in the Republic of Belarus.

2. The legal basis of the Concept is constituted by the Constitution of the Republic of Belarus, acts of the legislation in the field of ensuring nuclear and radiation safety, and also the international agreements of the Republic of Belarus in this area.

3. In the Concept terms and their determinations in the values established by the laws of the Republic of Belarus of May 5, 1998 "About protection of the population and the territories against emergency situations of natural and technogenic nature" (Vedamastsi Natsyyanalnaga to descent of Respubliki Belarus, 1998, No. 19, the Art. 212), of July 30, 2008 "About use of atomic energy" are applied (The national register of legal acts of the Republic of Belarus, 2008, No. 187, 2/1523), of January 5, 1998 "About radiation safety of the population" (Vedamastsi Natsyyanalnaga to descent of Respubliki Belarus, 1998, No. 5, the Art. 25), the resolution of Council of Ministers of the Republic of Belarus of April 10, 2001 No. 495 "About the State system of the prevention and liquidation of emergency situations" (The national register of legal acts of the Republic of Belarus, 2001, No. 40, 5/5713).

Chapter 2. The current state of readiness and reaction in case of nuclear or radiation accidents in the Republic of Belarus

4. In the Republic of Belarus measures for readiness and reaction in case of nuclear or radiation accidents are implemented within functioning of the State system of the prevention and liquidation of emergency situations (further - GSChS).

5. Operational management and information support of GSChS are performed by management information system (further - IUS). Functioning of IUS GSChS is provided with multi-level system of automated management of GSChS performing information exchange of governing bodies on emergency situations with information systems of republican state bodies, other state organizations subordinated to Council of Ministers of the Republic of Belarus, local executive and administrative organs in the field of protection of the population and the territories against emergency situations (further - state bodies and the organizations).

6. In the existing conditions of GSChS provides emergency readiness and reaction, including in cases of nuclear or radiation accidents, at the republican, territorial and local levels. At the same time its organization does not assume availability in the territory of the republic of such subject to use of atomic energy as the Belarusian nuclear power plant (further - the Belarusian NPP).

7. The construction and the subsequent functioning of the Belarusian NPP require further enhancement of GSChS directed to expansion of opportunities of the state bodies and the organizations entering it into which power the solution of questions on protection of the population and the territories against emergency situations is included. Creation of SSKTs is necessary for ensuring decision support on such questions in case of nuclear or radiation accidents.

Chapter 3. Purpose, tasks, principles of creation of SSKTs

8. The purpose of creation of SSKTs is forming of the interacting situational crisis centers (further - SKTs) providing acceptance of the effective, reliable and timely measures directed to the prevention and mitigation of consequences of nuclear or radiation accidents at all stages of functioning of the Belarusian NPP.

9. Achievement of effective objective is provided with accomplishment of the following tasks:

forming and equipping of the IUS GSChS new elements - SKTs;

maintenance, development and upgrade of the existing GSChS elements taking into account construction and the subsequent functioning of the Belarusian NPP;

creation of infrastructure of interaction of SKTs within functioning of IUS GSChS;

enhancement of system of preparation and advanced training of specialists in the field of decision support concerning ensuring nuclear and radiation safety at all stages of lifecycle of the Belarusian NPP and in emergencies;

participation in interaction with the international organizations concerning ensuring nuclear and radiation safety within international cooperation;

coordinating and regulation of mechanisms of readiness and response to nuclear or radiation accidents.

10. The basic principles of activities of SSKTs are:

necessary sufficiency and justification of creation of SKTs;

reliability and stability of functioning of SSKTs in emergencies;

differentiation of functions, tasks within SSKTs in the field of readiness and response to nuclear or radiation accidents.

Chapter 4. Main actions for creation of SSKTs

11. SSKTs is created taking into account the maximum use of material capacity of information centers (control centers) which are earlier created within ensuring functioning of IUS GSChS.

12. Divisions (structures) of the state bodies and organizations creating SSKTs are:

crisis center of the Belarusian NPP;

SKTs of the Department of Energy, the Ministry of Emergency Situations, the Ministry of Natural Resources and Environmental Protection, the Ministry of Health, the Ministry of Internal Affairs, Committee for State Security, if necessary - other republican state bodies and other state organizations authorized by the President of the Republic of Belarus in the field of use of atomic energy, and also the republican state bodies performing state regulation of activities for safety when using atomic energy;

expert scientific and technological center of National academy of Sciences of Belarus.
