About approval of the Regulations on Interdepartmental coordination council concerning sea researches of the Ministry of Education and Science of Ukraine and National academy of Sciences of Ukraine

According to the Sea doctrine of Ukraine for the period till 2035 approved by the resolution of the Cabinet of Ministers of Ukraine of October 7, 2009 No. 1307, for the purpose of improvement of the organization and resource ensuring development of scientific and technical potential in the sphere of sea activities, enhancement of system of preparation and retraining of specialists for sea industry we order:

1. Approve Regulations on Interdepartmental coordination council concerning sea researches of the Ministry of Education and Science of Ukraine and National academy of Sciences of Ukraine which is applied.

2. (Cheberkus D. V.) to submit to department of scientific and technical development this order on state registration to the Ministry of Justice of Ukraine in the procedure established by the legislation.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the deputy minister of science and education of Ukraine to Strikh M. V. and the senior vice president of National academy of Sciences of Ukraine Naumovts A. G.

Regulations on Interdepartmental coordination council concerning sea researches of the Ministry of Education and Science of Ukraine and National academy of Sciences of Ukraine

1. This Provision determines activities of Interdepartmental coordination council concerning sea researches of the Ministry of Education and Science of Ukraine and National academy of Sciences of Ukraine (further - Interdepartmental coordination council concerning sea researches).

The interdepartmental coordination council concerning sea researches is scientific and advisory and expert body for coordination of the sea researches and developments which are carried out by scientific institutions and higher educational institutions which belong to the sphere of management of the Ministry of Education and Science of Ukraine, the scientific institutions which are under authority of National academy of Sciences of Ukraine for the benefit of ensuring sustainable development of Ukraine as maritime nation, protection and ensuring its national interests and safety in the Azov and Black seas, the Kerch Strait and other regions of the World Ocean, increase in her international authority, and also for coordination of activities of scientific and educational institutions for preparation, retraining and advanced training of scientific personnel in sea industry.

2. The interdepartmental coordination council concerning sea researches is created according to the Sea doctrine of Ukraine for the period till 2035 approved by the resolution of the Cabinet of Ministers of Ukraine of October 7, 2009 No. 1307, for the purpose of determination of the priority scientific directions in the field of sea activities, carrying out coordination work and preparation of expert opinions for scientific subject, development of scientific and technical potential of morekhozyaystvenny complex and safety of the state, development of system of training of highly qualified personnel in sea industry.

The interdepartmental coordination council concerning sea researches in the activities is guided by the Constitution of Ukraine, the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other acts of the legislation of Ukraine, the Convention of the UN on maritime law of 1982 ratified by the Law of Ukraine of June 3, 1999 No. 728XIV "About ratification of the Convention of the United Nations on maritime law of 1982 and the Agreement on implementation of part XI of the Convention of the United Nations on maritime law of 1982", the sea doctrine of Ukraine for the period till 2035 approved by the resolution of the Cabinet of Ministers of Ukraine of October 7, 2009 No. 1307, and this Provision.

3. The main objectives of Interdepartmental coordination council concerning sea researches is assistance:

to determination of the state priorities of development of scientific and technical potential of morekhozyaystvenny complex;

to the state support of the major scientific and design organizations of sea profile;

to development and accomplishment of the national program of research and use of resources of the Azov and Black seas, Kerch Strait and other regions of the World Ocean;

to concentration of efforts of the scientific and design organizations, pilot and experimental productions on the solution of the main questions of realization of national interests of Ukraine in the sphere of sea activities;

to enhancement of system of preparation, retraining and advanced training of scientific personnel;

to use of scientific capacity of the scientific institutions which are under authority of National academy of Sciences of Ukraine, scientific institutions and higher educational institutions relating to the sphere of management of the Ministry of Education and Science of Ukraine for the solution of the fundamental and applied tasks connected with morekhozyaystvenny activities;

to use of research vessels only on their appointment, ensuring carrying out sea researches by vessels of the research fleet, development and accomplishment of the program of upgrade of the research fleet of Ukraine;

to creation of system of the state support of publishing activities for the purpose of ensuring release of reference, scientific, scientific and technical, educational and nauchnopopulyarny books.

4. For accomplishment of the tasks Interdepartmental coordination council concerning sea researches:

will organize and coordinates carrying out researches and developments of the scientific institutions and higher educational institutions relating to the sphere of management of the Ministry of Education and Science of Ukraine, and the scientific institutions which are under authority of National academy of Sciences of Ukraine, respectively for the benefit of development of sea industry and morekhozyaystvenny complex of the country;
