About approval of regulations on requirements to ecological designing of energy-requiring products

(as amended of the Order of the Government of the Republic of Moldova of 17.10.2017 No. 815)

Based on part provisions (1) Article 18 and part (2) article 19 of the Law No. 151 of July 17, 2014 on requirements to ecological designing of energy-requiring products (The official monitor of the Republic of Moldova, 2014, Art. No. 310-312, 616) DECIDES: the Government

1. Approve:

Regulations on requirements to ecological designing of household lamps with the nondirectional light-emission according to appendix No. 1;

Regulations on requirements to ecological designing of luminescent lamps without the built-in ballast, gas-discharge lamps of high intensity, and also ballasts and lamps for such lamps according to appendix No. 2;

Regulations on requirements to ecological designing of lamps with directed light-emission, lamps with light-emitting diodes and the accompanying equipment according to appendix No. 3;

Regulations on requirements to ecological designing of electric motors according to appendix No. 4;

Regulations on requirements to ecological designing of water pumps according to appendix No. 5;

Regulations on requirements to ecological designing of household dishwashers according to appendix No. 6;

Regulations on requirements to ecological designing of household washing machines according to appendix No. 7;

Regulations on requirements to ecological designing of household drum clothes dryers according to appendix No. 8;

Regulations on requirements to ecological designing of vacuum cleaners according to appendix No. 9;

Regulations on requirements to ecological designing of conditioners and fans according to appendix No. 10;

Regulations on requirements to ecological designing of fans with engines with input power from 125 W to 500 kW according to appendix No. 11;

Regulations on requirements to ecological designing of household refrigerating appliances according to appendix No. 12;

Regulations on requirements to ecological designing of television devices according to appendix No. 13;

Regulations on requirements to ecological designing of autonomous circulation pulsers without sealing and the integrated circulation pulsers without sealing which are built in product according to appendix No. 14;

Regulations on requirements to ecological designing for electric power consumption in waiting mode and switching off by the electric and electronic equipment for the house and office according to appendix No. 15;

Regulations on requirements to ecological designing of simple modules of transformation of signals according to appendix No. 16;

Regulations on requirements to ecological designing for power consumption in the single mode and average efficiency in operating mode of external power supplies according to appendix No. 17.

2. To the Ministry of Economy and Infrastructure represent to the Government of the offer on review of this resolution depending on technological progress.

2-1. Control for the purpose of supervision of the market is exercised according to the Law No. 7 of February 26, 2016 on supervision of the market concerning realization of nonfood products and the Law No. 131 of June 8, 2012 on the state control of business activity.

3. This resolution becomes effective after six months from the date of its publication in the Official monitor of the Republic of Moldova.

4. To impose control of execution of this resolution on the Ministry of Economy and Infrastructure.

to the Order of the Government of the Republic of Moldova of June 13, 2016 No. 750

Regulations on requirements to ecological designing of household lamps with the nondirectional light-emission

I. Basic provisions and scope

1. This Provision is transposition of Regulations (EU) No. 244/2009 of the Commission of March 18, 2009 about implementation of the Directive 2005/32/SE of the European Parliament and Council on requirements to ecological designing of household lamps with the nondirectional light-emission (The official magazine of the European Union L 76 of March 24, 2009) changed by Regulations (EC) No. 859/2009 of the Commission of September 18, 2009. (The official magazine of the European Union L 247 of September 19, 2009) about the requirements to ecological designing concerning the ultra-violet radiation of household lamps with the nondirectional light-emission.

2. The regulations on requirements to ecological designing of household lamps with the nondirectional light-emission (further – the Provision) establish requirements to ecological designing for the purpose of introduction on the market of household lamps with the nondirectional light-emission, including cases when they are on sale for not household purpose or when they are built in other products. Also this Provision establishes requirements to information on product for lamps of special purpose.

3. The requirements established by this Provision are not applied in relation to the following household lamps and lamps of special purpose:

a) lamps with the following coordinates of chromaticity x and y:

– x <0,200 or x> 0,600

– y <– x2 2,3172 + 2,3653 x – 0,2800 or y> – x2 2,3172 + 2,3653 x – 0,1000;

b) lamps with directed light-emission;

c) lamps with light flow less 60th lumen and more than 12000 lumen;

d) lamps with the following characteristics:

– less than 6% of general radiation of the range of 250-780 nanometers to the range of 250-400 nanometers;

– the maximum radiation between 315-400 nanometers (UVA) or 280-315 nanometers (UVB);

e) luminescent lamps without the built-in ballast;

f) digit lamps of high intensity;

g) glow lamps with socle of the E14/E27/B22/B 15, type with tension less or to equal 60 volts and without the integrated transformer at stages 1-5, according to Chapter III of this provision.

II. Concepts and determinations

4. In this Provision the following basic concepts are used:

provision of energy – the device intended for transformation of the alternating current (AC) delivered on power line to the direct current (DC) or in other alternative current;

ballast – adaptation used generally to limit current of lamp (lamps) to required value if it is connected between the power supply and one or several gas-discharge lamps. Ballast may contain means for transformation of supply voltage, brightness control of lamp, adjustment of power factor and, independently or in complex with the starting arrangement, creations of necessary conditions for inclusion of lamp (lamps). Ballast can be built-in or separate of lamp;

the light-emitting diode (LED) – the solid-state device with r-n connection which makes the optical radiation arising owing to irritation electric current;

lighting of the household room – complete or partial household lighting by substitution or amendment to natural lighting artificial for the purpose of increase in visibility in the respective room;

lamp – the source established for the purpose of production of optical radiation, as a rule, visible, including any additional components necessary for inclusion, supply with energy or functioning of lamp in stable conditions, or distributions filterings or transformations of optical radiation provided that these components cannot be removed without to destroying irretrievable all block;

household lamp – the lamp intended for lighting of the household room; lamps of special purpose do not belong to this type of lamps;

lamp of special purpose – the lamp which is not intended for lighting of the household room in the technical parameters or in information to product it is specified that it does not treat lamps of household purpose;

lamp with directed light-emission – lamp in which at least 80% of light flow proceed within space angle п sr (corresponding to cone with corner at top 120 °);

the lamp with the nondirectional light-emission – designates lamp which is not lamp with directed light-emission;

lamp with incandescence thread – lamp in which light arises by means of heating of the threadlike conductor to incandescence when passing electric current. Such lamp may contain or not to contain the gas influencing process of incandescence;

the glow lamp – lamp with incandescence thread in which thread of incandescence is in vacuum or is surrounded with inert gas;

the halogen and tungsten lamp – lamp which thread of incandescence consists of tungsten and is surrounded with the gas containing halogens or halogen connections. Halogen and tungsten lamps can be with the built-in power supply or without it;

lamp gas-discharge – lamp in which light is created, directly or indirectly, by means of electric discharge by means of gas, vapor of metal or mix of several gases and vapors;

lamp luminescent – gas-discharge lamps like mercury lamps of low pressure in which the most part of light is radiated by one or several layers of the luminescent substance excited by the ultra-violet radiations which appeared owing to the category. Luminescent lamps can be with the built-in ballast or without it;

lamp luminescent compact – the block which cannot be divided without considerable damage, supplied with the lamp socle and luminescent lamp and other additional components necessary for inclusion and functioning of lamp in stable conditions;

lamp luminescent without the built-in ballast – luminescent lamps with one socle or with socles on both ends, without the built-in ballast;

the lamp gas-discharge high intensity – lamps with electric discharge in which the arch generating light is stabilized by temperature of walls of tube and arch provides load of wall of gas-discharge tube over 3 watts on square centimeter;

lamp LED with LED – lamp on one or several light-emitting diodes.

Also the concepts determined in appendix No. 1 to this Provision are applied to appendices No. 2-4.

III. Requirements to ecological designing

5. Household lamps with the nondirectional light-emission shall meet the requirements of ecological designing established in appendix No. 2 to this Provision. Each requirement to ecological designing is applied taking into account the following stages:

stage 1: in 6 months after publication in the Official monitor of the Republic of Moldova;

stage 2: in 12 months after publication in the Official monitor of the Republic of Moldova;

stage 3: in 18 months after publication in the Official monitor of the Republic of Moldova;

stage 4: in 24 months after publication in the Official monitor of the Republic of Moldova;

stage 5: in 30 months after publication in the Official monitor of the Republic of Moldova;

stage 6: in 36 months after publication in the Official monitor of the Republic of Moldova.

6. In the presence of any contradicting provision or in case of replacement of any requirement, these requirements are applied in combination with the requirements introduced later.

7. For lamps of special purpose the relevant information shall be specified accurately and clearly on packaging and in all types of accompanying documents for representation of lamp as goods in the market:

a) target use of lamp; and also

b) the fact that it is not intended for household lighting.

8. In the packet with technical documentation constituted for the purpose of evaluating compliance based on article 17 of the Law No. 151 of July 17, 2014 on requirements to ecological designing of energy-requiring products the technical parameters (if those exist) giving to lamps the specific characteristics corresponding to special use as it is specified on packaging are specified.

IV. Assessment of conformity

9. The assessment procedure of compliance described in article 17 of the Law No. 151 of July 17, 2014 on requirements to ecological designing of energy-requiring products represents the designing internal control system provided in appendix No. 4, or the system of management provided in appendix No. 5 to the Law No. 151 of July 17, 2014.
